Should the Qing government be held responsible for the Boxer Catastrophe?
1.History of the Boxer Movement
Where and when the BoxerБайду номын сангаасMovement take place, grow and develop into a catastrophe? How was its development related to the Qing policy?
4.Basic Nature of the Boxers and the Qing government
If the relationship between a heterodox anti-dynastic sect (the Boxers) and a legitimate government (the Qing Court) is like cat and mouse, why could the “collaboration” happen? What part did the government play in this collaboration?
5.Indirect Relationship
Given the Boxer Movement was an anti-foreignmovement, who should be held responsible for provoking this feeling and sentiment? Who allowed it to grow and foster? Who was toblame?
3.Existence of the Boxers
Did the Qing Government really want to subdue the Boxers? Was it able to do so? If the answer is affirmative, why were the Boxers spared?

2.Policy of the Qing Government towards the Boxers (see Appendix 1)
What were the basic policyof the Qing Government towards the Boxers? Was the policy changeable? What factors threw weight on the decision? In case of disputes between the Boxers and the others, what did the government do? What would be the consequences?
張玉田庚子那拉氏對外宣戰原因的探討
廖一中等義和團運動史
李德征、丁鳳麟論義和團時期的圍攻使館
Major Points to cover:
The Boxer Catastrophe was usually associated with Cixi and the Qing Court. They were regarded responsible for it. This apparently proved to be valid as far as the nature of the Boxer movement and the policy of the Qing Court were concerned. However, there were other issues to be considered: Why were the common people so “crazy” to give support to the Boxers? Did they incite the Boxer Movement, or the other way round? What were the attitudes and policies of the Powers? What would be the motives of sending so many troops to North China, which seemed unnecessary? Did these three forces, viz. the collaboration between the Boxers and the Qing Court, the Chinese masses and the foreign powers act and/or interact with each other to bring about the Boxer Catastrophe?
