e党的十九大提出乡村振兴战略,促进农业农村发展提到了前所未有的高度㊂乡村振兴战略的实施对渔业发展带来了重大战略机遇,为广东省渔村振兴战略实施指明了方向㊂夯实渔业生产基础,实施质量兴渔战略,构建渔村产业融合发展体系,打造特色渔业品牌,完善渔业发展支撑体系,是推进广东省现代海洋渔业发展工作重点之一,也是广东建设海洋经济强省的重要支撑㊂优化渔业发展空间布局和功能分区,充分利用国内外资源发展促进广东省渔业发展,是实施质量兴渔战略的重要方面,也是提升广东省渔业高质量发展的重要途径㊂1广东省渔业发展基础条件优越,渔业发展成效斐然,推进渔业高质量发展是建设现代渔业强省的重要抓手1.1国内外海洋渔业发展进一步加速,水产养殖重要性不断提升根据联合国粮农组织最新研究报告[1],未来世界水产养殖业增长强劲,预计到2030年水产品总产量将在2030年达到1.87亿t㊂日本㊁印度㊁印度尼西亚㊁英国㊁挪威㊁泰国等国际渔业生产大国纷纷制定未来海洋渔业发展战略,推动本国渔业快速高质量发展,实现现代渔业建设目标㊂随着人类生态意识的不断提升,未来水产品捕捞规模将不断下降,水产养殖业在全球水产品总产量中处于主导地位,预计将有超过62%的水产品来自水产养殖业㊂中国对全球水产行业的影响预计将不断增强,2030年,中国在水产养殖产量占全球比例将达到57%,中国水产养殖产量将超过1亿t㊂我国海水和淡水养殖对满足人民群众对丰富㊁优质水产品不断提升的需求具有重要意义㊂1.2广东省渔业生产基础优异,水域滩涂资源承载能力较强广东省拥有丰富的养殖水域资源㊁气候条件和生物资源,十分有利于渔业生产㊂渔业发展的水域面积广阔,河流水域面积3400k m2,水库水域1600k m2,坑塘水域6600k m2,沿海滩涂2000k m2㊂内水和领海面积6.47万k m2,拥有珠江口渔场㊁汕头渔场㊁抱虎渔场㊁万山底渔场㊁放鸡海陵渔场等18个传统渔场海洋空间㊂日照和水温组合条件优良,洋流条件有利于渔业生产,江河输入大量营养物质,浮游生物丰富,海陆的渔业生产条件优异,水域滩涂资源承载能力较强[2]㊂1.3广东省渔业发展迅速,渔业产量和总产值位居前列,规模化㊁专业化㊁特色化趋势明显广东省形成和布局了粤西湛江㊁茂名㊁阳江,粤86海洋开发与管理2019年东的潮州㊁汕头㊁汕尾等重要养殖基地㊂2017年,广东省渔业总产量833.54万t,占全国渔业总产量的12.9%㊂其中,海洋捕捞144.13万t,海水养殖302.91万t,淡水养殖369.69万t,淡水捕捞12.04万t㊂水产品总产值为1147.28亿元,占广东省农业总产值的20%,占全国渔业总值的23.3%㊂初步形成了以罗非鱼㊁对虾㊁鳗鲡㊁鳜鱼㊁加州鲈㊁中华鳖㊁罗氏沼虾等为主的名特优新养殖品种,其中对虾㊁罗非鱼㊁鳜鱼㊁鲈鱼的产量位居全国第一㊂设施渔业发展迅速,深水网箱面积已经超过90万h m2,工厂化养殖超过60万h m2㊂名贵龟类㊁观赏鱼等特色养殖产业发展迅速,在全国占据较高比例㊂广东省养殖产业化经营已朝着规模化㊁专业化㊁特色化方向发展(表1)㊂表1广东省渔业发展情况万t 渔业广东全国养殖产品672.64906.0海水养殖302.92000.7淡水养殖369.72905.3捕捞产品160.91539.3海洋捕捞144.11112.4远洋渔业4.8208.6淡水捕捞12.0218.3总产量833.56445.3数据来源:2018年‘中国渔业统计年鉴“.2优化渔业发展战略布局,构建三区三带养殖空间格局根据广东渔业资源优势地区分布,以及广东经济社会发展趋势和战略布局,未来广东增养殖发展应构建三区三带的养殖空间格局,优化渔业发展的整体布局㊂2.1推进形成珠三角都市特色养殖区㊁粤东西特色鱼虾养殖区和北部生态特色养殖区3个各具特色的养殖区珠三角都市特色养殖区以珠江三角洲平原为重点,以提质增效为主线,重点发展生态高效集约化池塘养殖㊁设施养殖,重点发展中山脆肉鲩㊁珠海海鲈等具有鲜明地方特色品种养殖,提升养殖效益㊂强化重点渔业生产空间保护,加快池塘标准化升级改造,提升优化池塘养殖模式㊂粤东西特色鱼虾养殖区依托粤东粤西沿海渔业空间,实施减量增收,坚持绿色发展,建设集约生态养殖示范区,重点推进对虾㊁鲳鱼㊁鲷鱼㊁鳗鱼㊁紫菜㊁贝类等海水优质鱼类及名优品种集约化高效清洁养殖,发展壮大地方生态水产品牌,推进名优海水鱼类㊁名贵经济贝类和海藻养殖等高质量发展㊂北部生态特色养殖区依托优越的淡水资源,加大养殖池塘标准化和设施化改造,重点支持清远桂花鱼㊁梅州客都草鱼等具有山区特色的养殖品种养殖,培育氹仔鱼㊁禾花鱼等知名水产品牌㊂推广稻鱼养殖㊁稻虾养殖㊁菜鱼共生等稻田综合生态种养模式,发展高效立体循环养殖,拓展渔业发展空间㊂2.2重点建设沿海海水养殖优势带㊁西江和北江下游淡水养殖优势带㊁东江下游淡水养殖优势带沿海海水养殖优势带依托沿海海湾和滩涂资源,开展陆域池塘养殖㊁浅海网箱养殖㊁深水网箱养殖㊁浅海增殖等增养殖方式,在稳定传统优势品种的基础上,重点发展卵形鲳鲹㊁鲈鱼㊁石斑鱼㊁鲷鱼㊁军曹鱼㊁对虾㊁牡蛎等品种,积极发展紫菜㊁白蝶贝㊁珍珠贝㊁海马㊁鲍鱼等特色品种养殖㊂西江和北江下游淡水养殖优势带分布在西江和北江下游,依托西江㊁北江下游丰富的水域资源,主要以淡水池塘养殖为主,重点发展罗非鱼㊁四大家鱼㊁鲈鱼㊁鳗鱼㊁鳜鱼㊁对虾等优势品种养殖㊂东江下游淡水养殖优势带依托东江下游丰富的水域资源,主要以淡水池塘养殖为主,重点发展罗非鱼㊁四大家鱼㊁笋壳鱼㊁对虾等养殖㊂3以资源环境承载能力为基础,完善分区管控体系和政策框架随着海洋开发的不断推进,渔业发展面临越来越多的资源环境压力,渔业发展空间不断被挤占,水体污染物不断增加,应加快科学划定养殖功能区划,提升养殖和资源环境的协调可持续发展㊂3.1合理划定养殖区㊁限养区和禁养区等功能分区结合广东养殖水域资源特色,坚持生态优先㊁第9期吴旗韬,等:推进渔业高质量发展建设现代渔业强省的思考87合理布局㊁陆海统筹等原则,科学评价广东各地区水域滩涂的资源环境承载能力,结合各类空间规划,特别是生态保护红线的要求,科学划定广东省养殖区㊁限养区和禁养区等渔业养殖功能分区㊂自然保护区的核心区和实验区㊁水源保护区一级保护区㊁水产种质资源保护区核心区㊁航道和锚地㊁重点河流的干流㊁未批准利用的无居民海岛周边200m 海域㊁有毒有害物质超过规定的水体㊁海上倾废区等水域划定为禁养区㊂自然保护区实验区㊁水源保护区二级保护区㊁风景名胜区㊁作为旅游开发和农渔业发展的无居民海岛周边200m 海域㊁重点水库和重点海湾等水域划分为限养区,其他海域㊁坑塘水面㊁湖泊水面㊁水库㊁滩涂等适宜水域科学合理划分为养殖区㊂3.2 加强养殖发展管控,促进渔业可持续发展进一步加强分区的养殖管控,促进渔业养殖持续健康发展㊂禁养区应严格禁止各类养殖方式,不再颁发水域滩涂养殖证,禁养区已有的水产养殖,需要逐步搬迁和转移,妥善安排渔民生产生活;禁止破坏防护林带和沿海湿地做高位池塘养殖,禁止将耕地转为海水养殖㊂严格控制陆域近岸池塘养殖尾水排放方式,避免对自然保有岸线的破坏㊂在重点水库和海湾中,限制网箱和围栏养殖,重点水库湖泊中饲养滤食性鱼类网箱围栏面积不得超过水体面积的1%,饲养吃食性鱼类网箱围栏养殖面积不得超过水体面积的0.25%,重点海湾中浮动式网箱面积不得超过海区宜养面积的10%;严格控制限养区养殖规模,养殖强度较高地区,推广阶段性休养和养殖轮作制度,降低水产养殖密度㊂养殖区内科学确定养殖密度和品种,合理投饵㊁使用药物,推进标准化池塘改造建设,有序推进工厂化养殖,积极发展生态化养殖,防止造成水域的环境污染,大力发展高附加值渔业品种养殖,提升养殖质量和经济效益㊂4 统筹海洋渔业资源开发,合理有序推进近海渔业发展,积极拓展远洋渔业发展充分利用近海和外海资源,合理有序推进海水养殖产业,积极发展远洋捕捞,利用远洋资源推动广东省海洋渔业实现高质量发展㊂4.1 科学布局海水养殖,统筹近海和外海养殖产业发展以近岸海水养殖区和传统渔场为基础,科学养护渔业等海洋生物资源,按照养殖容量科学布局,保护近岸养殖用海生态环境,保护滩涂生态环境,实施近海养殖水域生态环境修复,科学控制增养殖密度和规模,稳定近海养殖规模,调减近海过密的网箱养殖,近岸重点发展粤西的雷州半岛东西两岸㊁茂名博贺㊁阳江海陵湾,珠三角的江门镇海湾,粤东的汕尾㊁南澳-饶平等海洋增养殖基地发展建设㊂推动海洋养殖由近海向外海拓展,大力发展深水网箱养殖等设施渔业,拓展外海养殖空间㊂4.2 积极拓展远洋渔业,实施深蓝渔业发展战略推动广州㊁深圳等地市建设远洋渔业基地,紧密结合国家一带一路战略规划,加强国际远洋渔业合作,推进在马来西亚㊁印度尼西亚㊁泰国㊁缅甸㊁巴布新几内亚㊁斐济等国家建设远洋渔业基地㊂提高远洋渔业设施装备水平,鼓励远洋渔业企业兼并重组做大做强,培养适应现代远洋渔业发展要求的经营管理和技术人才,不断增强综合实力㊁竞争力和抗风险能力㊂发挥水产养殖技术优势,加快走出去的步伐,加强与东南亚㊁南太平洋岛国㊁非洲等地区和国家的合作,带动种苗㊁饲料和养殖装备出口,支持发展海外养殖㊂5 推进渔业供给侧结构性改革,进一步推动渔业全产业链的融合依托广东省制造业和服务业发展优势,强化渔业养殖㊁加工和贸易协调发展,进一步推进渔业产业链融合,提升渔业发展整体保障能力,从而推动广东省现代渔业发展水平㊂5.1 结果发现:①时间上，湖南省旅游经济高质量发展水平逐年提升,但各地动态演变规律不一。

②空间上，呈东高西低分布，区域发展呈不均衡—均衡一不均衡态势。

③发展水平上，各市(州)旅游经济高质量发展分绿色、共享和协调3类。

④影响因素上，创新不强、开放不足和协调不畅等是影响湖南省旅游经济高质量发展的主要因素。

基于研究结论，提出推动湖南省旅游经济高质量发展的科学合理建议。
