小城镇资源优势和特色营造

摘要

发展小城镇是绵阳加快城镇化道路的重要途径，通过城市化的发展可以实现区域协调发展、城乡一体化的关键。小城镇化优越性越来越明显，它对于一个地区的生产力的均衡地配置有着重要的作用，同时对当地农村社会经济的发展起到带动的作用，通过城镇化的发展可以将城市中的生活方式的优越性与农村的生活环境结合起来，为小城镇的人们提供一种自然而又城市化的生活氛围。由于我国的中心小城镇大多集中在城市周围，小城镇也成为城市与效区的有机结合点。在这个结合点上，大城市的经济优势得到了进一步的拓展，小城镇的资源、人力和环境优势成为城市发展的良好基础。所以说在城市发展的过程中，近郊小城镇的发展将起到非常重要的作用。本文结合笔者自已的工作经验，对现阶段绵阳市中心小城镇在城市规划方面的特殊性及存在问题进行了分析，探讨了产业布局及工业用地规划建设、住宅区建设对中心小城镇建设的影响，研究了小城镇资源优势和特色营造、公共服务设施建设等方面的问题并对其发展趋势进行了预测，对今后绵阳市小城镇规划建设及相关政策的调整提出了建议。为增强绵阳市小城镇的发展后劲、促进本市小城镇经济和社会的可持续发展、制订绵阳市小城镇规划标准和领导者的科学决策等，提供了基础数据和技术支持。

Abstract

The development of small towns is an important feature of Mianyang's urbanization road, is the key to realize the coordinated development of regional, urban and rural integration. The superiority of small towns is as everyone knows. It is conducive to the reasonable configuration of productivity in economic area, conducive to the development of rural economy, can make the advantages of city life style with the superiority of the small town living environment perfect combination. Suburban towns because of its unique geographical location conditions and perfect industry and agriculture base, become the city and suburban organic combination of points. At this juncture, big city economic advantage has been further expanded, the small town of resources, human and environmental advantages and become a good foundation for the development of the city. So in the process of urban development, the development of suburban small towns will play a very important role. This article unifies the author their own work experience, the particularity of the present stage Mianyang center of small cities and towns in urban planning and the existing problems were analyzed, discussed the industrial layout and industrial land, planning and construction, the construction of residential impact on the construction of small town center, research of small town resource advantage and characteristic building, public service infrastructure construction and other issues and to make a prediction of

its development tendency, puts forward suggestions on the future of Mianyang city planning and construction of small towns and related policy adjustment. 第一章绪论

近几十年来，随着城镇化的发展，对于小城镇的规划有着十分重要的意义。绵阳市郊区的小城镇在近几年来得到了快速的发展，在城镇发展的过程中，小城镇有着充分的优势，包括小城镇的聚集功能以及其经济方面的辐射能力，能够让农村的劳动力转移出来，同时还可以增加农民的收入等方面的功能，另外小城镇的发展对于整个绵阳市的整体化发展做出积极的贡献，还可以为绵阳市城镇化建设积累经验。党的十六大确立了"要逐步提高城镇化水平，坚持大中小城市和小城镇协调发展，走中国特色城镇化道路"的方针。

小城镇的聚集功能、经济辐射功能和吸纳农村富余劳动力、带动农民增收这三大功能得到了一定的发挥，小城镇对绵阳市的城市化建设做出了积极的贡献，积累了宝贵的经验。党的十六大提出"要逐步提高城镇化水平，坚持大中小城市和小城镇协调发展，走中国特色城镇化道路"的方针，通过小城镇的合理规划才能让小城镇的发展处于一个动态的平衡之中，才能保证小城镇的持续性的发展。同时这些也这进行小城镇的合理规划和实施提供了原则和控制框架，由此可见，小城镇的规划需要建立在城镇的长远发展的概念性规划以及现有的建筑情况的有机结合，这样的规划标准，才能让小城镇的一系列的功能得到逐步的完善与补充，让小城镇的发展可持续化。但是在实际的规划过程中，也会存在着一系列的问题，比如由于小城镇的整体规模小、人口的聚集程度低、小城镇的规模达到一定程度后其增速放缓、而且土地的利用率十分的低下、整体的城镇布局不够合理、同时没有充分的体现出地方特色等等问题。这些都是小城镇发展过程中出现的问题，所以促进城镇化的同时，做好城镇建设的规划对于的实现绵阳市的城镇化战略的重要途径之一。绵阳市作为四川省内第二大工业城市，特别是近几十年工业化的发展，让其受到受前几年"以工兴镇"、以工业化带动城镇化的发展思路影响，其发展问题已逐渐凸显，马上着手总结其发展问题及提出相对应的规划对策显得非常重要，也非常有必要。

第二章小城镇及小城镇规划概述

一、小城镇的概述

（一）小城镇范畴的界定

科学地讲，小城镇指的是一种正在从乡村性的社会向着多种产业并存的现代城市转变中的过渡性社区。它介于城乡之间，地位特殊。归纳起来，对小城镇概念的理解可以有狭义和广义两种。广义的小城镇包括了20万人口以下的未设市的大城镇、国家批准的建制镇、尚未设镇建制的乡政府所在地的集镇（乡集镇）和纯属集市贸易的集镇。狭义的小城镇包括县城以下建制镇和集镇。镇和乡是同级行政单位，区别在于规模的不同，包括总人口、非农业人口、街区规模、其他经济社会指标等。镇的规模大，人口多，非农业人口比率高、工商业发达。所以说建制镇是乡村一定区域内政治、经济、文化和生活服务的中心。
