摘要

当下，迅速普及的互联网、不断深入的经济全球化促使跨境电商飞速崛起，并且已构成一定规模产业集群。促进跨境电子商务发展，有益于优化互联网与外贸进出口交易，有效打通国内及国外营销渠道，带动国民消费，便于外贸经济转型升级。近些年来，吉林省政府将跨境电子商务的发展置于战略定位看待，明确将跨境电子商务作为带动全省经济向好发展的主要突破口和重点发展领域。吉林省政府、海关、口岸办深化“放管服”改革，优化管理服务层面，积极推进外贸发展转型升级，全力推进吉林省跨境电商贸易发展，切实提高跨境电商的贸易便利化水平。

基于此形势，该论文从吉林省现实情况入手，从论文结构上首先阐述了跨境电子商务的背景及意义，介绍了跨境电商的发展历程，而后分析了吉林省跨境电商的发展现状，包括吉林省跨境电商的规模、商品结构、出口国家，物流水平，宣传营销等。最后从宏观管理、运行机制、平台构建、人才培养、物流支付体系构建等方面提出相关对策，进而有针对性地促进吉林省跨境电商向好发展。

Abstract

At present, the rapid popularity of the Internet and the deepening economic globalization promote the rapid rise of cross-border e-commerce, and has formed a certain scale of industrial clusters. Promoting the development of cross-border e-commerce is conducive to optimizing the Internet and foreign trade import and export transactions, effectively expanding marketing channels at home and abroad, driving domestic consumption, and promoting the transformation and upgrading of foreign trade economy. In recent years, the government of Jilin Province has placed the development of cross-border e-commerce at a strategic orientation, and clearly regards cross-border e-commerce as an important breakthrough and key development field to drive the province's economic development. Jilin Provincial Government, Customs, and Cooral Office have deepened the reform of "release supervision and service", optimized the management and service level, actively promoted the transformation and upgrading of foreign trade development, made every effort to promote the development of cross-border e-commerce trade in Jilin Province, and effectively improved the trade facilitation degree of cross-border e-commerce.

Based on this situation, this article embarks from the actual situation of jilin province, the structure of the paper first expounds on the background and significance of cross-border e-commerce, introduces the developing course of cross-border electricity, and then analyzes the jilin province cross-border electricity business development present situation, including cross-border jilin province electricity business scale, product structure, export countries, the logistics level, marketing, etc. Finally, relevant countermeasures are put forward from aspects of macro management, operation mechanism, platform construction, talent training and logistics payment system construction, so as to promote the sound development of cross-border e-commerce in Jilin Province.
