Discussion on Several Issues in the Construction of Safety and Resilience City

Abstraci : China is experiencing the largest and most rapid urbanization process in history. In this process , emeroencies are
characterized by high uncertainty , low and severe desWuc/veness. Chain effects are likely to happen and cause
huge impacts once an emeraency occurs. Creating safety resilient cities is the frontier and hot field of urban safety research , and it's ay 。

a new idea foe cities to raise the ability of uncertain risks response. Based on the analysis of state of art of resilient cities
studies , this paper discusses the generai iSee, several basic scientific and technicai issues of safety resilient cities , and offers ref ­erences for the construction , study and demonstration of safety resilient cities in China.

联合主办，旨在研究公共安全与应急管理领域的突出问题，展示国内最新应急管理理论与实践动态的年度报告。

刊物由社会科学文献出版社出版发行，现面向国内诚挚征稿。

《中国应急管理报告》设定以下研究栏目&
“总报告”主要对上一年度(如2018年)中国公共安全形势与应急管理实践进行探讨和深入研究。

本栏目提供

“热点专题”围绕本年度公共安全与应急管理领域重要专题进行深入研究,推荐2019年选题:“总体国家安全
观下的应急管理体系与能力建设”。

本栏目提供课题资助&
“案例分析”主要是分析上一年度公共安全与应急管理领域的典型案例，针对本校安全应急学院研究生进行招
标申报。

“评估报告”是反映我国应急管理年度基本态势的社会调查，包括我国城市应急管理能力年度评估、我国应急
产业发展或创新能力年度评估、城市公众公共安全认知及灾害防护能力等年度评估，评估内容可自选。

Abstracr:Taking the listed companies that received the inqudo letter from2015to2017as We research sample,forming a control group through PSM matching,using We event research method,starting from the two dOnensions of We risk and return characteristics of We company's stock iter We inqudo Utter announcement,it comprehensively uses high and low-frequence da­ta to investigate We irnpact of We i nqudo Utter on the risk of stock price velati/ty and the Ung-and short-term market re­sponse of the inqudo Utter.The study found that We inqudo Utter wil l have a continuous aagravvting impact on the risk of stock price fluctuations within0to20trading days after We letter was issued,the impact disappeared within20to50Wading days, which indicating Wat the risk of stock price fluctuation of We receiving company will be significantly increased after We announce­ment of We inqudo Utter,but its irnpact is Cme-effective；however,the inqudo Utter has a significant negative irnpact on the cumulative excess return of We company's stock in the short term and Ung term,which shows Wat We inquio Utter not only plays a regulatoo ole in the short term,but a/c reveals We Ung-term operational risk of We listed company,with the function of risk odentoocatoon and eosk peompt.
