为帮助自费出国留学人员正确选择国外学校教育部公布44个国家学校名单为帮助自费出国留学人员正确选择国外学习学校，加强对自费留学中介活动的监管，引导自费留学中介机构与国外正规学校开展合作，教育部通过教育部教育涉外监管信息网和中国留学网公布了44个我国公民主要留学国家1万多所学校名单，基本涵盖了我国公民主要留学目的地国的正规高等学校。

教育部有关负责人指出，自费出国留学是国家人才培养的一个重要渠道。

近年来我国自费出国留学人数增多，中外教育机构之间的合作日趋频繁，总体形势很好。

但是，由于部分留学人员、留学中介机构和国内院校对国外学校情况缺乏真实和全面的了解，影响了正确选择学校和正常开展合作，有的留学人员到国外后发现上当受骗，损失很大。

三个方面的问题比较突出，一是国外学校质量存在问题。

特别是一些国家近年来所新办的私立学校质量较低，甚至频繁出现倒闭。

有的国家一味强调教育所带来的经济利益，完全把教育当成贸易来做，在招收留学生过程中非常积极，但对于给留学生提供可靠和优质的教育资源方面却重视不够。

一些国家法律体系表面上看很完善，但一旦出现留学生利益受损害的问题，依法处理起来期限过长，学生利益很难及时得到有效维护。

二是留学人员和家长选择自费出国留学带有一定的盲目性。

部分自费出国留学人员和家长对国外的情况缺乏深入和全面的了解，自身留学能力特别是独立生活和学习能力也有欠缺，出国后很难适应。

有的留学人员在国内难以完成正常学业，直接了选择出国留学，出国后更容易出现各种问题，甚至有极个别的出现刑事犯罪等极端情况。

三是非法留学中介活动和部分留学中介开展业务不规范使留学者的利益受到损害。

总的看，留学中介服务机构在自费出国留学工作中发挥了很大作用，留学中介所取得的成绩应予充分肯定。

根据有关部门的统计数据，至少有一半以上的自费出国留学人员出国留学系通过留学中介，有的地区这个比例达到了百分之七十以上。

但是，确实还存在极少数留学中介受利益驱动，通过发布虚假留学信息或签订不负责任的中介服务合同等欺骗留学者的现象。
