战略定位 Strategic Orientations

沣东新城是在西安国际化大都市构想框架下规划建设的首个城市新区，这注定了它起步就与国际化大都市同步，出发就引领西安国际大都市发展步伐!

以深化落实《西咸新区总体规划》确定的“西安国际化大都市的主城功能新区和生态田园新城”的定位为目标，将沣东新城定位为：

面向全国，建设统筹科技资源改革示范基地，打造西部能源中心和体育会展中心!

立足陕西，建设西安国际化大都市的重要板块和引领区，树立现代田园城市新标杆!

引领西咸，建设高新技术研发和现代服务业聚集区，打造区域经济增长新引擎、统筹发展新典范!

As the first urban area to be constructed under the conceived framework of Xi’an being an international metropolis, Fengdong New Town is bound to start in synchrony with the international metropolis and set the development pace of making Xi’an an international metropolis at the very start.

Aiming at the orientation of “major functional new district and ecological garden city of Xi’an international metropolis” defined during further implementation of the

Master Plan of Xixian New Area, orientations of Fengdong New Town are as follows: Being geared to the needs of the whole nation, building a reformation demonstration base for unified scientific and technological resources;

Keeping a foothold in Shaanxi, building the important part and leading area for making Xi’an an international metropolis, setting up new benchmark for modern farmland city;

Leading Xixian, building an accumulation area for high-tech research and development as well as modern service industry, creating new engine for regional economic growth and new model of integrated development.

传承历史文脉

延续西安城市九宫格局和棋盘式路网，塑造周秦汉历史文化景观带，突出沣东新城历史文化与现代文明的结合。

Inheriting historic elements

Carrying on the style box and chessboard roa d network in Xi’an City, shaping scenic belt of history and culture in the Zhou, Qin and Han dynasties, highlighting the combination of historic culture and modern civilization in Fengdong New Town.

突出生态田园

充分利用161平方公里规划范围内86平方公里非建设用地，营造城在田中，田在城中的独特城市景观;同时充分利用渭河、沣河水系和恢复4平方公里昆明池水面，在区内形成丰富的滨河生态自然景观。

Highlighting ecological garden

Taking full advantage of the 86 k㎡ non-constructive land in the planned 161 k ㎡ scope to create a unique urban landscape of city in the field and field in the city; and making the utmost of Weihe River and Fenghe River, regaining 4 k㎡ water surface of Kunming Pool to form abundant ecological and natural landscapes on river banks within

the area.

组团布局发展

以10万人口规模为单位，形成若干综合性特色功能组团。每个组团内学校、医院、居住等城市功能要素齐备。

公共交通连接

以公共交通引领低碳生活方式，优先建设以地铁、轻轨、BRT为主导的综合公交系统，连接各功能组团和主要街区，实现居民出行500米范围即可到达公交站点。同时在区内建设自行车和慢行系统。
