本大纲适用于修完《基本要求》所规定的全部内容的高等职业教育、普通高等专科教育、成人高等教育和本科办二级学院、独立学院各非英语专业的学生。

本考试的目的是考核考生的语言知识、语言技能和使用英语处理有关一般业务和涉外交际的基本能力,其性质是教学---水平考试。

考试方式为机试,包括六个部分:听力理解、语法结构(分为语法和词汇两部分)、阅读理解、翻译(英译汉)和写作。
