一、越南龙江工业园简介
I. Brief introduction
1.项目投资主体、法律地位
1. The investor and legal status of the project
越南龙江工业园项目是由浙江前江投资管理有限责任公司（股东构成包括四川乾盛矿业有限公司、浙江协力皮革股份有限公司、海亮集团有限公司）投资开发的综合性工业园。

Long Jiang Industrial Park is a comprehensive industrial park invested and developed by Zhejiang Qianjiang Investment Management Co., Ltd (whose composition of shareholders includes: Sichuan Qiansheng Mining Co., Ltd, Zhejiang Xieli Leather Joint-stock Co., Ltd. and Hailiang Group Co., Ltd).
园区自成立、建设以来一直得到越南政府及中国政府的大力支持。

越南总理阮晋勇于2007年6月亲自批准园区投资许可，并将龙江工业园列入越南政府2006至2015年期间优先工业园区规划。

阮晋勇总理于2010年4月份造访浙江省时表示越南政府将一如既往的支持发展龙江工业园，呼吁中国企业到越南投资，到龙江工业园投资建厂。

6月份，总理办公厅专门为龙江的外围交通及电力设施问题复函指示各责任单位协调解决。

Since its establishment, Long Jiang Industrial Park has always been supported by the Vietnamese Government and Chinese Government. H.E. Mr. Nguyen Tan Dung, the Prime Minister of Vietnam, had approved the project in June, 2007, and included it into priority industrial park planning during 2006-2015 supported by the Vietnamese Government. When in April, 2010, H.E. Mr. Nguyen Tan Dung was visiting Zhejiang Province, he declared that the
Vietnamese government would continue to support the development of Long Jiang Industrial Park and also called on Chinese enterprises to invest in Vietnam and locate their factories in Long Jiang Industrial Park. In June, the Minister’s office specially replied to the problems on external traffic and electric facilities, directing relating parties to coordinate for solutions.
2011年10月，越共总书访阮富仲访问中国会见温家宝总理时，双方提出要加强对龙江工业园的支持。

In October, 2011, when General Secretary of the Communist Party of Vietnam (CPV) Central Committee Nguyen Phu Trong was visiting China to meet with Premier Wen Jiabao, both sides proposed to strengthen the support for Long Jiang Industrial Park.
中国政府领导也对我们园区十分关心。

中国商务部陈德铭部长、姜增伟、王和民副部长到访我们工业园区，并对鼓励我们的做好园区建设及招商工作，以加强中越两国的经贸关系。

The leadership of the Chinese government also shows special concern about our industrial park. Chinese Minister of Commerce, Mr. Chen Deming, Deputy Ministers Mr. Jiang Zengwei and Mr. Wang Hemin visited our industrial park and encouraged us to do a good job in developing the park to strengthen the economic and trading ties between China and Vietnam.
2.园区地理位置及交通条件
2. Location and traffic conditions of the industrial park
园区所依托的胡志明市是传统的国际货物运输港口城市，货物海运通达全球，十分便利。

胡志明市还是中国-东盟的2小时经济圈空运中心，到广州、香港、新加坡、曼谷、吉隆坡、雅加达、金边等中国-东盟国家的航班都在2个小时左右。

Ho Chi Minh City, which the industrial park is relied on, is a traditional international port city, endowed with convenient advantage of global cargo shipping. In addition, it is the airfreight center of China-ASEAN Two-Hour Economic Circle, with the flights arrival in about 2 hours from Guangzhou, Hong Kong, Singapore, Bangkok, Kuala Lumpur, Jakarta, Phnom Penh, etc.
园区位于越南南部的九龙江平原，距胡志明市中心、国际机场及西贡港均约为50公里。

陆路有高速公路、国道途经园区，与胡志明市区只需40分钟车程。

水路有内陆河道紧靠园区，货物可直达国际港。

园区的对外交通条件十分便捷。

The park is located in the Mekong Delta in southern Vietnam, about 50 km away from Ho Chi Minh City, International Airport and Saigon Port. For land transportation, there are express highway and national highway passing by the park, which allow only a 40min’ drive to Ho Chi Minh City. As for the waterway transportation, there are inland waterways close to the park, beneficial to the goods direct access to the international ports. Therefore, the external traffic conditions of the park are quite convenient.
3.园区总体规划情况
3. General Planning of the park
园区处于越南国家及前江省重点发展的东南经济圈的规划中。

东南经济圈规划总面积3620公顷，是九龙江平原第一个大规模的以农业向工业产业转化为基础，以工业产业为依托发展工业新都市的集工业园、政府行政中心、教育、商业、居住、娱乐为一体的大型新型经济圈，得到越南政府重点支持及关注。

作为东南经济圈的第一个大型起动项目，龙江工业园得到了前江省政府的高度重视和支持。

The industrial park is part of the Southeast Economic Zone planned and to be well developed by the Vietnamese Center Government as well as the Local
Government, Tien Giang Province. with a total planned area of 3620 hectares. The Southeast Economic Zone, acquiring strong supports from Vietnamese Government,will be the first New Industrial Urban developed on the base of economic structure transforming from agriculture to industry in Mekong Delta, integrated with industrial parks, government administration, education, commerce, residents and entertainment.Being the first large startup project of S outheast Economic Zone, Long Jiang Industrial Park has been attached great importance and support from Tien Giang Provincial Government.
园区总体规划面积为600公顷，其中包括工业区540公顷和住宅服务区60公顷。

The total planning area of the park is 600 hectares, including 540 hectares of industrial zone and 60 hectares of residential service area.

The park will provide the enterprises inside of the park with necessary utilities ,including water supply, electricity system, sewage treatment, solid waste treatment, logistics, etc.
龙江工业园为综合产业工业园，产业规划为：电子、电气类产品、机械、木制品、轻工业、建材、生物制药业、农林产品加工、橡胶、纸业、新材料、人造纤维等。

Long Jiang Industrial Park is a comprehensive industrial park to include different industrials as: electronics, electrical products, machinery,wood products, light industry, building materials, the biopharmaceutical industry, agriculture and forestry product processing, rubber, paper, new materials and synthetic fibers, etc.
园区建成以后预计可吸纳100至200家企业入园，预计可吸引约5-10万当地劳动力，提供45亿美元的年生产产值，每年增加出口额36亿美元，带动当地经济的跨越式发展。

After the park is completed, it is expected to be able to receive 100-200 enterprises and to attract about 50 - 100 thousands local labors, creating USD4.5 billion production output value and USD3.6 billion export value annually, thus leading to a great-leap-forward development of the local economy.
中国目前已成为世界的制造业大国，经过30年的发展，大量的中资企业将走出中国，面向世界。

海外投资办厂对于这些中国制造业企业是下一阶段发展的必由之路。

这些企业通常是技术水平高、规模大、资金充足的产业高端企业。

作为中资企业开发的工业园，我们在招收这些中资企业方面有独到的、不可替代的优势。

目前已入园企业中，中资企业为70%以上。

这些企业已经开始为当地经济发展发挥出明显的作用。

After 30 years of development, China now is a large manufacturing country in the world. , A great amount of Chinese enterprises are going to go abroad and join the world. For these Chinese enterprises, to invest overseas is the way that they must follow in the next phase of development. These enterprises usually are high-end manufacturing enterprises featured with high technology, large-scale and abundant capitals. Long Jiang Industrial Park, managing by the Chinese developer, has the unique and irreplaceable advantages in attracting these Chinese enterprises. Among the companies that have been enrolled, Chinese enterprises take up more than 70%. These enterprises have begun to play a significant role in the development of local economy
4.当地政府给予优惠政策及支持
4. Preferential policies and support from the local government
越南政府给予园区目前最优惠的税收政策，以帮助园区吸引企业入园投资。

入园企业自有营业收入之年起享有15年的所得税优惠期，优惠税率为10%（目前越南的企业所得税为25%）；自盈利之年起前4年免税，后续9年税率减半。

该政策是目前越南国家最优惠的税收政策。

The Vietnam Government has given the park the most favorable tax policies to help it attract companies to invest. The enrolled companies may enjoy a preferential income tax period of 15 years since the year they have sales,
with a preferential income rate of 10% (the current Vietnam enterprise income tax rate is of 25%), including 4 years of tax exemption from the first profit-making year, 9 subsequent years with tax rate discount by 50%.
构成企业固定资产的设备免进口税，免产品出口税。

自企业开始投产之日起，生产所用原材料、物资、零部件进口可免5年进口税。

入园企业可根据自身情况决定成立普通企业或加工出口企业，对于加工出口企业，免原材料进出口税及增值税。

Machineries that consist of enterprise fixed assets will be free of import tax. Since the date that companies begin operation, the imported raw materials, supplies, spare parts for production are of five-year import custom duties free. The enrolled companies can determine to establish a common enterprise or export processing enterprise based on their personal situations. For export processing enterprises, they are free of raw materials import and export tax and VAT.

1. The construction of the park
♦完成污水处理厂第一期工程（1万立方/天处理能力）；
♦Have completed the first phase of the sewage treatment plant (10,000 cubic meters / day processing capacity);
♦540公顷范围的扫雷工作全部完成，场地平整开发面积达到160公顷；
♦540 hectares of the scope of the mine clearance work is completed, and the site preparation development area of 160 hectares;
♦完成第一阶段道路路基施工及主干道的路面施工；
♦Have completed the first phase of road subgrade construction and main road construction;
♦完成第一期给排水、排污系统的建设；

目前，全园区已经获得越南政府颁发投资执照的企业12家。

包括已开工建设或完成建设的企业9家，已投产企业5家。

12家中8家为中资企业，已取得投资执照的企业的总投资额达5.8亿美元。

Currently, there are 12 enterprises in the park has received the investment licenses issued by the Vietnamese government, among which 9 companies are under construction or completed construction, 5 are already in operation. 8 of the 12 enterprises are China-invested. The total investment capital amounting to US $ 580 million.

根据目前的招商情况，转让工业净工业用地达全园区的约30%。

2010年，已投产企业的工业生产总值约1.6亿美元，占前江省全省当年工业产值的约32%。

上述12家入园企业在全部达产后，工业产值预计达16-18亿美元，约为前江省2010年全省工业产值的340%。

将为当地的社会经济发展作出重要贡献。

According to the current situation, the transferred net industrial land occupies 30% of total net industrial land in the industrial park. The total industrial output value of the enterprises put into production is about US $160,000,000, accounting for 32% of the industrial output value of Tien Giang Province in year 2010. The industrial output of above-mentioned 12 garrisoned
enterprises is expected to be US $1.6-1.8 billion after in full operation, accounting for 340% of industrial output value of Tien Giang Province in 2010. It makes an important contribution to local economic and social development.
2012年园区将在原有基础上加大园区基础设施建设，加大全球和多元化开放式招商力度，加快提高园区为入园企业的服务质量，提高园区形象和承载能力，把龙江工业园建成高水平的综合国际工业园区。

We will expand the park infrastructure construction on the current basis, strengthen in attracting global enterprises, accelerate the improvement of service quality for enterprises, to build Longjiang Industrial Park into a high-level comprehensive international industrial park.
