交换生：在新加坡国立大学——写给法学院的师弟师妹们发表日期：2007年4月1日冬去春来又一个新学期，我在法学院办公室见到凌老师。
提到去年在新加坡国立大学的“交换”，老师兴致勃勃和我约稿，好谈谈作为“交换生”，尤其“国际”学生的体验。
三月正春风，我走在校道上，看柳绿花红，想这个时候的狮城岛国是什么模样。
新加坡是四季如夏的，过完雨季，现在应该是烈日炎炎的大旱天气。
国际之都，花园城市，新加坡总是茂盛的。
八月初到新加坡，第一印象便是从未见过的“葱郁”。
花开得饱满，树木参天，如画的背景里边，建筑也是红橙黄绿青兰紫的七彩缤纷…国庆日，车站满是标语，其中有一句，叫做“Identity&Unity”，忽然想或许这就是新加坡的风格。
东西文化在新加坡交汇。
别看新加坡小，气度却是非常豁达。
不同的种族在这里相处融洽：不论你是来自中国、马来或印度的血统，或是偶然从欧陆来访的游客，在这里都能够找到归属和亲切之感。
小印度、唐人街等区域，年复一年日复一日繁盛，每到节日便热闹非凡。
作为一个交换生（exchange student），到了这样一个不仅在经济上富庶，而且文化上丰富的国度，他的首要任务，便不在于“两点一线”的专业学习，而是所谓“eye opening, mind opening”：要去“开开眼界，长长见识”。
——碰上国庆庆典，他会想，新加坡如何会从亚洲儒教的根本，走向与基督文明的“中西合璧”，想如何使得“西学为体，中学为用”成为可能并且运作良好；遇到中秋节日，他会想在这个华人为主的社会，华裔后代对中国文化是什么态度，对自己的“本源”有怎样的“认同”感，而处于不同文化背景的欧美人对“东方文化”又是持怎样的观点……作为在新加坡的交换生，他还要意识到，自己所处的环境是与国内交换有所区别的。
在这里，他是一个“外国人”，他的黄皮肤和黑眼睛，和当地的新加坡人、马来人还是不同的，有一点不言自明：他，在某种程度上代表着他的民族、他的国家，是那里芸芸众生中被挑选出来的一员；他，理所当然是优秀的。

新加坡国立大学百年校庆7月2日晚上，新加坡国立大学（简称国大）欢庆成立100周年，假新达城二楼设晚宴，筵开一百三十席，与会嘉宾1300人。
晚宴的高潮是“杰出校友奖”(Eminent Alumi Award）与“卓越校友服务奖”(Distinguished Alumi Service Awards)。
新加坡国务资政吴作栋在国大百年校庆晚宴上获颁“杰出校友奖”， 以表扬他在领导新加坡之时作出卓越贡献。
⑴杰出校友奖是国大首次颁发给校友的奖项，陈庆炎副总理⑵和李光耀资政⑶分别在另两个国大庆祝100周年的活动上获颁这个奖项。
《泰晤士高等教育增刊》去年展开的调查，将国大在世界顶尖200所大学中名列第18。
也是主管大学教育部长职务的陈庆炎博士，在国大庆祝创校100周年之际，为国大设下新的挑战，鼓励它争取成为世界十所顶尖大学之一。
美国大学联盟和环太平洋地区大学从6月30日起，在新加坡展开为期三天的会议。
这是国大庆祝创校100年的重点活动之一。
国大为了庆祝创校100年，特别筹划了100项活动，从今年6月25日始至明年6月24日止，为期一年。
今天的国大有3万1000名学生。
目前，国大和约150间外国学府签有200项合作协议，这些外国学府从亚洲到美国皆有。
虽然新加坡国立大学的名称只有25年，它的校史可以追溯至100年前，创立於1905年的海峡殖民地暨马来联邦官立医学院。
爱德华七世医学院这间医学院是在海峡殖民地政府的呼吁下，由新马及东南亚等地华人陈若锦、陆佑及余振声等人筹款兴建的。
陈若锦捐献一万二千元，列在捐款人名单的首位。
⑷海峡殖民地及马来联邦官立医学校在100年前创立时，学生都是海峡殖民地、马来州属以及婆罗洲领地英语学校的顶尖毕业生。
从开始的7名学生发展到今天国大医学院的每届230人，一路走来其成功秘诀就是吸引并留住最顶尖的学生与教职员。
医科学校於1905年7月3日开始兴建，并在1905年9月28日由总督安徒生爵士主持正式开学典礼。

在这批合格的开业医生中，只有一名华人，即陈树楠医生。

⑹1913年，海峡殖民地及马来亚联邦官立医学校，根据当年的第十一号法令易名为爱德华七世医科学校(King Edward VII Medical School)。
1920年，又易名为爱德华七世医学院。
1926年，医学院迁入四排埔的新校舍。
莱佛士学院1928年，国大的另一前身莱佛士学院在海峡殖民地政府捐地捐款、马来联邦政府及华欧籍人士捐献钜款推动下开学，并拥有自己的独立校园。
该院的第一届毕业生，在1931年完成高等教育。
1941年，日本入侵马来亚。
同年12月2日，莱佛士学院停止运作，爱德华七世医学院则继续上课。
翌年，日本军政府接管医学院。
新加坡共和国第二任总统薛尔思医生，在回忆日治时代本地毕业生对社会的贡献时说“日本的入侵带来了马来亚人民的觉醒。
本地毕业生在推动这样的觉醒方面，贡献良多。
虽然他们被蓄意排除在医疗服务的高层之外，他们却能够凭着勇气和耐力，发挥所学，在非常不利的条件下，将医院办的有声有色。
”⑺1945年9月，日本投降，英国人重新统治新加坡。
翌年，医学院第一届毕业生陈树楠医生及医学院校友会呼吁英国军政府从速建立一所大学。
同年9月，医学院复办，并为那些在日治时代停学的学生举办考试，全体考生都及格。
马来亚大学1947年3月，英殖民部大臣依照1939年委员会对马来亚高等教育之报告，任命一委员会，以卡尔山德爵士(Sir Alexander Carr-Saunders)为主席，林汉河等七人为委员，研究设立马来亚大学问题。
4月下旬，委员会提呈《卡尔山德委员会报告书》(Carr-Saunders Commission Report)，建议创办行政独立的综合大学，定名为马来亚大学，将现有之莱佛士学院及爱德华七世医科大学并入。
委员会就马来亚达到自治时，各方面所需人材为标准，决定马来亚大学应设医、工、文、法、理、经济及东方学系、经济系包括商业及会计。
⑻马来亚大学于1949年10月8日成立，首任校长为最高专员麦唐纳(Malcom MacDonald)，一年级新生645名（1950年3月），莱佛士学院及医科大学最后一次毕业考试于1950年4月3日举行，参加文理医三科考试者，计83名，及格学生于7月由马大分别授予文理医学位、牙科学士、外科学士学位。
⑼文科方面，原定设立的中文系在1953成立。
槟城殷商叶祖意在1951年捐献廿五万元，帮助建立一间专门收集中文与东方资料的中文图书馆。
⑽大学成立时，医学院的校址暂时设在新加坡中央医院原址，而文理、经济及其他学院则暂用莱佛士学院座落在武吉知马路的莱佛士学院旧校舍，并根据卡尔山德委员会报告书的建议，考虑迁往柔佛新山。
后来由于搬迁的费用太大而作罢。
1957年，马大开始迅速扩展。
马来亚联邦政府和新加坡设立咨询委员会，对大学的组织、行政和财政管理进行检讨。
翌年11月，新马政府采纳了委员会及另外两个立法委员会的建议，同意在新加坡和马来亚各建一所规模相等的自治分校，分别称为新加坡马来亚大学(University of Malaya in Singapore)和吉隆坡马来亚大学(University of Malaya in Kuala Lumpur)。
这项法令於1959年1月15日生效。
当年6月3日，新加坡宣布为自治邦。
⑾1960年马来亚联邦政府认为，马来亚大学吉隆坡分校应成为联邦的独立自立的国立大学，并表明将于1962-63学年开始生效。
与此同时，新加坡自治政府也表明从同一天起，新加坡分校也应成为独立的新加坡大学。
于是1962年1月1日新加坡大学正式成立。
⑿首任校长为李光前博士⒀，学生人数已达2,316人。
⒁翌年，新加坡独立，并加入马来西亚联合部成为联邦成员州之一。
新加坡大学1965年初，新大与成立于1954年间的新加坡科技学院达致协议，技术学院的学生可在新大工程、统计、建筑等专业修课，学业水准达到新大的要求时，可授予新大的学位。
同年，新加坡脱离马来西亚联合邦，宣布成为独立自主的新国家。
华文中学的毕业生在同一年获准进入新加坡大学就读。
1969年，该学院的工程、建筑学院并入新大，统计学院也合并到新大的工商管理系，组成统计与工商管理学院。
同年，新加坡师资训练学院开设了新加坡大学教育研究生文凭课程，1972年进一步扩大为教育学硕士与哲学博士学位，由新大颁发学位。
1976年，应用语言学硕士课程，也在新加坡区域语言研究中心开课。
⒂ 1980年，新加坡大学与民办的南洋大学在《丹顿报告书》的建议下，合并成为新加坡国立大学。
南洋大学民办的南洋大学创办于1953年。
当年，由新加坡福建会馆的陈六使、胡文虎等华族领袖发起，建议创办一所华文大学，以解决新马及东南亚地区华文中学毕业生的升学问题。
消息一传出，立即得到新马及东南亚其它地区华人社群的热烈响应。
人们不分贫贱，有钱的出钱，有力的出力，纷纷以各种方式响应支持。
同年，南洋大学宣告成立，校址设在裕廊，占地约500 英亩。
（16）1956年3月，南洋大学正式开课，设有文学院、理学院和商学院，共有8个系。
第一学年招生330名，以后逐年有所增加。
1968年，南洋大学颁发的学位获得新加坡政府认可，承认其学术水准相等於新加坡大学所颁发的学位。
（17）到了70年代，由于政治和经济方面的原因，新加坡的华文中学毕业生优先选择新加坡大学的课程，导致南洋大学的招生数量和质量日趋下降。
1978年，通过政府的安排，南洋大学与新加坡大学在武吉智马设立联合校园，加强两所大学之间的联系，并帮助南洋大学实现用英文为教学媒介的目标。
根据联合校园计划，南大与新大的文科、社会科学、统计和工商管理等科的学生一起上课，接受相同的校内外监考。
两大学也成立联合校务委员会，协调课程与教学等问题。
（18）1980年4月，新加坡政府在《丹顿报告书》的基础上，作出新大南大合并的方案，同年8月8日新加坡国立大学正式诞生，而实际上，它在7月7日就已正式在肯特岗开课了。
（19）当时出任教育部长的陈庆炎博士，出任国大的首任校长。
新加坡国立大学新加坡国立大学（国大）在1980年成立初期，设有8个学院，3个研究生院和2个科学研究所，以及一些附属机构。
此后规模不断扩大，学生人数逐年递增。
1989年学生总数已达3万人，比成立初期（1982/83）年度的一万2 千人增加了一半。
1989年有研究生1773人。
（20）国大的校园，座落在新加坡本岛西部肯特岗上，占地1.5公顷。
建校初期，医学院和牙科学院还在四排埔中央医院原址上课，1985年国大医院建竣，医学院和牙科学院迁入肯特岗，国大的所有院系至此才能同在一个校园内上课。
1991年，新加坡政府成立大学发展基金，以一元对一元的方法鼓励国人捐献，官民协力来发展新加坡的高等教育，获得海内外热心教育人士与团体的热烈反应。
在丰厚的大学发展基金支持下，国大在教学与科研上飞跃发展。
1992年，国大成立工业与科技关系署(Industry and Technology Relations Office)，积极推广科研项目。
翌年，磁学科技中心(Magnetics Technology Centre)成立，三年后提升为国家级的资料储存研究所(Data Storage Institute)。
与此同时国家超级电脑研究与生物医学材料运用与科技中心(Centre for Biomedical Materials Applications and Technology)，东亚研究所(East Asian Institute)等人文与科研中心相继成立。
1997年，国大被《亚洲周刊》评选为亚洲最佳十所大学之一。
2004年，国大荣登《伦敦时报高等教育增刊》主办的全球最佳百校名，列在第18位。
