基层社会治理是涉及基层社会各个方面的问题。面对新形势，加强和完善基
层社会治理，努力维护基层社会稳定、促进基层社会和谐逐渐成为基层社会治理
创新的新起点。基层社会治理作为一项重要的管理活动，要维持正常的经济社会秩序，必须有与之相适应的社会治理方法。目前，我国正处于经济转型、发展关键期，面对巨大机遇的同时又存在突出的社会矛盾，基层社会治理问题突出表现在社会治理观念落后、社会治理方式单一、体制机制僵化，不适应形势的发展，致使思想认识难统一、利益分配难协调、纠纷矛盾难化解、管理服务难满意、治安维护难持久，社会治理工作面临着严峻形势。应该看到，加强和创新基层社会治理，已成为当前一项重大而紧迫的现实课题，是我国各级党委政府普遍关注的焦点和职能责任，也是学术界研究的热点，社会治理研究对于完善社会治理理论、指导基层社会治理创新工作具有重要的意义。
This paper analysis the Wenshang County Social Governance exist contradictions hidden problems are still quite prominent, the broad masses of the people actively participate in the enthusiasm is not high, the rural social governance exist a certain degree of difficulty, the development of social organization is still not perfect, put forward four solutions: one is to update the idea of grassroots social governance; second is to promote the legal construction of grass-roots social governance; the third is to cultivate a wide range of social governance subject; the fourth is to strengthen the grass-roots society governance mechanism. Through the grassroots social governance innovation, to better promote the economic and social development of grass-roots.
本文重点分析了汶上县社会治理存在的矛盾隐患问题仍然比较突出、广大群众主动参与的积极性不高、农村社会治理存在一定难度、社会组织发展还不够完善等问题，提出了四大解决途径：一是更新基层社会治理理念；二是推进基层社会治理法制建设；三是培育多元化社会治理主体；四是强化基层社会治理运行机制。通过基层社会治理创新，更好的推动基层经济社会发展。

一、研究背景和意义
（一）研究背景
社会治理作为政府职能之一，一般来讲是通过指挥、组织、协调等方式对除政治、经济之外的领域进行管理和服务的过程。在全球化的国际背景和我国改革不断深化的国内背景下，社会潜在矛盾和新出现的社会问题凸显出来，城乡公共服务不平衡；征地拆迁利益纠纷；社会组织和团体规模性与自主性矛盾；流动人口、食品安全、生态破坏、社会治安等。因此，加强和创新社会治理，把着眼点放在广大基层社会，受到了党和国家的高度重视。
Grassroots social governance is related to all aspects of grass-roots social problems.Facingthe new situation,strengthen and improve the grass-roots social governance,efforts to maintain social stability and promote social harmonybecome a new starting point for the innovation of social governance at the grassroots level.One of the most important management activities as grassroots social governance, to maintain the normal economic and social order, social governance methods must be adapted to.At present, our country is in a critical period of economic transformation and development, while facing great opportunities, there are prominent social contradictions,the outstanding performance of the social governance problems at the grassroots level,especially in the social management concepts backward,social management way is single,rigid system, do not adapt to the development of the situation, which makes it more difficult to unite ideology, to coordinate benefits，to resolve conflicts,to satisfactorily manage service,and to maintain social order. So social management is facing a grim situation.It should see that strengthen and grass-roots social management innovation, has become the important and urgent realistic subject, is the party committees and governments at all levels of our country pay close attention to the focus and functions and responsibilities, is one of the academic research focus. The research of social governance has important significance to improve the social governance theory, guiding the grassroots social governance innovation.
This study is divided into five parts. The first part is the introduction, which introduces the research background, significance and research methods, and summarizes the relevant aspects of the research. The second part is the theoretical part, which focuses on the concept, characteristics, tasks and theoretical basis of grass-roots social governance. The third part mainly studies the status quo of Wenshang County social governance. The fourth part analyzes the existing social problems and the reasons of Wenshang County governance. On the basis of the above research, the fifth part puts forward the Countermeasures of grass roots social management.

The research of social governance has important significance to improve the social governance theory, guiding the grassroots social governance innovation.
