一季度，全市外贸进出口总额同比仅增长1.2%。

在外贸增长平缓的同时，内需却增势强劲。

从投资看，一季度，全市固定资产投资同比增长25.2%，增幅同比提高0.4个百分点，比年度计划目标高个百分点。

房地产开发投资增速高于全市投资增速10.8个百分点，比去年同期提高24个百分点；商品房屋施工面积、土地购置面积同比分别增长28%和160.8%。

从消费看，一季度，全市社会消费品零售总额增幅比全国高1.5个百分点。

特别是，新消费业态继续扩张，电子商务蓬勃发展，带动快递等相关行业快速增长，为电商直接服务的快
递业务总量同比增长34.3%。

（四）虽然财政收入减少，但税收占比提升。

一季度，全市一般公共预算收入同比下降8.2%，增幅同比回落21.2个百分点；地方财政收入同比下降10.7%，增幅同比回落27个百分点。

究其原因，有政策性减收因素，也有经济下行带来的影响。

但从财政收入质量看，一季度，全市全部税收收入占一般公共预算收入比重提高3.6个百分点，其中地方税收收入占地方财政收入比重提高2.5个百分点。

这些特点和变化表明，我市经济结构正在发生积极变化，质量趋好，结构趋优，后劲增强。

我们要坚定信心、迎难而上，扎实推进各项工作，确保经济持续平稳健康发展。

二、推进下阶段的经济工作，我们既要盯紧目标，更要精准发力，努力实现双过半
按照市委经济工作会议和市四届人大四次会议确定的目标，今年全市地区生产总值要增长10%以上，公共财政收入和地方财政收入要增长10%以上，固定资产投资要增长22%；规模工业增加值要增长11.5%；社会消费品零售总额要增长13%。

对这些发展目标，各级各部门必须紧盯不放，以抓铁有痕、踏石留印的作风，精准发力，狠抓落实，确保目标实现。

当前，重点要围绕双过半，突出抓好五个方面的工作。

（一）扎实推进项目建设，扩大有效投资。

要围绕做大做强优势产业和构筑交通、能源、信息、水利四网，以推进五大提质和新三创为抓手，按照前期促开工、建设促竣工、投产促增效的要求，扎实推进重大项目建设，努力扩大有效投资。

要全力抓好中昆总部经济、中烟郴州烟厂和湖南烟叶复烤场技改扩规、三十六湾综合治理、东江湖保护等在建项目跟踪调度，密切协调配合，强化工作落实，切实解决征地拆迁、资金筹措、施工环境等方面存在的问题，严格按照时间节点，倒排工期，抢抓进度，确保每个月都有一批项目竣工。

对纳入新建项目计划，但暂不具备开工条件的项目，必须加快办理前期手续，抓紧把设计、拆迁、融资、手续办理到位，抓紧做好莽山水库等重大项目的开工准备，确保每个月都有一批重大项目开工。

要继续做好郴州机场、靖永郴赣铁路等重大项目前期工作。

发改、国土、财政、金融等部门要开辟绿色通道，在审批、土地、资金等方面，优先给予保障。

尤其要着力解决资金瓶颈问题，通过争取
上级资金支持，以及搭建银企合作平台、引进战略投资、推动发行企业债券等方式，为项目建设提供资金保障。

要发挥政府投资四两拨千斤的作用，积极运用多种有效模式，撬动社会资本加快项目建设。

要抓紧谋划储备一批重大项目，各地各部门尤其是发改部门要对接国家投资战略，密切关注、深入研究国家投资政策最新动向，争取相关项目落地。

同时，要抢抓一带一路、长江经济带建设等国家战略机遇，结合十三五规划编制，抓紧谋划申报一批重大项目。

要着力引进一批重大项目。

各县市区、市直相关单位要抓紧各类招商引资活动，力争引进一批科技含量高，带动就业强的大项目好项目。

要突出招商引资的方向性和成功率，着力抓好签约项目的跟踪落实。

（二）着力抓好企业帮扶，提振实体经济。

突出经济建设主战场，突出发展实体经济，以工业为重点，以园区为主阵地，着力推进园区经济特别是主导产业、骨干企业的发展，更好地发挥园区在稳增长中的主体作用。

围绕全省创新创业园区“135”工程，全力抓好创新创业园区“1655”工作计划实施，在优化政府服务中支持大众创业、万众创新。

要认真落实各项优惠扶持政策，完善企业帮扶工作机制，严格落实领导和部门的帮扶责任，大力开展企业帮扶活动，坚持问题导向，坚持因企施策，实打实地为企业在要素供给、政策落实、环境优化等方面解决实际问题，确保企业平稳运行，推进工业生产持续稳定发展。

严格清理规范涉企收费，帮助企业降低成本。

大力推进银企对接合作，实行政府性资金存款与金融机构纳税、中小企业贷款发放情况挂钩，进一步调动金融机构支持地方经济发展的积极性；大力推进企业上市，扩大直接融资规模，促进企业提质升级。

要围绕促进农村新型经营主体做大做强，着力帮扶解决土地流转、农资供应、农技服务、生产资金和市场流通等方面的困难和问题，推进现代农业发展。

（三）培育壮大新兴产业，谋求多点支撑。

以十大新增长点为重点，扎实开展产业建设突破年活动，全面推进创新创业，加强科技、管理、市场、产品、商业模式等创新，加速培育和壮大新的增长点。

当前，重点是举全市之力办好第三届矿博会，加快发展宝石产业和会展经济，提升对外开放水平。

要像抓工业化和城镇化那样抓旅游，在现有吃、住、行、游、购、娱旅游六要素基础上，围绕商、养、学、闲、情、奇旅游新六要素，创新旅游发展体制机制，加强旅游项目建设和整体营销，研究建立旅游发展目标考核机制，推动旅游文化产业的大发展大提升。

同时，要精心筹办好2016年中国（湖南）红色旅游文化节和中国（郴州）国际休闲旅游文化节，以节促项目、以节促营销、以节创品牌。

要认真落实中、省相关政策，促进房地产业持续稳定发展。

要积极发展电子商务，扶持本土电商企业做大做强，拓展新型消费模式。

要大力推进新型城镇化，在城乡统筹发展中发现和培育新兴产业，特别是结合规范农村建房，。
