【摘要】生态文明建设，拓展了“以人为本”的丰富内涵，是关系人民福祉、关
乎民族未来的长远大计，是对中国特色社会主义理论的新发展和对我国经济社会发展进程的新认识。

国土资源系统作为生态文明建设的主力军和生力军，建设生态文明离不开相关制度的建立与完善，需要大力发展地质科技，以及统筹国土资源保护、开发利用和整治，需要发挥人民群众主体作用。

%Ecological civilization, which extends the rich meaning of“people first”, is not only a long-term plan
for the wellbeing of the people and the future of nations, but also a new development of the theory of socialism with Chinese characteristics and a new knowledge is gained regarding the process of social and economic development. This paper argues that as the main force and a vital new force in the construction of ecological civilization, departments of land and resources and affiliated organizations must establish and improve related systems, develop geological science and technology, coordinate protection, development and utilization, and renovation of land resources, as well as develop the masses of the people's master action.
