农民工返乡创业存在问题分析及对策
——以广西河池市为例

改革开放以来,随着我国经济发展水平不断提升,上亿农民为了增加收入来源和改善生活状况,离开农村来到城市务工,为城市建设作出巨大贡献。当前,我国经济结构处于转型期,加上国际金融危机的影响,大批农民工因为各种原因离开城市,返回农村自谋生计。一部分农民工则在当地开始创业,寻找发展出路,在一定程度上推动了当地经济的发展,创造了新的工作就业岗位。文章选取经济较为落后、外出务工农民较多的广西河池市作为具体调查对象,在了解当地农民工返乡创业的基础上,从中分析当地农民工返乡创业存在的问题和遇到的困难,针对这些问题提出一些对策和建议。研究发现:当地返乡创业的农民工总体文化素质不高,缺乏发展资金和管理经验,面对激烈的市场竞争,这些创业组织和机构能以应对。因此,解决返乡农民工创业难的问题,需要出台相关的鼓励支持政策,转变政府工作方式,在农村营造一个良好的创业氛围,加强返乡农民工的技能培训力度,培养一批具有符合时代发展的创业思想的新型农民,提高返乡农民工创业成功率,使其能够发展农村经济,改善农民生活状况。

Abstract
Since the reform and opening up, China's economic development level is rising, hundreds of millions of farmers to leave their village to city workers in order to increase the sources of income and to improve the living conditions of the urban construction make a significant contribution. At present, China's economic structure in transition, coupled with the impact of the international financial crisis, a large number of migrant workers to leave the city for various reasons, to return to the rural areas to fend for themselves. Part of migrant workers in the local business looking to develop a way out, to some extent, promote local economic development and create new jobs. Select the economy is lagging behind, migrant farmers more Hechi City of Guangxi as a specific survey, on the basis of the understanding of the local returning migrant workers, to analyze the problems and difficulties encountered in the local returning migrant workers, for to propose some countermeasures and suggestions. The study found that: the overall cultural quality of local home business of migrant workers is not high, lack of development capital and management expertise, the face of fierce market competition, entrepreneurial organizations and institutions to cope with.
