内容提要

工程招投标是现行市场经济环境下产生的一种有组织的交易方式,也是一种国际惯例,其目的是用较低的价格取得最优的货物、工程和服务。我们国家的工程招投标工作也是一直在不断发展,并且在国家颁布实施《中华人民共和国招标投标法》后更是进步飞速。工程招投标的形式也是在不断完善的基础上,发展成现在的邀请招标和公开招标。因此要求招投标活动中的各方要对招投标活动的流程有一个确切的认识。但是工程项目在采用了公开招投标后,如何进行评标更是招投标活动中的关键,而且一些不规范问题也日益严重,因此,评标办法是否合

理更是决定工程招投标是否能够找到最优质的中标人的关键。通过工程招投标这样的活动,对企业进行优胜劣汰,并且最终将资源分配给管理能力和技术能力等综合实力比较强的一方,择优选择中标人,充分发挥竞争机制的作用。随着招投标工作的不断发展,现在工程项目招投标活动存在很多的不规范问题,违背了招投标活动的公平公平正公开原则,因此我想根据所学的内容,谈一下现行招投标活动的流程和招投标活动中可能出现的一些问题及改进措施。
