【中文摘要】随着人口的持续增长与社会经济的飞速发展,人类对生态环境施加的压力不断增大。

生态环境破坏和资源过度消耗所带来的生态威胁已经引起了高度重视。

生态安全问题对于国家,社会乃至具体区域的社会经济发展至关重要。

本文首先对有关生态安全理论进行了分析,其次,对生态安全的国内外研究现状进行了分析与总结,然后从生态系统实际状况出发,根据生态安全评价标准的基本要求、来源及标准值的选取原则,选取了23项西辽河流域生态安全评价因子,并在“压力—状态—响应”框架模型的基础上建立西辽河流域生态安全评价指标体系,运用层次分析法确定各项指标的权重值,文中选取了西辽河流域的14个地区作为研究对象,对每个地区的评价指标进行计算,根据计算结果来分析这14个地区的生态安全状态,结果表明:西辽河流域14个县市中赤峰市、敖汉旗综合指数较高,生态安全处于良好状态;宁城、建平、林西县和巴林4个县市处于生态安全预警区;而科尔沁左翼后旗、库伦旗、奈曼旗、翁牛特旗、阿鲁科尔沁旗、开鲁县、通辽市以及双辽县8个市区生态安全处于较差状态。

文章的最后对西辽河流域生态安全问题提出了对策性措施:大力推行生态恢复和生态建设、合理开发利用区域自然资源、建立区域生态安全预警系统以及完善生态环境保护的法律体系。

这些措施为西辽河流域的可持续发展提供了相应的对策。

本文研究对西辽河流域生态资源的可持续利用、保护该区域生态系统的恢复再生产能力以及促进该区域的生态安全保障和可持续发展具有指导性意义。

【英文摘要】As the population continuous to grow with the society economy rapid development, human pressure on ecological environment is increasing. In China, the ecological threat from environmental damage and resource excessive consumption had attracted great attention. Ecological security is vital for economy development in the state, society even in any specific area.Firstly, The article search and analysis the literature about the ecological security theory. Secondly, we will analysis and summarize the current research status in china and abroad, and then, from the actual status of ecological system, 23 evaluation indexes of ecological security in West Liao River basin were established according ecological security base requirements, source and optional principle of standard value. Based on the frame model of
“pressure-state-response”, the ecological security evaluation in West Liao River Basin was established. The article adopt AHP to create weights of indexes, Selecting 14 areas of West Liao Rive Basin as projects, we calculate the evaluating index of everyone,and then we analysis the ecological security statue of these areas accordingly. Result: the comprehensive indexes of Chifeng city anc Aohan Qi are high in 14 cities of West Liao River Basin, ecological security is
excellent status; Ningcheng, Jianping, Linxi and Balin 4 cities
are alert status, and Keerqinzuoyi Houqi, Kulun Qi, Naiman Qi, Wengqiute Qi, Alukeerqin Qi,Kailu county,Tongliao city and Shuangliao county 8 areas are bad status.In the end, the article
offer specific measures about ecological security in this
basinsome measures,such as vigorously implementing ecological
recovery and construction, reasonably developing area resource, creating area ecological security warning system and improving
law system of ecological environmental protection,will offer
the corresponding solutions to sustainable development in West
Liao River Basin.The article will evaluate the ecological
security in West Liao river basin, which will be helpful to
resource sustainable development, protect reproduce capacity
and improve the ecological security.
