1Objective
To seek Tender Committee’s approval for:
The proposal mentioned herein.
2Back Ground
Total 000 sets of wellhead were installed in XXX Field. As the plan, Well Service operation on 00(confirmed) +00(optional) wells will be commenced soon. Furthermore, 000 wells will be put in commissioning within few months. Wellhead and Christmas tree technical service is required for above mentioned operations for around 6 months.
3Scope of work
The scope of work covers the provision of service for wellhead and Christmas tree, which should include but not limited to:
1) Regularly maintain and fix the malfunction for 000 sets wellhead, Christmas trees and
their accessories installed in XXX oilfield with the help of Company in provision of required equipment and permission.
2) Install & Retrieve BPV, Install & uninstall Christmas tree (including cut across the
CL(control line) of SSSV and CIL(chemical injection line), set & fasten & unset tubing hanger) with the assistance of acidizing, well completion or well service Contractors.
3) Conduct the pressure test against Christmas tree as requirements and standards.
4) Be responsible for installing/uninstalling pressure gauges onto Christmas tree and
opening/closing the valves on Christmas tree to assist acidizing/well test/well service operation and so on.
5) Assist acidizing/well test/well completion/well service contractors to clean & wash the
well head and Christmas tree and cellar as COMPANY’s requirements.
6) CONTRACTOR shall be responsible for inventory control, handling, and maintenance
and return of the equipment and accessories.
7) CONTRACTOR shall provide COMPANY with technical specification sheets for all
proposed equipment and shall provide advice to COMPANY on proper methods of utilizing equipment.
8) CONTRACTOR shall provide back-up tools, spare parts and repair service (including 000
sets wellhead and Christmas tree purchased from other contractor) to ensure the well head, Christmas tree and CONTRACTOR’s equipment are in good condition at any time.
9) CONTRACTOR shall perform function and pressure tests on all equipment. These tests
are to be witnessed by COMPANY's representative prior to the equipment being accepted by COMPANY.
10) CONTRACTOR should report all concerns timely to COMPANY's well site
Representative and make recommendations on improving efficiency and safety of operations.
11) CONTRACTOR shall submit service daily report every day and service ticket monthly for
verification & signature, the service daily report and ticket should be stamped & signed by authorized Company representative on site. Such service daily reports and tickets must be attached to Contractor’s invoices as supporting documents for payment.
12) CONTRACTOR shall submit the related training service including but not limited to
installing & retrieving BPV, installing & uninstalling Christmas tree , cutting across the CL of SSSV and CIL, setting & fastening & unsetting tubing hanger) to the company or the personnel assigned by company.
4Strategy and Methodology
4.1Estimated Duration
The proposed duration of contract will be from February 1, to July 31, for six months.
4.2Estimated Price
Whereas the MMM is the only technical qualified bidder, the quotation request was
send to MMM on Feb. 1st and received MMM’s quotation on Feb. 2nd after that, the
negotiation meeting between COMPANY AA and MMM was held on Feb. 4th after
negotiation, the engineer daily rate for operation and standby was decreased
respectively from 000USD to 000USD. MMM’s quotation letter and MOM are
attached.
The estimated contract price was calculated based on MOM as per the below table:

Considering the mentioned items, TC is kindly requested to approve awarding the Wellhead & Christmas tree technical service to MMM Company.。
