Low sulfur oil conversion operation instruction
在“排放控制区(Emission Control Areas,ECAs)”区域使用重油的程序
Procedure for using HFO in “ECAs”
1.从高硫燃油转换到低硫燃油
Changing over from high sulphur fuel to low sulphur fuel:
1.1.确保低硫油舱的燃油被提前加热好
Ensure that the fuel oil in the low sulphur bunker tank is heated well in advance
1.2.在进入“ECA s”区域前,停止向重油沉淀柜驳油,并将驳运泵转到手动操作方式Before entering the ECAs, stop transfer of HFO to settling tank and put the HFO transfer pump in manual mode.
1.3.直到重油沉淀柜消耗到低位即分油机不能吸入重油时,停止重油分油机工作
When the HFO settling tank level comes down to minimum or when the separator looses suction, stop HFO separator.
1.4.从低硫燃油舱驳运低于1.5%含硫量的低硫重油至重油沉淀柜
Transfer 1.5 %or less sulphur content HFO from low sulphur HFO tank to the HFO settling tank.
1.5.继续保持使用重油日用柜的高硫重油
Keep consuming the high sulphur content HFO from the service tank.
1.6.当重油日用柜的重油消耗到最低位,起动重油分油机向重油日用柜分油
When the HFO level in the service tank, comes down to the minimum level, start the HFO separator and start filling the service tank.
1.7.请注意,必须在进入“ECA s”区域前就已经转换好低硫油并开始使用,当进入“ECA s”
区域时,将情况记入轮机日志,请见下面的备注。

Please note that consumption of the required low sulphur HFO must start before the vessel enters the ECAs. when the vessel enters the ECAs, log the information in the engine log book as given in the remarks below.
1.8.进入ECAs区域的当地时间和船位必须记入航海日志。

Local time and ship’s position of entering ECAs must entry in deck logbook
1.9.船舶在ECAs区域,要一直保持使用低硫燃油
Keep consuming the same oil as long as the vessel is in the ECAs.
备注:

当转换低硫燃油时,下面的内容需要记入轮机日志:
Following are to be recorded in the engine log book, when the consumption of HFO is changed over to 1.5%or less sulphur content fuel:

2.从高碱性汽缸油转换成低碱性汽缸油
Changing-over from high TBN CYL lube oil to low TBN CYL lube oil :
2.1.在进入“ECA s”区域前,停止驳运高碱性汽缸油到汽缸油日用柜
Before entering ‘ECA s’, stop transferring high TBN CYL oil to the day tank
2.2.当汽缸油日用柜油位降到最低位时,开始从分开的汽缸油储存柜驳运低碱性汽缸油至
汽缸油日用柜
When the level of day tank falls to minimum, start transferring low TBN CYL oil from the respective CYL oil storage tank.
2.3.确保在机器开始使用低硫燃油时,低碱性汽缸油也已经准备好可以使用了,在使用低
硫燃油时,要一直保持使用低碱性汽缸油
Ensure the low TBN oil will be ready for use when low sulphur HFO is consumed in the engine. Keep consuming low TBN oil as long as m/e is on low sulphur HFO.
3.从低硫燃油转换成高硫燃油
Changing over from low sulphur HFO to high sulphur HFO.
3.1.保持溢流柜空舱
Keep the o’flow tank empty.
3.2.在离开“ECA s”区域前,停止向重油沉淀柜驳运低硫燃油并停止分油机运行
Before coming out of ‘ECA s’ stop transferring low sulphur H FO to the settling tank and stop HFO separator.
3.3.将沉淀柜的低硫油泄放至溢流柜并且驳运至低硫油舱
Drain the contents to the o’flow tank and transfer the contents to low sulphur HFO tank.
3.4.向重油沉淀柜驳运高硫燃油
Fill-up settling tank with high sulphur HFO.
3.5.当重油日用柜消耗到最低位时,起动分油机向日用柜分油
When the HFO service tank level comes down to minimum, start HFO separator and start filling service tank.
3.6.驶出ECAs区域的当地时间和船位必须记入航海日志。

Local time and ship’s position of departure ECAs must entry in deck logbook
4.从低碱性汽缸油转换到高碱性汽缸油
Changing over to high TBN CYL oil
4.1.在离开ECAS区域前,停止向汽缸油日用柜驳运低碱性汽缸油
Stop transferring low TBN oil to the day tank prior leaving ECAS.
4.2.当汽缸油日用柜降至最低位时,开始向日用柜驳运高碱性汽缸油
When the tank level drops to minimum, start transferring high TBN oil to the day tank.
备注:当转换成高硫燃油时,下述情况需要记录到轮机日志上
Remarks: following are to be recorded in the engine log book, when the consumption is changed over to high sulphur HFO:

5.万一转换低硫燃油的时间不够的情况
In case of less time for changing over to low sulphur content fuel :
5.1.停止驳运泵并转到手动操作方式
Stop transfer pump and change it to the manual mode.
5.2.泄放沉淀柜的燃油到溢流柜并驳至油舱
Drain settling tank to o’flow tank and subsequently transfer contents o’flow tank to the bunker tank in use.
5.3.将沉淀柜油放空后,开始泄放日用柜燃油至溢流柜直至到达低位并将溢流柜的油驳至
油舱
Once settling tank is empty, drain service tank to o’flow tank till the service tank reaches to minimum, and transfer the contents of o’flow tank to the bunker tank in use.
5.4.驳运低硫燃油至沉淀柜,起动重油分油机向日用柜分油
Transfer low sulphur content oil from the dedicated tank to the settling tank. start HFO separator and start filling the service tank.
6.排放控制区域(ECAs),包括:
Emission Control Areas(ECAs),included:
6.1. 波罗的海区域指波罗的海本身以及波的尼亚湾、芬兰湾和波罗的海入口,以斯卡格拉克
海峡中斯卡晏海角处的北纬57°44.8′为界。

T he Baltic Sea area means the Baltic Sea proper with the Gulf of Bothnia, the Gulf of Finland and the entrance to the Baltic Sea bounded by the parallel of the Skaw in the Skagerrak at 57°44.8’ N;
6.2. 北海区域系指北海本身,包括下列界限之内的海区:i)北纬62°以南和西经4°以东
的北海海域;ii)斯卡格拉克海峡,南至斯卡晏角以东北纬57°44.8′;以及iii)英吉利海峡及其西经5°以东和北纬48°30′以北的入口处。

The North Sea area means the North Sea proper including seas therein with the boundary between:
(i). the North Sea southwards of latitude 62°N and eastwards of longitude 4° W;
(ii). the Skagerrak, the southern limit of which is determined east of the Skaw by latitude 57°44.8′ N; and
(iii). the English Channel and its approaches eastwards of longitude 5° W and northwards of latitude 48°30′ N.
6.3. 欧盟法令规定,自2010年1月1日起,所有停靠欧盟港口的船舶,其燃油含硫量不得
超过0.1%m/m的最高限制。

EU Directive formulate that all ships’fuel sulphur on board may not exceed 0.1% m/m when she calls at EU ports from 1 January 2010.
6.4. 美国加州沿海24海里水域内航行时所使用燃油含硫量的限制规定,第一阶段2009年7
月 1 日船用轻质燃油(DMA)硫含量在 1.5%m/m或以下;船用柴油(DMB)硫含量在
0.5%m/m或以下。

第二阶段2012年1 月1 日船用轻质燃油(DMA)或船用柴油(DMB)
硫含量在0.1% m/m或以下。

When sailing around the California coastal waters within 24 nautical miles, it stipulates the restrictions of the use of fuel sulphur, at the first stage on 1 July 2009, the content of sulfur in
DMA remains at or below 1.5% m/mand in DMB does in 0.5%m/m or below. The second phase when January 1st 2012 the content of sulfur in DMA or DMB remains in 0.1%m/m or below.
7. 排放要求Emission requirement
7.1. 在控制区内,船上使用的燃油含硫量,在2010.07.01及以后不得超过 1.0%m/m;
2015.01.01以后含硫量不得超过0.1% m/m。

In the emission controll areas the use of fuel sulphur on board may not exceed 1.0% m/m on or after 1 July 2010;not exceed 0.1% m/m on or after 1 January 2015.
7.2. 欧盟法令规定,自2010年1月1日起,所有停靠欧盟港口的船舶,其燃油含硫量不得
超过0.1%m/m的最高限制。

EU Directive formulate that all ships’fuel sulphur on board may not exceed 0.1% m/m when she calls at EU ports from 1 January 2010.
7.3. 美国加州沿海24海里水域内航行时所使用燃油的含硫量,不超过0.1% m/m。

When sailing around the California coastal waters within 24 nautical miles, it stipulates the restrictions of the use of fuel sulphur, the content of sulfur not exceed 0.1%m/m.
7.4 不在控制区内,船上使用的任何燃料油中的硫含量,在2012年1月1日前,不得超过
4.5%m/m ;2012年1月1日及以后,不得超过3.5%m/m;2020年1月1日及以后,
不得超过0.5%m/m。

Not in the emission controll areas any ship with sulfur fuel which shall not exceed 4.5% m/m before 1 January 2012;not exceed 3.5% m/m on or after 1 January 2012;not exceed 0.5% m/m on or after 1 January 2020.
