妥善解决城市病是保证城市化健康发展的重大问题,为此,十二五规划建议明确指出要“预防和治理城市病”。
本文从城市病产生的原因、规律和城市病与城市化的关系出发,分析治理城市病的对策。
【关键词】城市化城市病治理对策当前我国进入了工业化加速推进和城市化快速发展时期,城市在两化过程中承担者重要作用。
但是,任何事物都有两面性,在推动经济社会发展、创造物质和精神文明同时,城市本身出现了一系列城市病,如人口膨胀、交通拥堵、就业困难、生态破坏、环境污染、犯罪率上升等。
对此,“十二五”规划建议明确指出,“完善城市化布局和形态,加强城镇化管理”,“预防和治理城市病”。
城市病是与城市化进程相伴而生的,具有普遍性和自身的客观规律。
一、城市病及其产生的原因和表现⑴城市病(英文city disease):在城市化过程中,因管理模式与手段等落后于城市发展进程,使城市人口、工业、交通运输等过度集中,城市规划和建设盲目摊大饼,从而突破了其自身资源环境承载能力,进而造成的一系列明显影响城市社会生产与生活的负面社会问题。
这些问题统称为城市病。
⑵城市病的根源:客观方面,城市病是由于城市资源环境承载能力与城市发展规模失衡造成的。
城市资源的有限性客观上要求资源需求与供给之间必须保持适度关系,一旦人口过渡膨胀和城市盲目扩张就会超过这个度,必然产生一系列负面问题。
主观方面,城市病产生的根本原因在于城市管理落后于城市化进程,这包括对问题认识不足、管理理念落后、管理水平落后等方面。
⑶我国城市病的主要表现人口膨胀。
随着城市化的快速发展,大量农村剩余劳动力涌入城市从事第二、三产业,城市面临前所未有的拥挤。
目前,我国大多数特大城市中心城区的人口密度已经超过10000人/平方千米,上海的某些地区甚至达到了50000人/平方千米。
