茂名市社会福利院简介

茂名市社会福利院创建于1981年，地处茂名市官渡南路152号大院，占地面积9000平方米，建筑面积8000多平方米，拥有床位300张，是一个集养、治、教、娱乐、康复、特殊教育功能于一体的综合型福利机构。现有服务对象386人，其中孤残儿童303人，98%以上为残障儿或患有其它疾病。是国家民政部第一批“蓝天计划”项目建设单位，目前“蓝天计划”项目已动工兴建，将新增建筑面积9200平方米。

茂名市社会福利院遵循“奉献爱心，服务社会”的建院理念，为孤残儿童、长者提供优质的生活、学习、康复、居住环境。院内设有无障碍通道、电梯、24小时全方位电脑监控，建有功能齐全的康复场所及娱乐场所，并配置了一大批康复医疗器材，拥有B超、生化检验室等，为康复医疗工作提供了较好的硬件保障。

茂名市社会福利院致力加强与境外机构合作，和美国半边天基金会合作开办了“婴幼儿抚育项目”、“小姐妹项目”、“新和家园项目”，先后有234个孩子进入项目并得到实惠；

茂名市社会福利院也是首家与香港康复会开展“残疾儿童沟通无障碍项目”合作单位；在复康会专家指导下，有效地提高了康复人员的资源整合和优化使用，孩子参训率达98%。近年来，茂名市社会福利院积极探索科学养育模式，

引进境外先进的管理方式，转变服务理念，努力推进质量化程序服务，推行量化考核管理，孩子由原来的单纯供养型向情感抚育型转变；由原来的养活到活出价值，活得有尊严转变；由集体式教育向个性化、特色化教育转变。从1992年至今，福利院已先后有1400多名儿童被国外家庭收养，家长满意率达100%。截至2009年末，到福利院寻根回访的收养家庭共有89个。

茂名市社会福利院是广东省一级社会福利机构，先后获得国家、省、市荣誉称号28项，是“全国巾帼文明示范岗”和“全国三八红旗集体”。福利院将继续秉承“一切为了孩子”的服务宗旨，强化员工队伍建设，充分利用“蓝天计划”的硬件设施，让它成为孩子们生活、学习、康复的乐园。Maoming Social Welfare Institution follows the ideas of "caring dedication, social services" .It provides a great living environment for disabled children, the elderly to enjoy quality life, study, rehabilitation.

The institution has offered barrier-free channels, elevators, 24-hour Omni-directional computer monitors, as well as a fully functional rehabilitation place and places of entertainment. Besides, it is equipped with a large number of rehabilitation, medical equipments. There are also B ultrasonic rooms, biochemistry checking rooms and so on, assuring the better securities for medical recovery and rehabilitation.

Maoming Social Welfare Institute focuses on strengthening the cooperation with foreign institutions. For instance, together with American Sky Foundation, the institution has launched Project Infant Tending, Project Little Sisters, Project Xinhe Homeland". Due to that, a total of 234 children have taken part in those projects and benefited from them.

Maoming Social Welfare Institution is also the first institution to cooperate with Hong Kong Rehabilitation Counsel by carrying out the Disabled Children Communication Barrier-free Project. With the guidance of rehabilitation specialists, our institution has effectively improved the recovery personnel resources conformity, and optimized the use. The child participation rate reaches 98%.

In recent years, Maoming Social Welfare Institute has actively explored a scientific nurturing pattern, by introducing foreign advanced management methods, changing the service concept, to promote the quality of service and promote the management of quantification assessment program. As a result, children change from originally pure feeding type to emotional tending type: They transform from “feed to live” to “live with the value”, “live with dignity”. The education changes from the collective pattern to the individual, characteristic one. Since1992, some 1,400 children have already been adopted by foreign families.
