机动车占道，要做“减法”：交通、城管等工作人员加强巡逻频次，加大处罚力度，定时定点“清障”;自行车停放区不够的'问题，要做“加法”：规划、城建、交通等部门，做好顶层设计，编制车道规划，完善停放导则，从总量上增加非机动车道、自行车停放区的供给数量。

共享单车流行，主要得益于无桩，随借随还。

但自由泛滥成乱停乱放，原先引以为傲的方便，反而成为新的出行梗阻。

不妨退回一步，借鉴传统公共自行车“空间划定性”的特点，在一些有条件的枢纽和地铁站周边，政企联手，共建一些自行车推荐停放区。

依托运营企业的大数据，推动各物业按需求设置非机动车停放区域。

维护好共享单车的停车秩序，离不开有效的管理。

对行业内恶性竞争、暴力破坏行为，对某些人公共意识缺乏、任意折腾单车的行为，有关部门要做好“善后”服务，追究相关肇事者的法律责任;推动征信机构和单车运营商合
力共建租车人信用管理系统，奖罚分明。

鼓励用户对违规停车者拍照举报，核实后奖励信用积分;对恶意乱停、滥用、损毁、盗窃单车等行为，将租车人纳入失信黑名单。

共享单车是新事物，政府部门应该以服务思维引领，多呵护，多扶持。

切忌因噎废食，相反，我们更应该相信共享单车的可行，拒绝自我否定，拒绝认为国民素质太低的陈旧观点。

共享单车就像是一个刚诞生的生命，充满了人们美好的期待和祝愿，若仅仅因为人们对它的伤害便干脆抹杀新事物，岂不是更大的伤害?新生命的分娩不是一丝苦痛都不会产生的，阵痛让母亲痛苦，但不能扼杀新事物出生带来的欣喜、改变，乃至革新，真正让新生命成长的是遭遇伤害、痊愈，消灭伤害，而非母亲的自我否定和对新生事物的扼杀。

我们相信共享单车的可行，因为它客观上方便着人们的生活，促进着人们的进步，要看到的不该是有一帮人破坏规则，不守秩序;而应着眼于在这么几十上百万人中只有一小撮人破坏着整体形象。

我们相信共享单车，也是因为国民素质是在稳步提升的，尤其是在新的一代人中，素质教育更是被提及又提及。

资格去接受这样一种经济形式。

故步自封，不知实际变化的断言是武断、狭隘、缺乏价值的，正如同水源一般，诚然，方今中国确实有一些水面有污浊，便若是自我否定，自我放弃，自我封闭，放弃从新事物变化中汲取活的水源，结果是会且只可能是越来越坏的。

现如今一部分人素质不够，不能以偏概全地认为所有人都不够格。

一棒子抡死了所有人，那谁又知道断言人所期待的“现在”之后的哪一分哪一秒该是我们玩得起共享单车及其类似共享经济的时候呢?

局限于阴暗的树木必将枯廋将朽，只有把阴影甩在背后，面对阳光的人才能活得出真滋味。

我们需要政府及有关企业进一步深化改革，需要人与人之间的互信和监督，也需要个人坚守底线。
