关于“4PT”防谐振措施的说明1 概述在35kV及以下电网中性点不接地系统中,作绝缘监视的电磁式电压互感器由于铁磁谐振导致破坏是一种普遍现象。
长期以来,电力系统为防止这种破坏研究并采取了很多措施,并在电力行业标准中(例如:DL/T620-1997《交流电气装置的过电压保护和绝缘配合》) 作了一些推荐性的规定。
上世纪80年代末期以来,大连电业局采用了在电压互感器高压侧中点经一个互感器接地的接线方式,消谐效果较为满意,后来很多地方也相继采用,此称“4PT”防谐措施。
该措施目前已经成为一种较为通行的方法,但也在不断完善。
以下就消谐原理和效果作简要说明。
2 “4PT”接线图“4PT”接线(基本的原理电路)如图1。
图1中A′N′,B′N′,C′N′是三个单相电压互感器,应是全绝缘但按相压设计的接地电压互感器,本身有一个二次绕组(未画出)和一个剩余电压绕组,N接地为一个独立的单相电压互感器,该互感器可以是全绝缘结构,也可以是半绝缘结构,一般有两个线圈,一个是二次绕组,一个是剩余电压绕组,剩余电压绕组有的是和普通的,即和接成星形的主PT一样,但原理上其额定电压应为100V。
3 消谐机理“4PT”接线的防谐机理,简单的从稳态分析,即当单相接地时,互感器中点对地有相电压产生,而主PT仍处于正序对称电压之下,互感器电感并不发生改变,在零序回路中仅有单相电压互感器一种磁化电感,从根本上破坏了铁磁谐振的条件。
3.1 稳态分析如图1,当系统在C相“D”点发生对地短路(死接地),主电压互感器电压不变,中点对地产生相电压,简单推导如下:在NCD╧N回路里,因∑U=0,可得U N╧=-U C(U C——为电源相电压,即U CN)在NBB′N′╧N回路里,因∑U=0,得U N╧=U N╧ =-U C这就是说,单相接地,互感器中点对地有相电压产生。
在DC′N′╧D回路里,因∑U=0,可得U C′N′ =-U N′╧=U C……⑴即接地相电压互感器仍为相电压,与U AN′和U BN′仍组成三相对称电压系统。
4P、4C、4R的含义与区别,比较实用,也比较全面
1、4P即产品(product)、价格(price)、促销(promoti on)、渠道(place)它的主导是以满足市场需求为目标。
2、4C即消费者(Consume r)、成本(Cost)、便利(Conveni ence)和沟通(Communi cation) 它的主导是以追求顾客满意为目标。
3、4R即关联(Relativ ity)、反应(Reactio n)、关系(Relatio n)和回报(Retribu tion)它的主导是以建立顾客忠诚为目标。
之间的区别从字面上就可以理解了,所追求的达到的目标是不同的,但他们之间有一个逐渐发展的过程,这也是这些大师们从实践中总结出来的,不管是4P、4C还是4R,都是来自于实践,又反过来指导着企业的营销实践。

本次吊装的为液体橡胶与水性面漆工程材料,其中液体橡胶材料单桶约40桶,总重量约10吨。
水性面漆材料单桶约40桶,总重量约4吨。
所有材料均已抵达工地现场,分批次吊至4号储罐穹顶。
最大桶装材料外形尺寸φ500mmxφ500mmx1.5m,最大起重量约1t。
材料吊装至4号储罐穹顶周边人行道,地面标高5.2m。
穹顶边缘标高40.1m。
护栏高度1.1m,进深约1m,实际吊高必须达到37m的高度。
吊装分两个阶段进行:第一步、利用起重机将材料吊装到穹顶人行道上;第二步、利用推车将材料分散开规整摆放避免将人行道堵住。
4号储罐地面有预埋管线等。
经现场勘查,初步确定吊装场地为4号储罐东面位置。

3.1吊装方案确定原则
3.1.1设备吊装方案确定的原则为:安全可靠,技术适用,经济合理。
3.1.2采用吊车进行吊装,所选用的吊车:
3.1.3编制科学合理地使用吊车。
3.1.4制定切实可行的设备吊装方案。
3.1.5尽量做到集中时间吊装,减少吊车的移动次数,减
少吊车的进退场次数和闲置台班。
4.吊车站位及移动对场地的要求
4.1为满足吊车站位
——满足安全吊装条件;
——尽量不影响地下设施,如不可避免时,应有可实施的安全保护措施;
——不可阻塞界区内外公用通道,如不可避免时,不影响车辆通行。
5.吊装作业前应具备的条件
施工现场已平整,运输道路畅通无障碍;
吊车站位处地基经过设计核算并处理;
试吊及所有机索具布置检查完好;
起吊前所有证明文件齐全,有关人员签字认可;
材料吊装捆绑点必须经加固处理;
6安全方案
6.1 安全技术要求
6.1.1吊装现场必须按指挥网络配齐人员,各级操作人员必须服从统一指挥。
6.1.2吊装前,统一指挥信号,了解各信号含义,防止误操作。
6.1.3须同步操作的设备,必须同步操作,并注意操作步骤并互相提示。
6.1.4起吊人员必须精神饱满,做到坚守岗位,安全操作,服从指挥,严禁饮酒。
6.1.5起吊前预先进行技术、安全交底。
6.1.6起重人员必须持证上岗,遵守安全技术规范与安全操作规程。
6.1.7起吊不得超过规定的安全工作负荷。
对材料最大重量应清楚。
6.1.8起重构件时,严禁拖拽、急剧起动或急停等违反安全的操作。
6.1.9起吊前应将材料吊离地面,进行试吊。
6.1.10始终要确保材料稳吊慢放。
6.2设置安全区
6.2.1在地面上,设置安全区域,设置警示线、防护标志等。
6.2.2非工作人员严禁进入吊装区域。
6.2.3作业区内严禁有危险品及杂物。
6.3吊装前的安全准备
6.3.1对起重机具进行全面检查,各系统安全、可靠。
6.3.2对吊装兜网、钢丝绳全面检查,保证无变形、挤芯、断丝、破损现象。
6.3.3吊钩上应设置保险装置,以防吊索脱钩。
6.3.4起吊设备必须完好,不准带故障起吊。
6.3.5未经验收合格,不能投入使用。
6.3.6吊钩、吊环有永久变形及裂纹,应更换。
7设备吊装运输应急预案
7.1根据《中华人民共和国安全生产法》,特针对设备吊装运输作业制定本应急预案。
7.2应急抢险原则
7.2.1总体原则
先抢救遇险人员,后抢救设备和吊装运输机械;
必须遵循:救人第一,先重点后一般的原则。
7.2.2应急处置原则
封锁现场,疏散无关人员,最大限度减少人员伤亡;
保持通讯畅通,随时把握事故动态;
调集救助力量,迅速控制事态发展;
正确分析现场情况,及时划定危险范围,果断决策,采取相应应急行动;
正确分析风险损益,在尽可能减少人员伤亡的前提下,组织抢险;
处理事故险情时,先考虑人员安全,再尽可能减少财产损失。
7.3安全警戒及疏散
指挥现场有关人员,划定隔离区、危险区,疏散无关人员撤离危险区域;
设立警戒线,严禁一切车辆和行人进入事故区域,
现场安全员把握现场安全。
7.4 现场急救
发生人员伤亡意外时,立即拨打120,通知当地医院急救中心。
在救护车未到之前,对伤员进行现场简单的抢救处理;
对伤员的搬运过程中,注意防止抢救伤员过程中伤势加重。

7.6.1原则
在事故发生后,停止一切作业,现场指挥人员首先疏散无关人员撤离危险区。
若涉及职工安全等事项,立即下达紧急疏散命令。

发生事故时,要冷静观察,不要惊慌,采取应急措
施,避免不必要的损伤;
若吊机倾翻朝吊装方向,则现场人员需向吊机反方向迅速撤离,避免被吊机和设备伤害;
若设备倒塌影响到周边易爆、易燃的厂房区域,则应向空旷的区域撤离;
在设备就位基础上的施工人员应判断设备和吊臂倒塌方向,然后向其反方向撤离。
7.6.3应急处理措施
吊装过程中出现的应急情况
发生机械故障时,封锁现场,技术员进行故障诊断,并带领突击队进行抢修。
发生人员伤亡时,立刻停止吊装作业,联系当地医院,并将伤员紧急送往医院。
吊装作业时,突发不可预见之情况,如,风,雨,雾等恶劣气候时,立刻停止作业,将材料放至良好基础上。
