学术评价论文:学术评价学位论文抽检制度

【中文摘要】大学是教育领域培养人才的基地,研究生教育是当今大学教育的一项艰巨而又复杂的任务,然而,在知识爆炸的当今社会,随着招生规模的不断扩大,研究生教育教学质量却遭到了人们的质疑。根据《中华人们共和国学位条例》的相关规定,研究生教育既包括专业考试又包括学位论文的撰写,而学位论文又是衡量其学术水平的一个重要的因素,对学位申请者是否最终取得研究生学位的最后一道关卡,因而,在“注水文凭”大行其道的当今社会,研究生的学业论文质量是否达到相应的学术水平就显得至关重要。因为,学位论文在撰写过程中存在着诸如评审意见不公、答辩程序不合理以及答辩前后的论文抽检等影响论文得到公正评价等问题,这就会给学位申请者带来一些负面的影响。在这样的背景下,国家或社会开始采取各种措施保障研究生的教育教学质量。如,各省教育行政机关的事后抽检行为开始在各省实施。于是,关于这一制度的探讨就成了一个极具理论价值,又具有较强实践意义的话题。基于司法实践的复杂性以及理论研究上的空白,笔者从学位论文抽检制度的内涵着手,对其功能、程序以及责任进行了系统的阐述,并进而分析其利弊并讨论了这一制度的存废问题,提出了支持者支持和反对者反对的理由。具体而言,本文将省学位委员会办公室的事后的抽检行为定位为本文的研究对象,而省级教育行政主管机关采取这一措施的是为了行使其监督职能,从而保障学位论文的质量进而达到研究生教学质量的要求。但当面临着理论上基本属于空白状态的现状,而实践中又不断出现各种各样的新问题

【英文摘要】University is the area for personnel training in education. Graduate education is a difficulty and a complex task in a college education today. However, in today’s society there is an explosion. With the expansion on enrollment, the quality of graduate education has also been called into question. According to the relevant provisions on “People’s Republic of China on Academic Degree, “graduate education includes both professional examinations and dissertation writing. The thesis is an Important factor for its academic standards, but also a key in whether obtain the end of their graduation degree. Thus, whether the successful completion of graduate education thesis is an extremely difficult task in order to protect the level of graduate education.
