【英文摘要】The concept of public cultural services system was first put forward on 5th plenary session of CCP, And determined the construction goal of “realization and

safeguard citizens basic cultural rights and interests, meet the masses basic cultural demand”. Since then , The whole country raised up a boom of building the system of public cultural services . Library as an important public cultural institutions, is the nucleus of construct the system of public cultural services, bearing the main contents of public cultural services system and plays a very important role. In practice, the practice of public cultural services goes further than the building of theory ,so ,it is lack of guidance by mature theoretical system .Based on the introduction the concept and connotation of public cultural services system, this text detailed analysis the relationship between public service and public cultural、public service . Pointed out the background and realistic significance of public cultural service system construction in our country. Expounds the cultural service function of public library, and reveals the inner relation between library culture service and the system of public cultural services, emphasize on analyzing the position and function of library in the system of public cultural services , points out the current shortage, The last part, puts forward some operational advice on public library how to play a more important role in the system of public cultural services ,that

is to strengthening library culture service functions, speed up the construction of the library consortia, deepen library and cultural industry cooperation, aggravating the national on library’s utilization consciousness and pay attention to the library evaluation of public cultural services.
