Producers shall design their product: 生产商设计产品时应该： • Allow selective removal of certain materials/components. 便于有选择地移除某些特定的物料或元件 • Permit repair and end-of-life dismantling for the recovery (reuse & recycling) of materials/components. 便于通过修补及废弃后分解达到物料或元件的回收（再利用及再循环） • Not include design features which hinder reuse, unless required for overriding reasons such as safety or environmental protection. 除非出于诸如安全或环境保护等重要因素的考虑，产品设计不应该有妨碍再利用的设计 • Reduce the weight of material used. 减少所使用物料的重量 • WEEE treatment costs are partly based on weight 废弃电子电气设备处理费用部分地以重量计算 • Minimize the number of different materials used. 减少所使用的不同物料种类的数量 • Use materials compatible for recycling. 使用利于再循环的兼容物料

Producer：生产者 Any person who, regardless of the selling technique used 无论使用何种销售手段的个人或组织,包括: • Manufactures and sells EEE under his own brand, or 生产和销售自有品牌电子电气设备的(自产自销),或 • Resells EEE produced by other suppliers under his own brand, or 转售其他厂商生产但贴自有品牌电子电气设备的(贴牌销售),或 • Imports or exports EEE into a Member State. e.g. by distance selling or through internet. 将电子电气设备进出口到欧盟成员国的, 例如,远程或网络销售 Register with national authority for each Member state in which he sells his own brand EEE or import and / or export EEE. 在欧盟成员国中销售自有品牌或进出口电子电气设备的应在成员国官方机构登记注册 Annual registration and fee likely. 年度登记注册及缴纳可能的费用 Report annual sales and weights per WEEE category。 报告年度销售情况和每类电子电气设备废弃物的重量 Distributor 分销商的定义 • Any person commercially providing EEE to the end user. 任何向最终使用者商业性地提供电子电气设备的人 e.g. a retailer.例如零售商

Covers discarded EEE废弃的电子电气设备是指: • Designed to operate at a maximum voltage of 1,000 V a.c. or 1,500 V d.c; and 设计工作电压直流电小于1500V及交流电小于1000V的电子电气设备; • Falling within 10 categories of WEEE stated in Directive Annexes IA & IB; 属于指令附录IA及IB所列举的十大类电子电气设备; • Includes all components, sub-assemblies and consumables forming part of the EEE when discarded. 包括废弃电子电气设备的所有元件, 配件及耗材. Excludes EEE that is排除在外的电子电气设备: • Not covered by the WEEE directives; 指令中未曾列举涵盖的电子电气设备; • Specifically intended for military use. 用于军事目的的电子电气设备

WEEE Directive Separate Collection 分类收集
Separate collection shall be free of charge for consumers. 分类收集对消费者是免费的 Distributors (e.g. retailers) establish for their consumers either free in-store take-back of WEEE on a like-for-like basis, or alternative free arrangements (compliance scheme). 分销商（如零售商）应为消费者建立一个免费的一对一的贮存回收废弃电子电气设备的系 统，或其它变通的免费系统 Ensure compliance scheme are recognized / registered with the national authority. 确保回收计划在成员国中公证确认或注册登记 Target of 4 kg of separately collected WEEE per inhabitant per year by 31 December 2006. 2006年12月31日前确保回收率达到每人（欧盟常住）每年回收4 kg Producers are responsible for the separate collection of their own WEEE through a recognized collective scheme. 通过一个公认的收集计划，生产者应负责分类收集他们自己的废弃电子电气设备 Collection and transport of separately collected WEEE shall be carried out in a way which optimises the reuse and recycling of those components or whole appliances capable of being reused or recycled. 废弃电子电气设备的收集与运输应最大限度地满足元件或整机的再利用或再循环的要求
