苏联/俄罗斯军用电子元器件发展历程及启示王祖文 李耐和 贾鲲鹏 董倩军用电子元器件是武器装备发展的基础,是直接影响武器装备性能和功能的重要因素之一。
军用电子元器件是实现作战空间信息收集、处理、传输、分发的基础,是实施精确攻击、电子战、信息战、战斗识别、导弹防御的前提,是夺取战场信息优势、决策优势乃至作战行动优势的关键。
因此,苏联/俄罗斯非常重视发展军用电子元器件。
从1945年“二战”结束至今近70年的时间里,伴随着苏联/俄罗斯军事工业的发展,其军用电子元器件发展历程可谓跌宕起伏。
既经历了领先时的辉煌,也饱尝了落后时的苦味;既因为品质卓越而把武器装备性能推向顶峰,也因为存在差距而拖累武器装备发展。
作为传统军事大国,尽管军用电子元器件发展经历了风雨飘摇,但苏联/俄罗斯毕竟有着雄厚的基础和优势。
特别是最近几年,随着对军用电子元器件战略地位的重新认识,俄罗斯相继出台新举措,大力发展军用电子元器件,不断缩小与世界先进水平的差距。
发展历程如果把电子管、晶体管和微电子器件作为军用电子元器件发展的代表,那么,从1945年9月第二次世界大战结束至今,苏联和俄罗斯军用电子元器件的发展大致可以分为以下6个阶段:(一)1945~1955年,电子管蓬勃发展,供不应求二战结束后,苏联认识到:电子元器件工业是大力发展现代电子能力所必需的,于是将原来隶属于消费品工厂的元器件生产分离出来,开始建立专业化的元器件工厂。
20世纪40年代中期,超高频电子管的问世加速了雷达技术的发展。
1953年,低功率行波管已经用于军事装备。
到1954年,电子元器件工业已发展成为半自主工业部门,由苏联无线电技术部(MRTI)负责管理电子元器件的生产。
这一时期,苏联电子管工业蓬勃发展,工业、军事以及消费电子产品市场对电子元器件需求旺盛。
但由于原材料加工和制造设备能力不足,苏联电子元器件市场呈现供不应求的态势,质量较高的元器件很少供应;即使有,也首先满足军工企业;民用工业只能得到残剩的劣质元器件。

10.2电子元器件的质量与可靠性军用标准体系10.2.1质量与可靠性军用标准体系军用电子元器件的质量与可靠性军用标准是当今我国军用电子元器件贯彻国家军用标准的主要依据,也是军用电子元器件研制、生产产品的质量认证、可靠性评价的重要依据。
已公布的军用电子元器件合格产品目录(QPL)中产品的鉴定,正准备实施发布的军用电子元器件合格生产厂目录(QML)的生产线质量认证等,也都是以相应的军用标准为依据的。
目前为保证产品质量并与国际标准接轨而推行的ISO9000和ISO14000质量体系认证,也完全是依据ISO9000(GB/T19000)和ISO14000标准来进行的。
我国军用电子元器件国家军用标准的制定是从20世纪80年代初期开始的。
我国第一个军用电子元器件国家军用标准GJB33-85(半导体分立器件总规范)是1985年颁发的。
到目前为止,我国已基本完成了能覆盖主要军用电子元器件门类的国家军用标准和行业军用标准的制定,以及几乎涉及到所有军用电子元器件门类的企业军用标准的制定。
所以,从应用标准的角度说,我国已基本形成了由国家军用标准、行业军用标准和企业军用标准为主要构成的军用电子元器件军用标准体系。
这一体系为我国“八五”、“九五”期间军用电子元器件贯彻国军标和科研试制成果的取得,起到了卓有成效的支撑保障作用。
10.2.2质量与可靠性标准体系构成若从军用电子元器件质量与可靠性军用标准的技术内涵来分析军用标准体系的构成,现在一般公认为军用标准体系应由三个层次来构成。
第一层次为质量与可靠性的基础标准,第二层次为质量与可靠性的保证标准,第三层次为质量与可靠性的技术方法标准。
