(International Day for the Eradication of Poverty)亦称国际灭贫日或国际消贫日是联合国组织在1992年12月22日会议上通过47/196决议,由1993年起把每年10月17日定为国际灭贫日,用以唤起世界各国对因制裁、各种歧视与财富集中化引致的全球贫富悬殊族群、国家与社会阶层的注意、检讨与援助。

Secretary-General’s Message on International Day for the Eradication of Poverty消除贫穷国际日致辞17 October 20122012年10月17日Poverty is easy to denounce but difficult tocombat. Those suffering from hunger, want and indignity need more than sympathetic words; they need concrete support.

We mark this year’s International Day for the Eradication of Poverty at a time of economic austerity in many countries. As governments struggle to balance budgets, funding for anti-poverty measures is under threat. But this is precisely the time to provide the poor with access to social services, income security, decent work and social protection. Only then can we build stronger and more prosperous societies –not by balancing budgets at the expense of the poor.

A record 130 million people are dependent on humanitarian assistance to survive. Grouped together, these people in need would comprise the tenth most populous nation on Earth.

These figures are truly staggering, yet they tell only a fraction of the story. Hidden behind the statistics are individuals, families and communities whose lives have been devastated. People no different to you and me: children, women and men who face impossible choices every day. They are parents who must choose between buying food or medicine for their children; children who must choose between school or working to support their families; families who must risk bombing at home or a perilous escape by sea.

Your Excellency, Mr. Maurizio Enrico Luigi Serra, Permanent Representative of Italy to the United Nations Office in Geneva;Excellencies,Distinguished human rights officials,Ladies and Gentlemen,I thank the European Union and the Italian Government for this commemoration of the WorldDay against the Death Penalty.Since the General Assembly adopted its first resolution on a moratorium seven years ago, more States acknowledge that the death penalty undermines human dignity. It fails todeter crimes more than other punishments. Abolition – or at least a moratorium – contributesto human rights. The taking of life is too irreversible for one person to inflict on another. We must continue arguing strongly that the death penalty is unjust and incompatible withfundamental human rights.I urge leaders where the death penalty still is used to legally commute or pardon deathsentences – and to impose moratoriums on executions. The death penalty has no place in the 21st century.I call on States that have not yet done so to ratify the Second Optional Protocol of theInternational Covenant onCivil and Political Rights aiming at abolition of the death penalty.I hope to see many more ratifications during the Protocol’s 25th anniversary this year. The United Nations will continue working to end this cruel punishment.。

THE SECRETARY-GENERAL---MESSAGE ON INTERNATIONAL YOUTH DAY12 August 2010This year’s commemoration of International Youth Day also marks the launch of the International Year of Youth, under the theme “Dialogue and Mutual Understanding”.Today’s challe nging social and economic environment warrant a special focus on youth. Eighty-seven per cent of people aged 15 to 24 live in developing countries. The global economic crisis has had a disproportionate impact on young people; they have lost jobs, struggled to find even low-wage employment and seen access to education curtailed. As economies slowly begin to stabilize, the needs of young people should be paramount. This is a moral imperative and a developmental necessity. But it is also an opportunity: the energy of youth can ignite faltering economies. I am regularly inspired by the good will, talent and idealism of the young people I meet across the world. They are making important contributions to our work to eradicate poverty, contain the spread disease, combatclimate change and achieve the Millennium Development Goals. I call on Member States to increase their investments in young people so they can do even more. During the International Year, the United Nations and its youth organization partners will focus on the need to encourage dialogue and understanding across generations, cultures and religions. In a world in which different peoples and traditions are coming into closer, more frequent contact than ever before, it is crucial that young people learn how to listen intently, empathize with others, acknowledge divergent opinions, and be able to resolve conflicts. Few endeavors are more important than nurturing these skills, and educating young people about human rights, for in them we not only see the next generation of leaders, but also crucial stakeholders of today. Let us also recognize that older generations themselves stand to learn a great deal from the experiences and examples of young people as they come of age in a world of accelerating interconnectedness. As we launch this International Year, let us acknowledge and celebrate what youth can do to build a safer, more just world. Let us strengthen our efforts to include young people in policies, programmes and decision-making processes that benefit their future and ours.。

Speech 1:Ladies and gentlemen,Today, we gather here to commemorate World Refugee Day, a day to raise awareness about the challenges faced by refugees worldwide. As the Secretary-General of the United Nations, it is my duty to shed light on this pressing issue and advocate for the rights and well-being of millions of displaced individuals.Refugees are not merely statistics; they are human beings with dreams, hopes, and aspirations. They have been forced to flee their homes due to conflict, persecution, or natural disasters, often leaving behind everything they hold dear. It is our moral responsibility to stand in solidarity with them and ensure their protection. The current global refugee crisis is the largest since World War II, with over 80 million people forcibly displaced from their homes. This staggering number demands immediate attention and action from the international community. It is not enough to simply provide shelter and food; we must address the root causes of displacement and work towards sustainable solutions.Firstly, we must strengthen peace and security efforts to prevent conflicts and protect civilians. By investing in diplomacy and mediation, we can prevent the escalation of conflicts and save countless lives. We must also ensure that perpetrators of violence and human rights abuses are held accountable for their actions. Secondly, we must address the underlying factors that drive displacement. Poverty, inequality, and lack of access to basicservices are often contributing factors. By promoting inclusive and sustainable development, we can create conditions that enable people to stay in their communities and rebuild their lives.Furthermore, we must enhance international cooperation and burden-sharing. No single country can bear the entire responsibility of hosting and supporting refugees. By sharing the burden and resources, we can alleviate the strain on host countries and provide better assistance to those in need.Lastly, we must prioritize the education and well-being of refugee children. Education is not a luxury; it is a fundamental right that every child deserves. By investing in quality education for refugee children, we empower them to build a better future for themselves and contribute to the societies they live in.On this World Refugee Day, let us recommit ourselves to the principles of compassion, empathy, and solidarity. Let us remember that refugees are not a burden, but rather an asset to our societies. By embracing diversity and inclusion, we can create a world where no one is forced to flee their home and every individual can live in peace and dignity.Thank you.Speech 2:Distinguished guests,Today, we gather here to commemorate World Refugee Day and shed light on the challenges faced by millions of displaced individuals around the world. As the Secretary-General of the United Nations, it is my privilege to address this pressing issue and call for greater action and solidarity.Refugees are not faceless individuals; they are mothers, fathers, children, and grandparents. They have been uprooted from their homes and communities, often enduring unimaginable hardships along the way. It is our collective responsibility to provide them with the support and protection they need to rebuild their lives. The plight of refugees is a complex issue that requires a multi-faceted approach. Firstly, we must ensure that refugees have access to basic services such as shelter, healthcare, and education. Humanitarian aid and assistance are vital in meeting their immediate needs and alleviating their suffering. We must also work towards addressing the root causes of displacement. This includes addressing conflicts, promoting respect for human rights, and addressing the impact of climate change. By investing in peacebuilding, conflict prevention, and sustainable development, we can create conditions that enable people to stay in their homes and communities.Furthermore, we must strengthen international cooperation and solidarity. No single country can address the global refugee crisis alone. By working together, we can share best practices, resources, and experiences to provide better protection and assistance to refugees. It is also crucial that we challenge the negative narratives and stereotypes surrounding refugees. Refugees are not a burden; they bring resilience, skills, and diversity to our societies. By embracing their talents and contributions, we can create more inclusive and prosperous communities.Lastly, we must prioritize the empowerment and participation of refugees in decision-making processes that affect their lives.Refugees are not passive recipients of assistance; they are active agents of change. By involving them in discussions and policies, we can ensure that their voices are heard and their rights respected. On this World Refugee Day, let us reaffirm our commitment to upholding the rights and dignity of refugees. Let us remember that our response to the refugee crisis is a reflection of our humanity and compassion. By standing together, we can build a world where no one is forced to flee their homes and all individuals can live in peace and security.Thank you.Speech 3:Esteemed audience,Today, we gather here to commemorate World Refugee Day, a day dedicated to raising awareness about the challenges faced by refugees worldwide. As the Secretary-General of the United Nations, it is my duty to advocate for the rights and well-being of millions of displaced individuals and call for greater action to address the global refugee crisis.Refugees are not statistics; they are human beings with stories of resilience, hope, and determination. They have been forced to leave their homes due to conflicts, persecution, and violence, often risking their lives in search of safety and protection. It is our moral obligation to offer them compassion, support, and a chance to rebuild their lives. The current refugee crisis is a defining challenge of our times. With over 80 million people forcibly displaced, it is essential thatwe work together to find sustainable solutions and address the root causes of displacement.Firstly, we must prioritize peace and security efforts to prevent conflicts and protect civilians. We cannot ignore the devastating impact of conflicts on individuals and communities. By investing in diplomacy, mediation, and conflict resolution, we can save lives and prevent the displacement of millions.Secondly, we must promote inclusive and sustainable development to address the underlying factors that contribute to displacement. Poverty, inequality, and lack of opportunities are often push factors that force individuals to leave their homes. By investing in education, healthcare, and economic empowerment, we can create conditions that allow people to thrive in their own communities.Furthermore, we must ensure that the rights of refugees are respected and protected. This includes ensuring access to justice, healthcare, and education. We must also combat discrimination, xenophobia, and racism, which often exacerbate the challenges faced by refugees.International cooperation is crucial in addressing the global refugee crisis. No single country can bear the burden alone. By sharing responsibilities, resources, and expertise, we can provide better protection and assistance to refugees and support host countries in their efforts.Lastly, we must recognize the potential and contributions of refugees. They are not a burden; they are individuals with skills, talents, and experiences that can enrich our societies. By embracing diversity and inclusion, we can create more vibrant and resilient communities. On this World Refugee Day, let us reaffirm our commitment to the principles of compassion, solidarity, and respect for human rights. Let us remember that refugees are not mere statistics but individuals who deserve our support and understanding. By working together, we can build a world where no one is forced to flee their homes and all individuals can live in peace and dignity. Thank you.。

This is a period in which the old world is slowly but irreversibly changing and the contours of a new one are just beginning to takeshape. Traditional institutions are being challenged. Budgets are being squeezed. Families are being stressed. All of this flux and churning creates enormous anxiety. At times of change, we must stay true to the ideals and principles that are at the heart of the United Nations Charter and the Universal Declaration of Human Rights. Among those core values is tolerance. Our practice of tolerance must mean more than peaceful coexistence, crucial as that is. It must be an active understanding fostered through dialogue and positive engagement with others. This is especially critical in combating the discrimination that causes so much divisiveness, destruction and death. We all have a responsibility to protect those vulnerable to discrimination, whether based on race, religion, nationality, language, gender, sexual orientation or other factors. Practising tolerance can serve as the antidote to prejudice and hatred.[The] United Nations Educational, Scientific and Cultural Organization (UNESCO) plays a special role in fostering active tolerance by promoting quality education for all girls and boys; advancing a free and pluralistic media, including on the Internet; and protecting cultural heritage and nurturing respect for cultural diversity. As we face the complex and global challenges of our times, the United Nations will continue to work for mutual understanding among peoples and countries, a bedrock need in an interconnected world. As we mark this International Day, let us remember that active tolerance begins with each of us, every day.

Madam President, Excellencies,It is a great honor for me to address this esteemed gathering today at the opening of the United Nations General Assembly. This year, we are facing unprecedented global challenges, which require us to come together and work inunity and cooperation to find solutions that benefit everyone. The theme of this year's session, "StrengtheningMultilateralism and Multilateral Cooperation for Peaceful, Equitable and Sustainable Societies," is particularlyrelevant in this regard. We are living in an age of uncertainty where the world is facing numerous challenges such as violent conflicts, terrorism, climate change, poverty, inequality, and theCOVID-19 pandemic. These challenges require a multilateral approach, as no single nation or organization can tackle them alone. We need to come together as a global community, combining our resources, knowledge, and expertise to find effective and lasting solutions to these challenges. The COVID-19 pandemic has highlighted the importance of working together and sharing knowledge and resources to overcome a common threat. The virus does not respect borders, race, religion, or nationality. It has affected every corner of the world, causing massive human and economic losses. The pandemic has exposed the vulnerabilities and inequalities in our societies, and we need to address them collectively. We need to ensure that everyone has access to healthcare, education, food, and shelter, especially the most vulnerable populations. The pandemic has also shown us the importance of science, innovation, and technology in finding solutions to complex challenges. We need to invest in research and development and encourage international cooperation to share knowledge and expertise. The global effort to develop vaccines against COVID-19 demonstrates the power of multilateralism and cooperation. The United Nations remains the most important forum for multilateralism and cooperation. It provides a platform for all nations to come together, to discuss and address global challenges. The principles of the United Nations, enshrinedin its Charter, are based on the values of peace, justice, human rights, and respect for international law. These values should guide our actions and policies, and we should uphold them at all times. In recent years, we have seen a growing trend of unilateralism and nationalism, which undermines multilateralism and cooperation. Protectionism and isolationism can never be a sustainable solution to global challenges. We need to promote dialogue, understanding, and respect among nations and cultures. We need to recognize and appreciate diversity and work towards a common goal of a peaceful and just world. The United Nations has a vital role to play in promoting multilateralism and cooperation. We need to strengthen the United Nations and make it more responsive to the needs of our time. The reform of the Security Council is long overdue, and we need to redouble our efforts to achieve this essential goal. We also need to enhance the role of the General Assembly and ensure it can play a more active role in addressing global challenges.Excellencies,We are facing a critical moment in history, and the decisions we make today will have far-reaching consequences for generations to come. Let us choose multilateralism and cooperation over unilateralism and isolationism, and work together to build a better world for all. Let us promote peace, justice, and respect for human rights, and ensure that no one is left behind. Let us show that we are stronger together and that we can overcome any challenge if we work in unity and cooperation.Thank you.。

New York, 11 July 2010 - Secretary-General''s message on World Population DayThis year, some 60 countries are collecting data and counting people as part of the 2010 census process. A census is the only statistical operation that covers the whole population and all areas of a country. UNFPA – the United Nations Population Fund – and other partners are supporting this massive effort in many parts of the world.Access to good data is a component of good governance, transparency and accountability. Population data helps leaders and policy-makers to make informed decisions about policies and programmes to reduce poverty and hunger, and advance education, health and gender equality. Solid data is also needed to effectively respond to humanitarian crises.Th e theme of this year's World Population Day is “Everyone counts”. To be counted is to become visible. This is especially important for women and young people. Data that is sorted by gender and age can foster increased responsiveness by national decision-makers to the rights and needs of women and youth and help build a more equitable and prosperous society. It is promising that many countries that were unable to complete a national census in the past have reported success during this current round. The next challenge will be to ensure the data is used to make evidence-based plans and policies that will improve opportunities for current and future generations. On this World Population Day, I call on decision-makers everywhere to make each and every person count. Only by considering the needs of all women and men, girls and boys, can we achieve the Millennium Development Goals and advance the shared values of the United Nations.。

Distinguished Heads of State and Government,Excellencies,Ladies and Gentlemen,I am honored to welcome all of you to the 76th session of the United Nations General Assembly. This year's gathering comes at a critical time in our global history. The COVID-19 pandemic has been an extraordinary test of our collective strength, and it has exposed deep inequalities and fragilities that have long existed in our societies. Climate change continues to threaten our planet, and the inequalities and conflicts that plague our world continue to threaten global peace and security. But despite the challenges we face, there are also glimmers of hope on the horizon. Across the world, communities have shown remarkable resilience and generosityin the face of adversity. We have seen countries come together to develop and distribute vaccines at an unprecedented pace. And we have seen the power ofinternational solidarity in action as we work to address the root causes of the crises we face. But now is not the time to rest on our laurels. The challenges we face require bold and visionary action, and we cannot afford to be complacent. We must continue to work together in the spirit of unity and cooperation to build a better, more prosperous, and more equitable world for all.First and foremost, we must redouble our efforts to end the COVID-19 pandemic. While the speedy development and deployment of vaccines have been a remarkable achievement, we must ensure that they are available to everyone, everywhere, regardless of their income or social status. We must also address the underlying factors that have contributed to the spread of the virus, such as poverty, inequality, and weak health systems. Only then can we truly bring an end to the pandemic.Second, we must accelerate our efforts to address climate change. The recent report from the Intergovernmental Panel onClimate Change is a stark reminder of the urgent action that is needed to prevent catastrophic climate change. We must raise our ambition and commit to bold, concrete actions to reduce greenhouse gas emissions and transition to a sustainable, low-carbon economy. We must also support the most vulnerable countries and communities in adapting to the impacts of climate change.Third, we must address the root causes of the conflicts and inequalities that continue to plague our world. This requires strong institutions, inclusive governance, and respect for human rights. We must work to promote peace and security, strengthen the rule of law, and address the underlying drivers of conflict, such as poverty, inequality, and discrimination. We must also address the root causes of forced displacement and migration, including through investment in development and sustainable job creation. Finally, we must ensure that no one is left behind in our efforts to build a better world. This means promoting greater gender equality, ensuring access to quality education and healthcare, promoting inclusive economic growth, andinvesting in the most vulnerable communities. We must alsowork to address the digital divide that threatens to leave many behind in the digital age.Excellencies,Ladies and Gentlemen,These challenges may seem daunting, but they are not insurmountable. We have the knowledge, the technology, andthe resources to build a better world. But we must work together. We must stand united in our determination toaddress the global challenges we face and create a more sustainable, prosperous, and equitable world for all.The United Nations will continue to play a leading rolein this effort. We will work to mobilize action and resources, forge partnerships, and advocate for the changes we need. But we cannot do it alone. We need all of you, the leaders of the world, to join us in this effort.Let us work together in the spirit of solidarity and cooperation to build a better world for future generations. Thank you.。

I stand before all of you as the Secretary-General of this esteemed organization, and I would like to take this opportunity to extend my warmest welcome to each and every one of you.We meet today at a time of unprecedented global challenges. Our world is facing some of the most difficult and complex issues we have ever encountered. From the COVID-19 pandemic to climate change, from poverty to gender inequality, from armed conflicts to humanitarian crises, we are confronted with a range of daunting issues that threaten our very existence. But this is also a moment of great opportunity. It is a time when we can come together as a global community to address these challenges head-on. Let us not be disheartened by the scale of the problems we face. Instead, let us beinspired by the opportunities to work together towards a more peaceful, just, and sustainable world. As we embark on this journey with renewed vigor, let us remember the principles that guide us as a community of nations. Let us remember that the United Nations was foundedon the principles of peace, human rights, and dignity for all. Let us remember our shared commitment to leave no one behind and to build a world that is equitable and just.Today, I stand before you to issue a call to action. Acall to action for each and every one of us, for governments and civil society alike. We must all do our part to build a world that is more prosperous, more inclusive, and more sustainable. To achieve this, we must work together to address theroot causes of the challenges we face. We must tackle poverty, inequality, and social injustice head-on. We must invest in education, healthcare, and social protection to lift peopleout of poverty and create a more equitable and just society. But we must also work together to address the urgentglobal challenges that threaten our very existence. We musttackle climate change and protect the environment for future generations. We must ensure access to clean water and sanitation. We must promote gender equality and empower women and girls around the world.Above all, we must work towards achieving peace. We must seek to resolve conflicts through dialogue and diplomacy, and we must support efforts to build more resilient societiesthat can withstand the shocks of conflict and crisis. This is not an easy task, but it is one that we must undertake if we are to build a more peaceful, just, and sustainable world.Ladies and gentlemen, esteemed colleagues, and distinguished guests, let us remember that we are all in this together. Let us take this moment to reaffirm our shared commitment to building a better world. Let us work together with renewed determination and vigor to leave behind a world that is more peaceful, more just, and more sustainable for future generations.Thank you.。

The word …mother‟ holds great power. It evokes memories of the women who gave us life, nurtured us as infants and helped mould us into who we are today. The Earth is the ultimate mother – an astounding planet that has, since time immemorial, supported life in myriad forms. As humans, we outgrow the need for constant maternal care. But we can never outgrow our reliance on Mother Earth. As long as we live, we need air, water, fertile soil and the countless other gifts this planet bestows.
“母亲”一词蕴含着巨大的力量。

它使我们联想到妇女,她们赋予我们生命,把我们从婴儿养育成人,并帮助塑造我们的人格。

地球是终极的母亲,这个神奇的星球自远古以来就一直承载着万物。

生而为人,我们长大以后就不再需要母亲的持续呵护,却永远不能摆脱对地球母亲的依赖。

只要活着,我们就需要空气、水、肥沃的土壤以及这个星球赐予我们的万物。

This dependence makes it all the more astonishing that we have allowed rapid and often unwise human development to disrupt so many of the delicate systems that have functioned harmoniously for millennia. We are increasingly aware of the damage our species has wrought – the pollution, the dwindling resources, the species of flora and fauna forever gone, the rush towards tipping points that may alter the way our planet functions. Even with this knowledge, we have yet to change our ways.

But we can change, and 2015 brings a critical opportunity to do just that. This year, the world aims to finalize the post-2015 sustainable development agenda and reach a new and meaningful universal climate change agreement. These processes have the potential to redefine our future for the better, by eradicating extreme poverty in all its forms and resetting our relationship with this planet and every living being it sustains.

But the big decisions that lie ahead are not just for world leaders and policy-makers. Today, on Mother Earth Day, I ask each one of us to be mindful of the impacts our choices have on this planet, and what those impacts will mean for future generations. Not everyone is able to make sustainable choices, but for those who can, simple decisions such as switching to energy-efficient lighting or buying only what you will consume – when accumulated across billions of people –can transform our world. The power to change begins with you.

As a global community, we have the opportunity to make 2015 a turning point in human history. This can be the year our children and grandchildren will remember as when we chose to build a sustainable and resilient future – both for Mother Earth and all those that development has until now left behind. Let us seize this historic opportunity together.
