保函中英文对照1.对外承包工程保函风险专项资金 (Outward Guarantee Under Government Special FundFor Overseas Construction) 由中央财政出资设立，为符合规定的对外承包工程项目开具的投标、履约、预付款保函提供担保、垫支赔付的专项资金。

4.2 甲方有权根据本协议约定向第三人支付担保金额，但在支付前，应核实第三人提出的要求是否符合本协议约定，并获得乙方同意。
4.3 如第三人向甲方提出索赔请求，甲方有权要求乙方提供相关证明文件并进行调查核实。
