skin and political convictions.However, others frown on this idea.This issue has given rise to a heated discussion.For my part,I’m all for the idea of disapproval.The reasons are mainly as follows:It is generally known that the United States of America is a nation of immigrants.People of different skin colors,religions and faiths creat the nation —America.And inevitably,religious conflict,racial discrimination and political struggle come along.The most prominent phenomenon is the racial discrimination.Nowadays,the racial discrimination in America remains quite serious.This social issue has been a long-standing problem.In the first place,there are so many roots of racial discrimination.Looking back in history, it began with the slave trade.Needless to say,it is so miserable and disastrous.Between 1650 and 1900, 10.24 million enslaved Africans arrived in the Americas.The transatlantic slave trade resulted in a vast and as yet still unknown loss of life for African captives both in and outside of America.Approximately 1.2 – 2.4 million Africans died during their transport to the New World.No scholars dispute the harm done to the enslaved people themselves.The African slave trade helped to shape a wide variety of societies from modern Argentina to Canada.These differed in their use of slaves, the harshness of the regime imposed on slaves, and the degree of mixing of the races that custom and law permitted.But none ofthese became as virulently racist--insisting on racial separation and a strict color bar--as the English North American colonies that became the United States.The institution of slavery was abolished through Civil War,a bloody second American revolution that cost at least 600,000 lives.Today,in the United States, although legal racial discrimination was cancelled,institutionalized racism remained intact.In addition, the United States parties which are based on different interests,1 formulate a series of related policies and harmed the interests of black people.The original U.S.Constitution permitted slavery and counted Black slaves as three-fifths of white persons in determining both Congressional representation and taxation, which were deeply rooted the racism in the very foundation of U.S.society.Unfortunately,to blacks,their performance provide discrimination discourse.In the black areas, the excessive crime happen at any moment.Worse still, Black also do the drug trade which undoubtedly violates the nation’s law.Politicians from both the Democratic and Republican Parties got the big calls “tough on crime,” embracing the so-called war on drugs, which tripled the prison population between 1980 and 1995.Two-thirds of those who entered the prison system during that period were Black, Latino or poor, and the vast majority of them were nonviolent drug offenders.Today, with the prison population swollen to more than 2 million, African Americans make up just 12 percent of the U.S.population and only 13 percent of drug users, yet account for 35 percent of drug arrests and 53 percent of drug convictions.Blacks are also 43 percent of those on death st year, the U.S.Bureau of Justice Statistics estimated that 30 percent of 12 year-old Black boys will spend time in jail in their lifetimes--far more than will attend college.And because manystates have laws denying present and former inmates the right to vote, an estimated 13 percent of all Black men--including one in every three in Alabama and Florida--have been disenfranchised.In light of racial discrimination,black people conducted a series of racial fights which was called the Civil Rights Movement.The most illustrious march is probably the March on Washington for Jobs and Freedom.It is best remembered for the glorious speech Martin Luther King, Jr.gave, in which the “I have a dream” part t urned into a national text and eclipsed the troubles the organizers had to bring to march forward.The process was long and tenuous,and many of these movements did not fully achieve their goals although,the efforts of these movements did lead to improvements in the legal rights of previously oppressed groups of people.The current status of racism in America are still in poor condition.While discrimination has decreased and old forms of segregation have been recalled,subtlepatterns of informal discrimination in housing,employment,education and virtually every social sphere still persists.Indeed,for many African Americans,discrimination,as of now,remains a central part of their experience in the United States.According to a report of American, the black’s inco me only accounted for the three-fourths of the white,and African-American family’s income was just one-tenth of the white family’s.Half of all black men in New York can’t find a job,while Black teenage unemployment stands at 37 percent nationwide.As Mr.Bus h said,”And this poverty has roots in generations of segregation and discrimination that has closed many doors of opportunity“.These statistics show a crisis among Black Americans that should be setting of alarm.Racism, notcriminal records, explains the high unemployment rate for Black men today.A recent Wall Street Journal report showed that in the city of Milwaukee, a white job applicant with a criminal record has a better chance of being called for an interview than a Black man with no criminal record.”The disadvantage carried by a young Black man applying for a job as a dishwasher or a driver is equivalent to forcing a white man to carry an 18-month prison record on his back,“ concluded reporter David Wessel.And only racism can explain these statistics: Segregation in public schools, which decreased continuously from the 1950s to the late 1980s, has now returned to levels not seen in three decades.Black infants are almost two-and-a-half times more likely than white infants to die before the age of one, a wider gap than in 1970.More than 200 years since slavery was written into the U.S.constitution, its racist legacy remains--and the words of abolitionist Frederick Douglass remain true: ”Without struggle, there can be no progress."In general,only a struggle that shakes the foundation of U.S.society can end racism.As is the always the case,the darkest hour comes before the dawn.A mixed-race man is president says much about the peaceful progress on race relations in America.I believe that the black people can have equal rights and are free to live, study and work as they wish in the future,and people can truly The Foreign and Commonwealth Office , the main government department, plays a significant role in the making of Britain‟s foreign policy. At the same time,many other government ministries, such as the Ministry of Defence and the Department of Trade ,Industry and the Treasury also play a part in formulating and carrying out t he government‟s decisions. But an extremely influential player in Britain‟s foreign policy is the Treasury[1](The Treasury makes decisions on how much money other departments can have each year).Chapter two : The modern British foreign policyNowadays, Britain actively participate the world affairs, it was setting up the United Nations，and the UK is the permanent member of the UN Security Council.The UK participation in international organizations, and is a member of 120 international organizations such as the the European Union, the Western European Union,from the global diplomatic gradual transition into the European - dominated diplomatic relations. Britain advocates develop relationship with American and pay more attention to get along well with other big countries.Especially advocate improve the relation with China, Russia and Japan. The British keep and strengthen its military power and promote cooperation withother countries in protecting environment, world development, free economic trade and human rights. In my opinion, the influence factors of Britain's foreign policy include historical, economic, and geopolitical and psychological factors.Chapter three: Historical factor influence on modern British foreign policyBefore the 20th century, the United Kingdom of Great Britain and Northern Ireland has rely on it‟s own powerful military and economic to built a strong nation which called “the empire upon which the sun never sets ”. Its colonies almost covers a quarter of regions in the world.At that time the British government disdain to specialized in energy and capital on foreign relations.But after the two world wars,Britain could no longer maintain its empire because on the one hand the wars caused a great damage to the economy and military,on the other hand most colonies started to fight against the UK‟s colonial domination and wanted became an independent states just like Canada,Australia, New Zealand, the Union of South Africa and India .The end of the British Empire left the UK a medium-sized European country[2].In order to fill the political control weakening,the British had to change the original “splendid isolation ”policy(光荣孤立政策).So,Britain participated in a number of important international Institutions to maintain its strong force in the world affairs.Britain join the United Nations(UN) and become one of the 5permanent members of the UN Security Council,which give Britain the abilities to have influence on world affairs.Chapter four :Anglo-American relation influence on the modern British foreign policyThe major factor which influences British foreign policy is its “special relationship” with the United State of Ame rica . The UK and the USA were closely allied during World War II and continued now,because the two countries have same worried about USSR,and they have a common language and culture,the most important thing is that both countries can gained mutual benefit in the capitalist market.However ,the “special relationship”with the USA has gone through many ups and downs.The important example is the 1956 Suez Crisis.Although the Suez Canal crisis make the relationship between the us and UK produces cracks, but still can be said “special relationship”.But in the late 60 s and 70‟s, due to the Sterling fell sharply,Britain did not to send troops to Vietnam,and the UK eventually joined the European Economic Community ,American and British special relationship has has been greatly weakened and gradually transformed into “natural relationship”. Now Britain advocates develop relationship with American and pay more attention to get along well with other big countries[3].Chapter five :Economic factors influence on the modern British foreign policyThe UK‟s economic interests and diplomatic strategy need to europeanization，and this is a fundamental reason to Promote the British foreign policy focus to Europe . After the war,British‟s economy slowly develop,but the European Economic Community(EEC)help Germany,and Italy's economic strength began to develop rapidly,which give Britain experiences that European states should work together to progress and keep peace.In order to seek a way out of the UK‟s economic recession and make full use of the EEC to provide the export market,Britain joined the EEC in 1973(EEC has been called European Union since 1993).And then the UK joined the Commonwealth of nations and other regional economic organizations,so Britain can develop a good relationship with these countries, which can give Britain more power in the world. Now, the Britain economy ranks about sixth in the world.Chapter six :Geopolitics(地缘政治) and National identity(民族认同感) influence on the modern British foreign policyThe geopolitical strategy theory is the theory base of British foreign policy and global strategy.As Britain is an island, it has created a sense of isolation in its subjects, which results in Britain‟s schizophrenic attitude to Europe[4].On the Security and Defence Policy,Britain spends more money on defence than most other developed nations and its is the 3rd largest spender in the world and is ranked 5th or 6th in terms of its military power.The presence of superpower bases in Britain,andparticipation in the North Atlantic Treaty Organization(NATO was set up in 1949).At the same time, we cannot ignore the factors of the national identity also can influence British foreign policy too. Even though Britain no longer is the biggest empire in the world and powerful enough to act independently in the world,but the British people still believe that UK also has a big influence on the international economy and international order.Wh en British‟s government make the foreign policy,it a lways to protect their own national characters as the policy choices and principles[5].The chief objectives of UK‟s the foreign policy are to enhance its security and prosperity at home and protect its interests in the international cooperation.
