摘要

面对长江三角洲城市群的崛起，合肥城市定位有待重新研究；面对发展的要求，合肥城市空间格局需要重构；绿色城市已为人们所认可，应该成为城市发展的基本准则之一；全球化要求合肥具备整体与区域的发展准备；可持续发展要求合肥正视自然的发展观；围绕合肥大而强，必须搭建方便快捷的现代城市交通体系和通信体系战略定位是发挥比较优势的逻辑必然。一个城市的战略定位就是要依据比较优势原则，寻找到在一个经济区域中自己的城市所能扮演的角色，找到适合与自己城市的位置，形成城市的品牌和形象。由于在一个经济流动圈中各个城市与生俱来的特征不同，决定了各自担当扮演的角色不同，都当龙头是不现实的，也是不可能的。我们应当从自然经济相对封闭的自成体系的思维方式转变为市场经济的思维方式：龙头城市和配角城市都是独立的主体，是基于自己利益的交换行为，交换的结果是双赢的.合肥作为安徽省会，具有特殊的经济和政治地位。因此，发展合肥，建设大合肥已经成为一种不可避免的趋势。
