【摘要】One of the most important parts of construction bidding is the preparation of the base price. With the gradual development of construction market and the steady improvement of related system, the base bid price is toward unity and retail price. The base price preparation is not only just starting from the actual conditions, but also should be able to achieve the unification of science and rationality. The paper analyzes the base bid price preparation of construction bidding for water conservancy project.% 工程招标过程中最重要的环节之一就是编制标底。

逐渐发展以相关制度的日益完善，标底也向着“统一量”、“市场价”的方向发展。
标底的编制不仅仅从实际出发，更应该能够实现科学性与合理性的有机统一。
本文针对水利水电工程施工招标标底编制方法进行简要分析。
