一、引言 近年来，我国企业投资规模增长迅速，但企业的资源配置 效率却与这种增长势头背道而驰，资源错配已成为新常态下制 约经济增长的重要因素（李鲁等，2016）。因此，如何提高资源 配置效率成了经济理论研究的一个热点。一般来说，统一的市 场是实现全社会整体资源配置效率最大化的有效途径。但现阶 段，一方面，我国正处于经济转型阶段，地方保护主义所衍生 的地区之间的市场分割依然是个严重的问题，市场机制未能在

Abstract：The paper，by analyzing the unbalanced panel data of 397 Chinese listed corporations from 2009 to 2016，makes a research on the relationship among the promotion competition of local government officials，the market segmentation and the resource allocation efficiency in enterprises. It focuses on studying the role that the market segmentation is playing in regulating the relationship between the promotion competition of local government officials and the efficiency of resource allocation in enterprises. The study found that the promotion competition of local government officials reduces the efficiency of resource allocation in enterprises，especially when it comes to state-owned enterprises. Moreover，market segmentation plays a role in restraining the resource allocation efficiency and strengthening the inhibitory effect of the promotion competition. The conclusion，which provides a new perspective to explore the internal mechanism of the governmental influence on enterprises production and operation activities，will be of practical significance in optimizing the resource allocation efficiency in enterprises.

摘 要：本文采用 2009-2016 年间中国 397 家上市公司的非平衡面板数据，考察了地方政府官员晋升竞争、市场分割与企
业资源配置效率之间的关系，并重点分析了市场分割对地方政府官员晋升竞争与企业资源配置效率之间关系的调节作用。研
究发现：地方政府官员晋升竞争会对辖区内企业资源配置效率产生抑制作用，且这种抑制作用在国有企业中体现得更为显著；
市场分割会对企业资源配置效率产生负面影响，还能强化官员晋升竞争对企业资源配置效率的抑制作用。研究结论为探索政
府影响企业生产经营活动的内在机理提供了一种新的思路，对优化企业资源配置效率具有重要的现实意义。
企业资源配置中发挥决定性作用；另一方面，地方政府因其掌 握着大量的政治资源和经济资源，能够在一定程度上干预企业 资源配置活动（江雅雯等，2012）。因此，从微观层面上，分析 地方政府、市场分割对企业资源配置效率的影响机理和作用效 果，并重点诠释市场分割如何影响政企关系，这为政府影响企 业生产经营活动的内在机理提供了一种新的解释，对于打破市 场分割的“囚徒困境”，进一步优化企业资源配置效率具有重 要的现实意义。
