2.Operators dealing with the above boats exportation should go to register at the Ministry of Commerce. Without registration, anyone or any unit cannot export the above dredger ships. About how to register and the procedures, documents needed, please refer toMeasures for the Administration of Registration of Exporting Sensitive Items and Technologies(No.35 from the Ministry of Foreign Trade Economic Cooperation).
6.About the procedures of applying and issuing the permission license, dealing with special situations, storage life of the documents, please refer toMeasures of the Management of Import and Export License of Dual-use Items and Technologies.
10.This announcement is to be implemented from Jun.1 on.

七、出口经营者应当向海关出具两用物项和技术出口许可证，依照海关法的规定办理海关手续，并接受海关监管。出口经营者应持商务部签发的两用物项和技术出口许可证向海关办理验放手续。
八、出口经营者未经许可、超出许可范围出口或有其他违反本公告行为的，由海关或商务部依照有关法律法规的规定给予行政处罚；构成犯罪的，依法追究刑事责任。

5.Those applicants with permission to export will get the permission license of exporting dual-use items and technologies.

9.Exports in this announcement include trade export, external gifts, external exhibition, external aid, external rents, external contract work, external scientific and technological cooperation, external service and transfer in other ways.
8.Dealers will be given administrative penalty if exporting without or beyond permission or other disobeying performance;
If the disobeying performance can constitute a crime, dealers will be held criminally responsible.

4.The Ministry of Commerce should start to investigate and examine since receiving the above documents (with other departments) and give permission or disapproval within 45 workdays.

三、经登记后的出口经营者在从事上述挖泥船出口时，应当向商务部提出申请，并提交下列文件：
（一）申请人的法定代表人、主要经营管理人以及经办人的身份证明；
（二）合同或者协议的副本；
（三）挖泥船的技术说明；
（四）最终用户证明和最终用途证明；
（五）商务部规定提交的其他文件。
四、商务部应当自收到上述申请文件之日起进行审查，或者会同有关部门进行审查，并在45个工作日内做出许可或者不许可的决定。
