“TdGis Data Convert(GIS多格式数据转换与处理)”软件专题帮助之:使用苍穹软件进行城镇建库技术方案本技术方案针对苍穹城镇建库软件实现了图形快速批量转换、宗地属性挂接、工作流属性批量赋值三个部分,应用之后可以大大加快城镇建库速度,(平均每个作业员每天可以处理1平方公里的建库区域包括图形转换、工作流挂接、属性录入等全部工作)。
一、图形转换南方CassDxf 转入苍穹Shp目的:将使用南方Cass采集的城镇二调数据转入北京苍穹公司国土数据处理系统中。
功能特点分析:1.快速无人值守,解放技术员,实现快速、完美转换,只要你电脑开着就行!多个文件数据批量处理,昼夜工作,每个街坊图形只需要2-10分钟,15平方公里仅需12小时。
2.编码对照,保证转换前后的线形、符号、符号角度、属性等的完美转换3.注记的完美转换,和你cass里边的注记一个样,包括注记角度方向4.关于属性的转换:房屋(房屋结构、层数)、控制点(点名、高程)、高程点(高程)、宗地(地籍号)、界址点(界址点号)等属性可实现自动转换,5.宗地带地籍号转换,宗地已录入属性完美转换,其他格式宗地属性实现自动挂接!6.符号化块转换过来不打散,全部是苍穹的符号软件操作思路是读取①读取Dxf文件中的图形和属性信息,转入自定义的mdb数据文件中②根据mdb文件进行Shp文件写操作,同时根据编码对应关系,将南方Cass编码过渡到北京苍穹要素代码。
图:南方Cass中打开Cas文件图:在北京苍穹软件中打开转换后的图形转换时需要特别注意的地方:1.CassDxf的文件名一定不要带“(、)”等符号,eg.“开拓工程平面图(矿业权).dxf”为错误的文件名。
2.对于包含圆弧的多线段,尽可能打散。
例如操场的圆弧边线,如果房屋有这种情况需要重新划。

苍穹土地利用数据库建库流程
我们要选择某一层里面某一字段的同一属性值进行选择,然后进行批量修改或赋值等,例如:我们需要将线状地物宽度为5米的,权属性质全部赋成“集体土地使用权”,操作方法如下:
1、将线状地物设为焦点层,点击 ,选择层、字段,表达式里输入选择的值,点击确定,程序就可将宽度为5米的线状地物全部选取并显示在窗口中央,如下图所示:
1、打点准确;
2、线状地物与面状图斑交界处要打点;
3、如线状地物在村界上,拷贝村界在原地粘贴,直接改村界代码为线状地物代码;
4、不同宽度的线状地物分段采;
5、线状地物部分在村界上,部分在村内的分段采;
6、线状地物跨村时分段采;
7、线状地物采集精度限差为图面值0.1mm;
8、在采集线状地物的同时赋上地类和宽度;

基于空间数据库构建,能够实现数据的一体化管理和共享应用,能够实现不同比例尺数据的融合、空间与属性数据一体化管理以及时空数据的管理。能够和国土资源其他空间数据一体化融合管理,实现数据共享应用,该特点使得本系统建立和维护的土地利用规划数据不仅能够支持图件查询浏览以及统计输出等日常管理的需要,同时也为建设用地审批、土地利用、基本农田保护等其他系统提供基础数据和分析功能支持。

2.试用版程序使用前请先注册程序①动态库注册:单击任何一个dll文件,右键,选择打开方式C:\WINDOWS\system32\regsvr32文件,并勾选始终用这个程序打开这种类型的文件。
注:XP系统可以一次性打开所有dll文件,WIN7系统下可以一次性最多打开15个dll文件;②批量注册:双击程序目录下的对应的ARCGIS版本的Dll_Reg注册文件。
以上两种方式可以任选一种,软件注册方式通用于苍穹系列软件。
3.数据变更涉及到的功能基本上都在数据变更菜单下:1 二调数据转换及维护1.1 二调包转年初库及维护支持3种标准格式数据的导入(mdb、shp、vct);选择源库:必须选择二调包文件夹那一级别,不能选到具体矢量数据的所在位置。
导库选项说明:①导入图形数据:导入二调标准库的矢量数据,同时维护零星地物编号;②导入表格数据:将二调包中的excel表导入到台账表中;③导入权属单位代码表:将权属单位代码表导入到数据库的ATT_QSB中;如果导入的权属单位代码表是12位,软件会自动补零为19位;④年初库维护:提取最大标识码,标准化预处理,数据预检;⑤行政区融合:融合行政区范围数据。
注:这些维护功能在年初库细项维护功能下有相应分项维护功能。
重新启动软件,连接年末库进入程序;注意:1. 年初库成功导入并且检查无误后要记得备份年初库做为年末库。
2. 年初库转好之后,最好做下实体正向,以免由于环的问题影响综合表的正确性。
3. 二调包转年初库及维护是集合功能,年初库细项维护是分步维护功能。
1.2 单位代码升级选做辅助功能--单位代码升级(12-->19位)转换年初库后,在检查结果的excel表中,提示座落、权属在行政区字典中不存在,检查年末库,若其坐落单位代码和权属单位代码是12位,转库之后需要升级到19位;注:目前软件中识别的坐落单位代码和权属单位代码是19位,部分是12位的数据库需要做此功能。
1.3 生成地类界线【必做辅助功能】--【批量生成地类界线(全库)】等功能如果年初库没有包含地类界线图层或者想重新生成年初库整库的地类界线,提供的生成地类界线的功能,生成好地类界线图层之后再次获取下此时数据库中的最大标识码。
1.4 座落单位代码维护将行政区编码维护到基本农田保护片块图层的座落单位代码字段。
2 数据变更2.1 变更参数设置2.2 比对设置1.二调增量库创建2.数据库连接配置2.3 数据变更点击数据变更菜单,弹出变更导航工具2.3.1变更项目编制软件将图斑、线物、零星、变更图斑、变更线物、变更零星六层全部加载出来,可以手动绘制变更图块,然后保存入库。
如果有下发的shp数据,则不需要做此步骤,在相应的变更对话框中导入shp即可。
2.3.2地类图斑变更1、加载数据:根据变更图斑采用内部相交的空间过滤方式加载地类图斑,然后根据图斑的属性加载线物和零星。
2、基础检查:检查变更图斑必填属性是否赋值、变更图斑与图斑是否套合,是否存在变更图斑是建设用地,覆盖的地类图斑也是建设用地,且不是p->pj的情形。
3、变更图斑合并检查:是针对下面这两条规则专门做的检查。
4、变更检查:检查是否存在微小面、地类图斑最小单元面积是否够扣。
5、删除数据:删除库中的变更图斑。
6、套合处理:用地类图斑去吸引变更图斑,变更图斑与地类图斑求交。
7、建设用地处理:抠掉变更图斑中地类图斑无变化部分、非p-》pj部分。
8、变更图斑分割:变更图斑合并检查对应的处理功能。
注意:对检查出来的错误修改后及时保存入库注意:1.变更地类图斑入库后,需要检查变更地类图斑是否跨界。
【必做辅助功能】--【变更图斑跨村检查】国家下发的监测图斑存在跨村现象,需要裁剪。
裁剪功能会裁剪变更图斑数据并将裁剪后的数据直接入库。
在检查的过程中如果勾选了维护权属单位,软件会将行政区代码及名称赋给变更图斑的权属(如果是飞地的,需要自己在后面手动修改权属单位信息) 此时只是修改图块属性,并未入库,需要维护好或者修改好之后再入库。
2.对检查出来的错误可以用变更地类图斑专题属性浏览工具查看必填性及补录信息修改后保存入库。
基础检查和变更检查的出来的错误务必处理掉以免影响增量包的正确性。
3.对应地类图斑内部有线状地物的可以在下图所示出设置是灭失还是保留。
0为保留,1为灭失4.如果导入变更地块之后,并没有在对话框中列出图斑,请查看数据库中变更地类图斑图层,是否变更标记字段值是否为0.5.提供了按照行政区维护变更地类图斑的坡度级别维护功能,批量功能在菜单上,单个在专题属性编辑对话框中。
把坡度图和变更地类图斑数据都加载到屏幕上。
加载:根据变更线物用相交的空间过滤方式加载地类图斑、线状地物注意:线物如果是部分灭失,灭失部分提取到变更线状地物图层,赋上灭失标记2.3.5行政区变更存在行政界线调整的可以用此功能2.3.6变更回退变更回退是整村回退,如果回退失败表示村边界上线物发生影响计算图斑线状地物面积的变更。
2.3.7地类变更回退地类变更回退是对选中的地类图斑进行回退,如果回退失败表示线物的扣除图斑有一边没有找到,要选择更多的图斑进行回退2.3.8已变更项目查询已经变更过的地块可以在已变更项目查询里面查询到。
2.3.9基本农田变更注意,基本农田变更之前,必须保证基本农田保护片块和基本农田图斑图层中ZLDWDM字段有值1.基本农田保护片块入库修改基本农田保护片块图层,并入库2.提取基本农田保护图斑在行政区树发生变化的区域,右击选中【提取基本农田保护图斑】,系统会自动的提取出发生变化的图斑。
3.基本农田编号维护维护基本农田保护片块图层中的保护片块编号和基本农田图斑图层中基本农田图斑编号。
2.3.10当年验收非当年变更耕地直接选中需要提前的地块,系统会自动从图斑提取图块到当年验收非当年变更耕地的功能,条件是基于当年验收非当年变更耕地是不破图斑。
2.3.11临时用地范围根据下发的范围界线,绘制临时用地图斑,直接入库即可。
所有变更操作做完后要生成年末统计台账3 统计年末台账注意:先选中区县节点,然后再从上到下按钮依次维护。
年末统计台账主要是用于输出年末库的报表。
4 增量库提取及维护4.1 比对分析比对分析--提取增量数据注意:1.获取年初台账,从二调包导入的时候,表格的位置选到二调包文件夹所在位置,不是选到表格所在具体位置。
2.通过更新维护更新过程只有当手动修改增量库更新层数据时才需要用到(也就是补录管理信息),所以现状变更阶段程序默认不选。
5 增量成果输出若不勾选导出现状成果包选项,则导出的成果包为管理成果包。
6 辅助功能6.1 增量数据更新年初库利用增量包(vct文件)更新年初库,得到年末库。
软件需要先把vct转为mdb,然后才能更新年初库。
6.2 根据增量包更新年末界线生成变更后的年末库的地类界线图层的功能6.3 二调报表输出基于整库输出相应表格的功能6.4 二调标准格式输出可以输出整库的mdb和vct国标格式,基本农田变更也可以输出针对基本农田需要图层的vct。
6.5 数据库转元数据根据数据库生成元数据的功能,一般数据库类型采用二调国标格式数据库。
6.6增量包生成调查表6.7土地变更调查成果包输出变更前基础库有界线调整的,调整后生成统计台账,输出全库成果包。
7 附录7.1 BSM 标识码标识码在土地变更调查被赋予了新的含义。
BSM在原来的土地利用数据库规程中没有强制性的要求。
在更新调查中规定了BSM字段的值必须在数据库内全部唯一。
7.2 地类变化概念在土地利用变更调查规程中,最重要的内容部分就是地类变化。
也就是我们系统中的地类图斑、线状地物、零星地物要素的变化。
在更新数据包中,每种地类的变化用两个表来存储:更新表与更新过程表。
更新表存储的是最终更新的数据。
更新过程表存储的是变更最小单元。
所谓最小单元如下图。
任何一个最小单元内的地类发生了变化,所有地类要素均要提取到更新包中去。
(特别注意的是最小单元不能出现面积不够扣的情况)7.3 变更编号在变更过程中主要的地类和宗地要素得编号均要自动变化。
地类凡是属性变化,编号不应该改变。
如果是图形发生变化则编号需要从村内最大编号递增。
宗地得变更分割后的各宗地,以原基本宗地编号加支号顺序排列;数宗地合并后的宗地号,以原基本宗地号中的最小基本宗地号加支号表示。
7.4 数据提交后的不变性需要特别注意的是,土地利用数据库一旦正式提交给国土资源部以后。
此数据不可以再任意修改,尤其是全库的数据维护功能。
比如:不可以在进行图斑编号重排、目标标识码重排等。
7.5 数据变更的类型二调增量更新数据包中:灭失表示为“0”;属性变更表示为“1”;图形变更表示为“2”;新增表示为“3”;无变化表示为“4”。
