浅论中外秘书存在的差异

摘要

中西方秘书的发展都有较长的渊源，但由于中外在经济基础、政治制度、科技发展水平和传统观念等方面的差异，中外秘书也存在着一定的差异，中国秘书的文化背景主要是行政文化占主导地位并对管理文化有制约作用，西方秘书的文化背景主要是管理文化影响行政文化。中国秘书的教育目标随着社会主义市场经济的逐步完善而不断调整，课程设置侧重于学科体系的系统性、理论性和完整性，考核方式传统单一。西方秘书教育目标针对性强，秘书培养市场化，在课程设置上注重职业技能，考核内容职业化特点较强。工作方面，中外秘书也存在着一定差异。总之，中外秘书在文化背景、教育理念、课程设置、考核方式、工作方面等方面呈现出各自的特色。通过中外秘书之间的比较研究，重点在于阐明我给秘书与国外秘书的差异，有助于我们借鉴国外先进经验，对我国今后秘书事业的发展有所启示。

ABSTRACT

Secretary of western development has a long history, but because the Chinese and foreign in economic basis, political system, the development level of science and technology and the traditional concept of the difference of the respect such as foreign secretary, also there are some differences, Chinese secretary cultural background is mainly administrative culture is dominant and the management culture have restrict action, Western secretary the cultural background is the main management culture influence on administrative culture. Chinese secretary education goals along with the gradual perfection of socialist market economy and the continuous adjustment, the curriculum focuses on subject system of theories, and integrity, examination mode of traditional single. The Secretary of education goal of targeted, Secretary of culture market, the courses are based on occupation skill appraisal content, occupation characteristic strong. Work, foreign secretary also exists certain differences. In conclusion, foreign secretary in the cultural background, the concept of education, curriculum, assessment, work and show their own characteristics. Through the comparative study between the foreign secretary, mainly to explain my secretary and foreign secretary to the difference, is helpful for us to draw lessons from foreign advanced experience, to our country future secretary career development enlightenment.
