2017上海市春考、外语一考外语听说测试考场规则一、考生应讲诚信并自觉服从监考教师等考试工作人员管理,不得以任何理由妨碍监考教师等考试工作人员履行职责,不得扰乱考场及考试工作场所的秩序。

二、每场测试的考生提前40分钟到考点报到,提前30分钟进入准备室。

进入准备室的考生,需将通讯工具(如手机、智能手表及其它无线接收、传送设备等)、录放设备、教材和复习资料等放到指定位置,严禁使用。

考生在准备室应保持安静,在考试过程中不能喧哗,有问题请举手报告监考教师。

参加非通用语种听说测试的考生按指定时间报到,并服从考点安排。

三、考试从考生进入准备室开始。

考生凭测试通知单和本人有效证件【含居民身份证、社保卡(有照片)、驾驶证、护照、军人证】,严格按照规定时间、地点参加考试。

上海教育考试院就2017春考、高考外语一考答记者问
1月25日,上海市教育考试院公布了2017年上海市普通高校春
季招生统一文化考试(以下简称“春考”)和2017年普通高等学校招
生全国统一考试(上海卷)1月份外语科目考试(简称“高考外语一考”)成绩,并同时公布了春考本科录取最低控制线。

《上海中学生报·高招周刊》记者就春考、高考外语一考相关问题采访了市教育
考试院负责人。

记者:市教育考试院今天公布了2017年春考本科录取最低控制线,请就今年春考情况向本报读者做个介绍?
考试院:2017年是上海整体实施高考改革之年,春考也不同于
往年。

语文、数学、外语三科作为统一考试科目,其要求与秋季高
考一致,试卷结构也是按照新高考要求有所调整的。

或许有不少考
生抱着熟悉试卷结构的想法报名参加,报考人数也比往年多,特别
是外语这次为一年两考的第一次考试,报考人数基本覆盖了全部考生。

记者:我们注意到这次的外语科目考试第一次采用了题库命题方式,这是为什么?
考试院:这首先是源于《上海市深化高等学校考试招生综合改革实施方案》(沪府发〔2014〕57号)的要求,该文件提出,“深化外
语考试改革”,“引导外语教学注重应用能力的培养”,“外语考
试一年举行两次”,“建设外语标准化考试题库和标准化考场”。

采用题库命题方式可有效提升考试的公平性和科学性,这也是世界
上标准化考试的通行做法。

上海市教育考试院从2014年12月开始,就高考外语试卷结构和题库建设方案组织专家开展实证研究与研讨,并通过了上海市教育考试命题和评价指导委员会的论证。

记者:不少人以为题库就是从各类教辅习题集当中直接选取构成的,能否简单介绍一下标准化考试题库是如何形成的?
考试院:题库建设通常包括征题、审题、试测和入库等阶段。

上海英语考试题库由经过遴选的本市及外省市高校英语专业教师作为
征题教师和审题教师。

征题教师根据征题细则,从原版外文资料中
选取合适素材并命制试题;审题教师从政治性、科学性、公平性和规
范性等方面对所征试题进行审查;再由学科专家、测量和统计专家共
同拟定试题的试测方案,由考务部门组织试测;通过对试测数据的分析,生成试题的各项属性指标,经专家确认后,完成试题入库。

记者:以英语为例,有了题库是否就能直接产生试卷?
考试院:就目前看,高考英语试卷命制必须在封闭环境下经过系统组卷、集体研讨、审题确认等步骤才能完成。

优化组卷信息系统
从题库中筛选试题,形成各项属性指标符合预设的试卷初稿。

命题
专家组从试题构成要素、整卷指标平衡等方面对试卷初稿进行反复
研讨、集体修改;审题专家组按照质量标准对初步定稿试卷进行审查,形成试卷最终稿。

在实际工作中,整个命制过程由上述各步骤循环
往复而成。

记者:我们关注到网上部分网友关于本次高考英语试卷的讨论,您怎么看?
考试院:保障考试安全是考试机构最基本的职责。

在得知相关情况后,我们会同有关部门开展了全面调查核实工作,对命题管理、
试卷印制等各个环节进行了回溯排查;政府职能部门组织了第三方专
家对包括命题管理办法、命题专家组关于试题修改的讨论记录稿、
审题专家组的审题报告等进行了全面的查证、分析,确认试卷的所
有试题都经历了独立的讨论和审定过程。

我们对本次英语考试成绩
的分析结果,也表明本次高考英语试卷符合公布的《2017年上海高
考英语科目考试目标及试卷结构》。

记者:本次外语考试采用题库命题方式,那是否像其他国际通行的标准化考试一样,不公开试卷呢?
考试院:是的。

正如您说的那样,像雅思考试、托福考试这一类标准化考试,都是采用题库命制的方式,且不对外公开试卷。

今年高考外语科目开始采用题库命题方式,同样遵循这一做法;同时,根据命题管理办法规定,凡已进入题库的试题无论是否采用,均不能对外公开。

记者:市教育考试院下一步对标准化考试题库建设有什么打算?
考试院:标准化考试采用题库方式是考试发展的方向,我们将加大建设力度,丰富完善题库;同时,也将加大宣传力度,要让社会对此有较高的知晓度。
