The application for professional contracting qualification upgrade should be submitted in accordance with the following procedures:

1.4 The construction administrative department shall organize an expert review panel to review the applicant's qualification upgrade application. The expert review panel shall consist of experts in the relevant construction field.
1.5 The expert review panel shall review the
applicant's qualification upgrade application based on the following factors:
(1) The applicant's technical capabilities;
(2) The applicant's management capabilities;
(3) The applicant's quality control capabilities;
(4) The applicant's safety production capabilities;
(5) The applicant's financial capabilities.
1.6 The expert review panel shall make a recommendation on the applicant's qualification upgrade application based on the review results. The construction administrative department shall make a final decision on the applicant's qualification upgrade application based on the recommendation of the expert review panel.
1.7 The construction administrative department shall issue a notice of qualification upgrade approval to the applicant if the application is approved. The notice of qualification upgrade approval shall specify the upgraded qualification level and the validity period of the upgraded qualification.
1.8 The construction administrative department shall issue a notice of qualification upgrade rejection to the applicant if the application is rejected. The notice of
qualification upgrade rejection shall specify the reasons for rejection.

(二)申请单位的管理能力;
(三)申请单位的质量控制能力;
(四)申请单位的安全生产能力;
(五)申请单位的财务能力。
1.6 专家评审组应当根据评审结果对申请单位的资质升级申请提出评审意见。
建设行政主管部门应当根据专家评审组的评审意见对申请单位的资质升级申请作出最终决定。
1.7 申请批准的,建设行政主管部门应当向申请单位颁发资质升级批准通知书。
资质升级批准通知书应当载明升级后的资质等级和升级后资质的有效期。
1.8 申请不予批准的,建设行政主管部门应当向申请单位颁发资质升级不予批准通知书。
