摘要
科技政策的传播在社会发展的进程中扮演重要的角色,在科学技术已经成为第一生产力的今天,加强科技政策传播研究的重要性是不言而喻的。农村科技政策的传播为科技在农村的深入推广与应用起到了重要作用。相对于城市而言,我国农村地区基础设施薄弱,科技政策的传播缺乏有效的途径和管理体系,严重制约了现代农业的发展。
近年来,我国政府对农村社会发展非常重视。中国是个农业大国,“三农”问题是当今中国经济社会发展的根本问题之一,农业是国民经济的基础,农业的稳定发展事关我国现代化建设和社会稳定,关系到我国全面实现小康和粮食安全的大局。农业的出路在科技,构建高效的农村农业科技政策传播路径,对于加快农业科学技术转化,促进农村经济社会发展意义重大。
笔者针对我国农村农业科技政策的传播现状及问题,以传播学为理论基础,对盱眙县基层农业科技政策传播展开实地调查,全面总结分析了我国农村农业科技政策传播的类型和特点、主要传播路径及存在的主要问题,并采用系统分析法实证研究了农村农业科技政策传播主体客体和传播渠道等问题。在此基础上,提出我国农村农业科技政策传播的优化策略:强化政府农技推广机构的公益性,改进农技推广方式与机制,加强基层农技推广队伍建设,增加农技推广投入;提高农民科技接受率和技术到位率,提高农民的知识文化素质,加快科学技术的转化速度,提高农村农业科技政策的传播效率。

当代我国农村科技政策的传播研究----以盱眙县基层农业科技政策传播为例
ABSTRACT
The spread of science and technology policy plays an important role in the development of society. Today, science and technology has been the first productivity. Therefore, the importance of strengthening the spread of science and technology policy is self-evident. The spread of rural science and technology policy significantly facilitates the promotion and application of science and technology in rural areas. Compared with urban areas in China, rural areas have weak infrastructure. Moreover, rural areas lack not only effective ways to spread science and technology policy but also useful management system to regulate it. All these severely restrict modern agriculture’s development.
In recent years, the Chinese government has attached great importance to the development of rural society. China is an agricultural country, three agricultural problems are the one of the basic problems of the social economic development in China today. Agriculture is the foundation of national economy, the steady development of a griculture is the key for China’s modernization and social stability, well-off comprehensive realization and food safety in China. Agricultural development is determined by technology, constructing effective agricultural technology policy communication path, has attached great significance in accelerating agricultural technology to change, and promoting rural social development.
For these problems, the author made researches based on the communication theory, using questionnaire survey in Xuyi agricultural technology policy propagation and the agricultural technology policy communication path was researched. In this way, the author made a comprehensive summa ry and analysis of China’s rural agricultural technology policy dissemination characteristics and types, analyzed on the main propagation path and the main existing problems with systematical analysis, the rural agricultural technology policy dissemination main body, object, and spreading mechanism problems, were researched and verified. On this foundation, put forward our country rural agricultural technology policy dissemination path optimization strategy, as following: Promoting benefits to the public by government agricultural extension agencies, improving the way and mechanism of agricultural technology extension, building up strong teams of grass-roots agricultural extension, increasing financial support to the agricultural extension; strengthe ning the rate of farmers’ technology acceptance to achieve a satisfactory degree, raising farmers’ knowledge qualities, speeding up the technology achievement to increase the productivity, and improving efficiency of rural agricultural technology policy dissemination.
