内容提要：

中国有句俗语：民以食为天，食以安为先。然而，我国食品安全形势不容乐观，食品安全事件层出不穷，最近含三聚氰胺的“结石奶粉”更是引起了全国人民的高度关注。我们不得不思考这样的一个严峻而严肃的问题：一个食品企业，应当对国民健康负有怎么样的责任；国家的食品安检部门，对食品检测又负有怎么样的责任；个人，又怎么样应对和预防可能出现的食品安全问题。本文就食品生产企业的企业责任缺失、食品安全法律的硬伤、执法的漏洞和食品安全信息不对称几个方面着手，研究食品安全的问题根源，并提出具可行性的解决方案。

Abstract:

A Chinese old saying goes that: food is the first necessity of human, security is the first necessity of food. Abraham H Maslow had thought that eating was the fundamental physical demand of human beings and it was the basic condition that human beings rely for. The history of human beings is also the history that relying for the development of food. At present, although we do not living in the society that lacks food. The security events that resulted by the food security makes us have to pay more attention to the food that meet our needs to live on .The food security in our country is hardly optimistic, in recent years, the food security events such as the poisonous milk in Bu Yang, the poisonous wine in Guangzhou province, the rice that let to cancer and Sudan red appeared in our country. Recently, the calculi milk contains highly appeal to all the country. In a word , the food security in our country is getting worse and worse , all of us worry about that. But, if we promote the personal security to the level of national defense, so, the food security will be as important as national defense. In the modern China with rapid economic development, we have to think about the severe and serious question that how should a food enterprise take the responsibility for people’ health. What responsibility should the National food Security Sector take for the food inspecting; For the individual, how can we response and prevent the food security events. In the essay, I study the root causes of problem and the solutions in three aspects, food producing enterprises, the National food Security Sector and the consumers.
