Well, from my perspective, I can't fully side with this view.On the one hand, building new railway lines does have its merits. New railway lines can expand the transportation network, which is like opening up new blood vessels in a big city or even across the country. It can connect more remote areas, promoting economic development there. For example, if a new railway line reaches a small town that was previously difficult to access, it can bring in more business opportunities. Tourists might be attracted to visit, and local products can be more easily transported to other places for sale.However, on the other hand, we can't just ignore the existing public transport. It's like having an old friend who has been with you for a long time but needs a bit of a makeover. First of all, improving the existing public transport can often be more cost effective. A lot of the time, the current buses or subways just need some upgrades in terms of facilities. Maybe the seats on the buses are worn out and need replacing, or the subway stations could use some better ventilation systems. By spending arelatively small amount of money on these improvements, the overall comfort and functionality of the existing public transport can be greatly enhanced.Secondly, for most people in the city, the existing public transport is what they use on a daily basis. If the government only focuses on buildingnew railway lines, which may take a long time to complete and may not even directly benefit the urban commuters immediately, it can lead to a declinein the quality of life for these daily users. It's like you are promised a shiny new toy in the future, but right now you have to suffer with your old, broken down bike.In conclusion, while building new railway lines is not a bad idea at all, the government should also attach great importance to improving the existing public transport. A balanced approach is the key here. It's like making a delicious meal you need both new ingredients (new railway lines) and making sure the old ones (existing public transport) are cooked to perfection. So, I'm more inclined towards the view that both should begiven due attention and resources.。

Country A 和Country B 在前十年(1990~2000)的河水质量呈现出相似的上升趋势;然而在后十年(2000~2010)两个国家的河水质量下降,却在2010年预计将会出现回升。
