一、规划编制目的意义
规划范围分两个层次:总规划范围和重点规划范围。

总规划范围:东、北至奉化江、余姚江，西至海曙区界及机场路，南至海曙区界及杭甬高速公路，总规划用地面积33.2平方公里。

重点规划范围:为了便于海曙区管理，以海曙区区界范围为本次重点规划对象，规划用地面积29.4平方公里。

本次规划对人口、用地的现状和规划基于此范围。

海曙区历史悠久，是全市政治、经济、文化中心。

近年来，海曙区坚持以经济建设为中心，积极转变经济增长模式，经济实力有了显著增强，城市面貌日新月异。

新一轮的城市总体规划确立城市行政中心位于江东区东部新城，意味着海曙区作为政治中心的地位即将削弱。

这一重要城市职能的变更，使海曙区应该更加明确未来规划和建设的方向，朝着建设高品质的商贸商务区和高品位的生活居住区的目标奋进。

同时，伴随着区内大量的工业搬迁、名城保护需求日益迫切，轨道交通的发展等，作为宁波城市“中提升”发展战略重点对象的海曙分区其整体功能提升正面临新的议题。

二、规划的基本思路
1、明确合理的功能定位，规划建设创新型新城区。

2、解决旧城改造部分居民外迁的土地安置、旧村改造村民安置和现有工业改造升级等问题。

3、完善公共设施配套，提升整个城市的公共功能。

4、着力缓解核心区因公共服务设施增加带来的交通压力。

三、规划主要内容
1、功能定位
规划确定海曙片区的功能定位为“宁波市中心商贸商务区、历史文化名城核心区，创新型区域高端服务业基地”，并明确其主要职能为:以发展商贸商务、金融保险、信息科研等现代服务业为主的中心商贸商务区;文化底蕴深厚的历史文化名城核心区;环境优美、配套齐全的现代都市宜居区。

2、规划结构
总体规划结构形成“一核二轴三心”，以主要道路、江体为基本骨架，形成片区的城市空间结构框架。

利用余姚江-奉化江生态廊道，以及月湖景区、南郊公园大型生态公园，通过与自然水体、绿化隔离带、公园等开敞空间的沟通和联系，共同构成生态城区的整体形态。

“一核”:市级中心，即城市核心商贸商务区，总体范围约4.5平方公里，包括核心区及核心拓展区。

“二轴”:市级主轴，即沿江纵向发展主轴和沿中山路横向优化主轴，发展沿江的商务、文化、生态与休闲等功能，优化沿中山路的金融、商贸、商务、文化等功能，在城市功能拓展和发展形态上与“核心”交错呼应，形成立体的城市发展空间。

“三心”:三个区级中心，城南区级中心:主要指环城西路以西、新典路以南、通达路以东、环城南路两侧区域，依托未来区行政中心，形成以商贸、物流、时尚展示为主的区级公建中心。

3、用地布局
规划居住用地1002.04公顷，占总建设用地的38.0%，人均居住用地26.0平方米。

公共设施用地512.87公顷，占总建设用地的19.5%，人均公共设施用地13.3平方米。

区内不独立设置工业及仓储用地，都市型、无污染的研发企业可结合办
公、科研用地设置，普通仓储、物流企业可结合市场、商贸等用地设置，严禁布置危险品仓库、堆场。

4、产业布局
产业布局规划形成“五区六街”格局。

五个主要功能性区块包括天一核心金融商贸商务区、鄞奉路沿江商务休闲区、月湖文化旅游区、城南商贸商务区和城西商贸商务区。

六条特色街包括中山路综合商业街、城隍庙特色商业街、鼓楼商业步行街、开明街特色商业街、环月湖文化特色街以及滨水生态休闲街。

此外，规划还对区内的都市工业作了整体布局。

当前，海曙区工业主要分布于区科技园区、双杨—胜丰工业区以及机场路以西姚丰—后孙—望春桥工业区。

未来，都市工业重点要发展总部工业和楼宇工业，积极引导现有工业企业特别是有污染、工艺技术相对落后的工业企业腾笼换业、产业置换，鼓励发展研发、电子、软件等技术密集型的制造业。

5、绿地系统规划
规划充分利用自然环境，城市绿地采用点状、线状、带状绿地和景区、公园相结合的布局方法。

以姚江奉化江绿廊为纽带，以月湖景区、南郊公园两大绿心为核心，以线状的滨河绿化、道路绿化为骨架，以城市公园广场和大范围均匀分布的点状绿地为重点，创造多层次、多类型完整合理又富有特色的城市绿地系统。

6、城市设计导引
规划依托海曙区良好的环境背景，致力于生态城区的构造，加强与自然水体、城市绿地
的沟通与联系;精心营造沿余姚江、奉化江滨水景观，与公园、绿廊等绿化开敞空间共同构成生态城区的基准面。

对能形成现代化城市总体意向的重要场所进行控制。

总体意向的形成是通过常规的视点观察城市及城市活动，因此城市的观景点和形成景观的城市区域是城市设计总体控制的具体内容。

主要包括视线通廊、景观轴线、界面和标志性节点等要素。

以中山路、通途路、环城北路、环城南路等横贯本区的道路为主体构架的视觉通道，形成海曙区总体城市意向的主要途径;以月湖景区、南郊公园、天一广场、滨江绿廊等形成主景视点的城市景观点;以大型绿化带、城市广场、水滨等空旷地段边缘形成城市主要立面;以及逐步形成的城市或片区的标志性建筑和区域。

7、历史文化保护
规划划定历史街区紫线7处，分别为月湖历史街区、鼓楼公园路历史街区、郡庙天封塔历史街区、秀水街历史街区、伏跗室永寿街历史街区、郁家巷历史街区、南塘河历史街区。

同时划定历史建筑紫线15处，包括白云庄、钱业会馆、林宅、天宁寺塔及天宁寺遗址、全祖望墓、祖关山墓葬群、张苍水故居、灵桥、延庆寺、观宗寺、孙中山演讲处、董孝子庙、孙传哲故居、卢家祠堂、药皇殿等。

8、旧(城)村改造
按照“统一规划、分步实施”的总体改造策略，有步骤地推进旧村物质环境改造，为全面解决旧村改造问题在空间上提供规划保障。

规划基本确定了各行政村住宅安置地块，安置地块总面积71.82公顷，完成安置人口1.44万人，安置户数
0.53万户，人均安置用地50平方米/人。

并确定各行政村发展留用地，总面积1107.8亩，合73.85公顷。

9、交通组织
区内对外交通由铁路、高速公路及城市快速路构成。

与城市外围联系主要依托铁路和杭甬高速公路。

同时加快对客运南站交通枢纽区的规划建设，将客运南站打造成高效、便捷的铁路、公路、轨道交通、公交零距离换乘的现代化客运枢纽系统，使之成为集交通、旅游、商业于一体的综合型、标志性的城市功能区。

区内道路结合现状，依托机场路、环城南路、环城北路、通途路、中山路、联丰路、解放路、环城西路，采用较为规整的方格网状路网，形成“六横七纵”的主骨架路网结构。

城市道路分为快速路、主干路、次干路和支路四级。

10、市政工程及其它
规划按规范配置各类市政设施及其它，包括电力、电信、给水、排水、燃气、热力、防灾、地下空间开发利用等等。

11、近期建设与实施对策
近期主要对月湖西岸、秀水街、郁家巷、莲桥街等历史街区加强保护和更新，完善古城风貌和格局，加深历史文化内涵;重点建设和义路滨江地块、鄞奉片，使核心商贸商务区有效拓展延伸，并塑造崭新沿江景观;建设城南商贸物流中心、望春西部中心等区级中心，尽快形成对周边的辐射，以带动新区开发;加快旧城改造和更新，尽快解决非成套房改造，逐步完成玻璃厂、制药厂等地块的改造;解决村民的安置用地和集体经济发展用地，协调好城市开发建设中涉及村民的各项利益;完善区域交通条件和基础设施配套，加快公共停车场的建设;妥善处理近期建设和远期发展的关系，规划留有余地，对于远期实施的轨道交通、排洪河道以及城市道路等用地进行严格控制。
