天津市初等英语水平考试，（主要是小学）天津市初等英语水平考试（Elementary English Test System,EETS）是天津市教育招生考试院主办的面向社会测试应试者英语基础和学习能力水平的测评系统。
它以提高考生运用英语的综合素质为宗旨,为考生提供多元化的考试评价。

一、考试的特点天津市初等英语水平考试(1-3级B) ，以国家教育部颁布的《英语课程标准》为依据，把培养英语素养、英语思维和英语实践运用能力作为重点，注重英语听、说能力的考核，突出语言的实践性和交际能力的培养,初步训练英语的思维能力和表达能力。

其中一级依据《英语课程标准》（实验稿）一级目标而设置；二级依据《英语课程标准》（实验稿）二级目标而设置；三级B参照《英语课程标准》（实验稿）较高于二级目标、低于三级目标而设置的过渡水平的英语水平测试。
三、考试的形式天津市初等英语水平考试每个级别都包含听力、笔试和口语测试。
笔试考试为闭卷考试。
笔试采用彩色试卷和彩色答题卡。
笔试考试时先进行词汇、阅读和写作的测试，然后再进行听力测试。
考生需要将试题答案填涂（写）到答题卡上，答题卡上的记载是评判考试成绩的唯一依据。
口语测试在笔试结束后的上午和当天下午进行。
各级别的口语测试采取2名口语考官对1名考生的形式。
