第一章 全国公共英语等级考试一级（一、考试的目的与性质）简介随着我国改革开放的进一步深入和对外交流的不断发展，各方面涉外活动日益频繁。
应有关省、市的要求，经教育部（原国家教委）批准，教育部考试中心将在全国范围内逐步推行全国公共英语等级考试体系。
全国公共英语等级考试是非学历性教育考试，注重考查考生的英语应用和交际能力。
凡愿参加考试的人，不论年龄大小和学历高低均可在当地考试机构报名参加。
考试的性质为目标参照性考试，亦称水平考试。
为第一级的全国公共英语等级考试共设五个级别，其中第一级考试为初始级。
一级（附属级，略低于第一级要求，更加注重口语化和日常最基本的交际需要，适合大范围普及英语日常用语的需要。
