放射性污染控制与资源化重点实验室项目建设是一项复杂的系统工程，既要满足科研和技术开发的需求，又受到项目人员、财政资金等建设条件的制约，涉及面广，影响面大。

本文从中国目前的放射性污染对大环境影响的研究背景出发，对重点实验室建设进行科学定位，努力把对科学前沿的探索与国家目标在战略方向上统一起来，对放射性污染控制与资源化重点实验室项目建设进行深入研究，综合运用项目管理的各种理论知识，结合项目的实际情况，得出科学合理的可行性结论。

论文首先简要介绍了研究背景和研究意义，分析了国内外的研究现状。

阐述了我国重点实验室概念和特点，并对广东省重点实验室多年来的建设发展进行分析。

在探讨了重点实验室建设与一般项目建设的区别下，提出了放射性污染控制与资源化重点实验室建设的可行性和必要性，并从实验室项目建设模式、组织结构、运行机制等方面对整个建设过程进行系统研究。

最后结合放射性污染控制与资源化重点实验室项目实施的过程，探讨了项目建设中的创新点，以期为国内高校在以后复杂的重点实验室项目建设提供有效的参考。

In this paper, the research background from the effects of radioactive contamination at present Chinese on environment, carries on the science localization to the key laboratory construction, efforts to unite to explore the frontiers of science and national objectives in the strategic direction, in-depth study of radioactive pollution control and resource reuse key laboratory construction project, various theories synthetically using the knowledge of project management, the actual situation of the project, the science reasonable feasibility conclusion.
The paper first briefly introduces the background and significance of the research, analyzed the research status at home and abroad. Elaborated our country Key Laboratory of concept and characteristics, and to the development of Guangdong Provincial Key Laboratory for many years to carry on the analysis. The differences between the key laboratory construction and general construction project, puts forward the necessity and feasibility of Key Laboratory of radioactive pollution control and resource construction, and from the aspects of laboratory construction mode, organization structure, operation mechanism on the whole construction process for system research. Finally, combined with the process of Key Laboratory of radioactive pollution control and resource project implementation, discusses the construction of innovation, in order to domestic universities in the Key Laboratory of construction project after the complex to provide effective reference.。
