The Catalogue of Industries for Guiding Foreign Investment (2011 Amendment) as approved by the State Council is hereby issued and shall come into force on January 30, 2012; simultaneously, the Catalogue of Industries for Guiding Foreign Investment (2007 Amendment) issued by the National Development and Reform Commission and the Ministry of Commerce on October 31, 2007 shall be repealed.

外商投资产业指导目录（2011年修订）鼓励外商投资产业目录

I. Agriculture, Forestry, Animal Husbandry and Fishery

1. Planting, development and production of woody plants that contain edible oils or are used as seasonings or industrial raw materials

2. Development of planting technologies for green food vegetables or organic vegetables (including edible fungi and melons), dried and fresh fruit, and tea, and relevant production

3. Development of new planting technologies for crops, such as sugar crops, fruit trees and pasture, and relevant production

4. Production of flowers and construction and operation of nurseries

5. Planting of rubber trees, oil palm, sisal and coffee

6. Planting or breeding of Chinese medicinal materials (limited to Chinese-foreign equity or contractual joint ventures)

1. 木本食用油料、调料和工业原料的种植及开发、生产

2. 绿色、有机蔬菜（含食用菌、西甜瓜）、干鲜果品、茶叶栽培技术开发及产品生产

3. Exploitation of low permeability oil or gas reservoirs (fields) (limited to Chinese-foreign equity or contractual joint ventures)

4. Development and application of enhanced oil recovery and relevant new technologies (limited to Chinese-foreign equity or contractual joint ventures)

5. Development and application of new technologies for oil exploration and exploitation in areas such as geophysical prospecting, drilling, well logging, mud logging, and down-hole operation (limited to Chinese-foreign equity or contractual joint ventures)

6. Exploration and exploitation of unconventional oil resources, such as oil shale, oil sand, heavy crude oil, and extra-heavy crude oil (limited to Chinese-foreign equity or contractual joint ventures)

7. Exploration, exploitation and ore dressing of iron and manganese minerals

8. Development and application of new technologies for enhancing utilization rate of mine tailings and the comprehensive application of ecological restoration technology in mining areas

9. Exploration and exploitation of unconventional natural gas resources, such as shale gas and marine gas hydrate (limited to Chinese-foreign equity or contractual joint ventures)
