Itwas a time of self-discovery, of figuring out who I was and who I wanted to become. I was grappling with issues of confidence and self-esteem, trying to fit in while also staying true to myself. The pressures of academics, extracurricular activities, and peer relationships were all competing for my attention and energy, leaving me feeling overwhelmed at times.On a global scale, 2008 was a year of significantevents that would shape the course of history. The worldwas reeling from the effects of the global financial crisis, which had far-reaching implications for economies and livelihoods around the world. 2008年我市气象灾害发生特点为:寒潮、干旱、沙尘、暴雨、雷暴、风雹、低温寡照和大雾等灾害性天气气候事件时有发生,但气象灾害以局部为主,总体仍属于中等偏轻年份。
大部分地区农业气象条件基本利于农作物生长发育,局部农业气象灾害偏重发生,给农业生产造成较大损失,但总体来讲,农业气象条件属正常偏好年景。
ABSTRACTThe characteristic of weather and climate in 2008 in XingTai City was summarized as follows:The annual mean temperature was warmer by 0.5℃than average. The annual precipitation was closed to that of normal year, but the temporal and spatial distribution of rainfall was uneven. The precipitation in the spring was greater than average. The precipitation in winter was less. The annual sunshine hours were significantly less than that of the normal years. In general, it is a normal, even a better year in climateThe features of weather-related disasters of XingTai in 2008 were as follows: Cold Wave Weather occurred in some county and district. Heavy droughts influenced the region in some part time of the year. Heavy fogs were observed more than expectancies. Gail, hail and rainstorm occurred occasionally. However, these disasters mainly occurred in restricted areas .On the whole, it was slightly milder than the average year.Agrometeorological Condition in most areas was conducive to crop growth and development. The Recession of 2008–2009In 2008 and 2009, the U.S. economy experienced a financial crisis and a severe downturn in economic activity. In many ways, it was the worst macroeconomic event in more than half a century.The story of this downturn begins a few years earlier with a substantial boomin the housing market. The boom was, in part, fueled by low interest rates. Inthe aftermath of the recession of 2001, the Federal Reserve lowered interest ratesto historically low levels. Low interest rates helped the economy recover, but by making it less expensive to get a mortgage and buy a home, they also contributedto a rise in housing prices.In addition to low interest rates, various developments in the mortgage market made it easier for subprime borrowers—those borrowers with a higher risk of default based on their income and credit history—to get loans to buy homes.One development was securitization, the process by which a financial institution (specifically, a mortgage originator) makes loans and then (with the helpof an investment bank) bundles them together into financial instruments called mortgage-backed securities. These mortgage-backed securities were then sold to other institutions (such as banks and insurance companies), which may not havefully appreciated the risks in these securities. Some economists blame inadequate regulation for these high-risk loans. Others blame misguided government policy: Some policies encouraged this high-risk lending to make the goal of homeownership more attainable for low-income families. Together, these many forces drove up housing demand and housing prices. From 1995 to 2006, average housing prices in the United States more than doubled.The high price of housing, however, proved unsustainable. From 2006 to 2009, housing prices nationwide fell about 30 percent. Such price fluctuations shouldnot necessarily be a problem in a market economy. After all, price movementsare how markets equilibrate supply and demand. In this case, however, the price decline had two related repercussions that caused a sizable fall in aggregate demand.The first repercussion was a substantial rise in mortgage defaults and home foreclosures. During the housing boom, many homeowners had bought theirhomes with mostly borrowed money and minimal down payments. When housing prices declined, these homeowners were underwater (they owed more on their mortgages than their homes were worth). Many of these homeowners stopped paying their loans. The banks servicing the mortgages responded to these defaultsby taking the houses away in foreclosure procedures and then selling them off.The banks’ goal was to recoup whatever they could from the bad loans. As you might have expected from your study of supply and demand, the increase in the number of homes for sale exacerbated the downward spiral of house prices. As house prices fell, spending on the construction of housing also collapsed.A second repercussion was that the various financial institutions that owned mortgage-backed securities suffered huge losses. In essence, by borrowing largesums to buy high-risk mortgages, these companies had bet that house priceswould keep rising; when this bet turned bad, they found themselves at or nearthe point of bankruptcy. Because of these large losses, many financial institutionsdid not have funds to loan out, and the ability of the financial system to channel resources to those who could best use them was impaired. Even creditworthy customers found themselves unable to borrow to finance investment spending.As a result of all these events, the economy experienced a large contractionary shift in aggregate demand. Real GDP and employment both fell sharply. RealGDP declined by almost 4 percent between the fourth quarter of 2007 and the second quarter of 2009. The rate of unemployment rose from 4.4 percent in May 2007 to 10.1 percent in October 2009.As the crisis unfolded, the U.S government responded in a variety of ways.Three policy actions—all aimed in part at returning aggregate demand to its previous level—are most noteworthy. First, the Fed cut its target for the federal funds rate from 5.25 percent in September 2007 to about zero in December 2008. The Federal Reserve also started buying mortgage-backed securities and other private loans in open-market operations. By purchasing these instruments fromthe banking system, the Fed provided banks with additional funds in the hopethat the banks would makes loans more readily available.Second, in an even more unusual move in October 2008, Congress appropriated $700 billion for the Treasury to use to rescue the financial system. The goalwas to stem the financial crisis on Wall Street and make loans easier to obtain. Much of these funds were used for equity injections into banks. That is, the Treasury put funds into the banking system, which the banks could use to make loans; in exchange for these funds, the U.S. government became a part owner of these banks, at least temporarily.Finally, when Barack Obama became president in January 2009, his first major initiative was a large increase in government spending. After a relatively brief congressional debate over the form of the legislation, the new president signed a $787 billion stimulus bill on February 17, 2009. This policy move is discussed more fully in the next chapter when we consider the impact of fiscal policy on aggregate demand.As this book was going to press, the economy was starting to recover fromthe economic downturn. Real GDP was growing again, and unemployment had fallen to 9.5 percent in June 2010. Which, if any, of these many policy moves were most important for promoting this economic recovery? That is surely a questionthat macroeconomic historians will debate in the years to come. ■。

二、特点:(1)降雪量比往年要多很多(2)降雪范围比往年要广(3)持续降雪时间比往年长(4)主要降雪影响地区比往年偏南(5)降雪带来的灾害性比往年严重三、受灾情况:2008年中国雪灾是2008年1月10日起中国浙江、江苏、安徽、江西、河南、湖北、湖南、广东、广西、重庆、四川、贵州、云南、陕西、甘肃、青海、宁夏、新疆和新疆生产建设兵团等19个省级行政区均受到低温、雨雪、冰冻灾害影响,死亡60人;失踪2人,紧急转移安置万人;农作物受灾面积千公顷;倒塌房屋万间,损坏房屋万间;直接经济损失亿元。
其中湖南、湖北、贵州、广西、江西、安徽等6省、区受灾最为严重。
四、原因:这次降雪有两个主要原因,分别从全球气候的宏观变化以及本次南方降雪的具体天气过程来说明。
第一个原因(宏观原因),我们今年处在一个拉尼娜的状态下,就是赤道东太平洋地区的海温要比常年偏低负度以下,而这个现象对中国的气候影响是非常明显的,在拉尼娜现象影响下,造成东亚地区经向环流异常,这样一个环流形势非常有利于我国北方冷空气的南下。
它使得我们会有一个冷冬,所以我们可以看到,今年这个冷的冬季就出现了。
第二个原因(具体原因),下雪或者下雨必须满足的两个条件就是 1.来自于热带地区暖湿气流。
2.有来自于高寒地区的冷空气。
冬季降雪区域(夏季降雨区域同理)分布于锋面附近,也就是冷暖气团交界处。
这个位置是不固定的,它由两种性质气团势力的强弱决定。
冷气团势力弱,锋面及降水区域偏高纬,冷气团势力强,锋面及降水区域偏低纬。

An F1 storm developed that afternoon just south of Park City and destroyed several barns. Also, we received a video of the hail that fell in Park City as the twister roared by to the south.Less than three weeks later a powerful squall line swept through southern Indiana and central Kentucky, spawning four tornadoes on the evening of January 29. One of these tornadoes, while only of F1 strength, destroyed a mobile home near Henryville, Indiana, killing the occupant. Wind gusts of 100 mph were reported in Washington County, Indiana, which turned out to be the strongest winds of the year.Below are radar images of a tornado near Farabee in southeast Washington County, Indiana on January 29:Area residents barely had time to clean up from the January storms when a prolific tornado and severe weather outbreak took place on the night of February 5-6. No fewer than 16 tornadoes tore across central Kentucky, making it one of the largest tornado outbreaks we have ever seen here. The outbreak included two EF3 tornadoes in Allen, Monroe, and Cumberland counties, which were the strongest tornadoes of the entire year. The EF3 in Allen County caused four deaths in the Amos area. The EF3 tornado that tore from Monroe into Cumberland County was the year's most expensive storm, resulting in nearly four million dollars in damage.In addition to the tornadoes, straight-line winds accompanied a very strong cold front, and created more damage across the region. The year's strongest winds, gusting to 100 mph, caused great damage in Nicholas County.Unusual warmth for early February preceded the outbreak.Severe weather was widespread throughout the southeast United States.The images above show the tight ro on the evening of February 5. We had significant severe weather outbreaks in January and February, and then an equally unusual snowstorm in March! On March 7-8 snow fell throughout Kentucky and southern Indiana, including up to a foot of accumulation along and either side of the Ohio River, with Louisville getting the highest amounts.The surface map on the morning of March 8 shows the eastern storm system that dumpedheavy snow on the Ohio Valley.A band of snow up to a foot deep stretched from western Kentucky into Ohio.Temperatures warmed quickly after the early March snowstorm, melting the snow and saturating the ground. Then on March 18-20, heavy rains swept into the area from the southwest, drenching southern Indiana in three to six inches of rain and resulting in significant flooding.Another round of heavy rain followed on April 3-4, though the heaviest rain was shifted a bit to the south over central Kentucky. April 3 and 4 were the wettest days of the year in Louisville and Lexington, and set daily record rainfall totals.The extreme southeast corner of the Louisville NWS office's area of responsibility was visited by a supercell thunderstorm on April 11 that produced four tornadoes in Clinton County. Two of the tornadoes were EF1's and the other two were EF2's. In addition to the tornadoes, the largest hailstones of the year pummeled Clinton County, with diameters up to 2.75 inches!Summer heat arrived in full strength somewhat early, with temperatures during the first week and a half of June soaring into the 90’s. On June 9 the temperature at Louisville rose to 95 degrees, with Bowling Green reaching 94 and Lexington topping out at 91.Though the summer of 2008 was not nearly as hot as 2007, drought conditions did begin to develop by late August, and became severe in the southeast by mid-September. By the middle of October drought had reached extreme proportions in the Lake Cumberland area. It would take until December before the drought would begin to alleviate.Hurricane Dolly charged ashore at Brownsville, Texas in late July and brought heavy rain to the Ohio Valley July 30-31. It was the last widespread heavy rain the area would see for about four months.Above, note the heavy amounts of rain reaching from Missouri into Kentucky. Central Kentucky west of Interstate 65 received up to three inches of rain.Usually remnants of a tropical system bring beneficial rains to southern Indiana and central Kentucky in the dry late summer and fall months. Unfortunately, the remains of Hurricane Ike brought no rain, and instead caused ferocious winds to howl through the region on September 14. Four fatalities occurred from falling limbs, thousands of power lines were torn down, and countless trees were damaged or destroyed. It caused the largest blackout in Louisville history, with some residents in the dark for more than a week following the tempest. Winds gusted to hurricane force at Louisville International Airport.Hurricane Ike came ashore earlier in September at Galveston and severely damaged Houston. The remnant circulation then began its transition to an extratropical cyclone and accelerated across the Missouri Bootheel. Low pressure rapidly moved across southwestern Indiana and over Indianapolis. Winds around 50 mph with gusts above 70 mph brought tremendous damage along and north of the Ohio River.The remains of Ike show up on the morning weather map on September 14 as a low pressuresystem over southern Illinois.By lunch time the low had advanced to northeastern Indiana!The weather for the last few months of the year was relatively quiet. October and the first half of November were dry and quite warm. Colder air set in for the second half of November and much of December.
