船舶锚泊值班制度 一、甲板锚泊值班制度 船舶在锚泊时，值班驾驶员应当： （一）锚抛下时应当立即测定船位，并在海图上标出锚位和回旋范围，对锚地的潮汐、流向、水深、底质、周围情况及当地气象记入航海日志； （二）情况许可时，应当经常利用固定航标或者岸上容易辨认的物标，校核船舶是否保持在锚位上； （三）保持正规的了望，并注意以下情形，并做到： 1.周围锚泊船的情况，尤其是位于上风或者上流方向锚泊船的动态，以防他船走锚危及本船安全； 2.来泊船的锚位是否与本船有足够的安全距离，如过近，应当设法通知对方，并报告船长； 3.过往船舶或者邻近锚泊船起锚离泊时距本船过近，应当密切关注其动态，若判断对本船有威胁时，应当以各种信号警告对方。 （四）以适当的时间间隔巡视全船，注意吃水、龙骨下富余水深以及船舶的状态； （五）注意观测气象、潮汐和海况变化，注意锚位、锚链受力和船首偏荡；在转流时，还应当注意船身回转及周

船舶航行值班制度 一、总则 1.船舶航行中，所有值班人员，必须严格遵守各项规章制度；以高度的 责任感，认真、谨慎、果断地操作，确保安全航行。 2.值班人员不得闲谈、看阅书报和擅离岗位。 3.下达的舵令和车钟口令及各项操作时要准确、清晰，受令者应清楚回 令，立即执行，并汇报执行完成情况。 4.如船长、轮机长分别在驾驶台或机舱，但未声明亲自接替指挥时，值 班驾驶员、轮机员不应放弃其值班责任；在船长，轮机长接替指挥操纵后，值班驾驶员、轮机员仍应履行值班职责。 5.航行中未经船长同意： 1)值班驾驶员、轮机员除了因紧急应变必须短暂转向或变速外不得改变 规定航向和车速。 2)不得改变船长发布的有关安全航行措施；如发现与实际情况不符或执 行上有困难时，立即报告船长，由其决定。 3)不得灌入、排出、移注淡水及压舱水。 6.值班驾驶员、轮机员在遇到认为自己不能解决的困难时，应即报告船 长或轮机长；船长或轮机长接到报告后立即奔赴现场。 7.值班水手、机工等人员的轮值班时间，分别由大副、大管轮编制值班 时间表轮值。 8.值班驾驶员、轮机员、话务员等应按要求认真、完整、详细记录航海 日志、轮机日志、电台日志等。 二、航行值班驾驶员的职责 1.严格遵守有关避碰规则及当地港口的特殊规定。 2.不得中断了望,尤其在夜间、航区复杂视线不良时；如果驾驶员需要 查阅海图，要督促水手加强了望，同时要尽量缩短时间。 3.确认陆标、灯标、浮标的外型及颜色等,核对出现方位无误方能应 用；如发现异常，应记入航海日志，并通知二副及时改正和报告主管部门。 4.值班驾驶员应当使用安全航速。对船长所采取的航线、风流压差及罗 经差均应及时核对，遇疑问即报告船长。 5.认真进行海图作业,按规定测定船位,能见度不良时应充分发挥助航仪 器的作用,勤测船位。 6.按规定测算助航仪器误差，并认真记录；注意罗经的稳定性，防止故 障。 7.通过渔船密集区域，应认真观察渔船动态，判断是否锚泊或联合作 业；并按章施放声号，谨慎避让。
