Ladies and gentlemen,As we celebrate World Refugee Day, it is time to take a moment to remember all those who are forcibly displaced from their homes and communities. This year, we are faced with the unprecedented challenges presented by the COVID-19 pandemic. Not only are refugees forced to navigate the same dangers as the rest of us, but they do so with limited access to healthcare, sanitation and other basic necessities. The theme for this year's World Refugee Day is "Every action counts". This is a reminder of the collective power we hold as individuals to make a meaningful difference in the lives of refugees. Every action, no matter how small it may seem, has the potential to change someone's life for the better.Over the past few years, we have seen a significant increase in the number of refugees worldwide. Currently, there are over 70 million people displaced from their homes – the highest number on record since the Second World War. As this number continues to grow, it is important that wework together to ensure that every refugee receives the assistance and protection they need. The United Nations has been at the forefront of fighting for refugee rights. Through our various programs and initiatives, we strive to provide refugees with access to basic necessities like clean water, sanitation, healthcare, and education. These programs are driven by our shared commitment to building a better future for refugees, one in which they can rebuild their lives, pursue their dreams, and contribute to their community. However, COVID-19 has presented us with challenges that we have never faced before. In many refugee camps around the world, social distancing is nearly impossible, making the spread of the virus a serious threat. The pandemic has also forced many refugees to become more reliant on aid due toloss of income and increased food insecurity. To combat these challenges, we need to come together as a global community. We need to ensure that refugees have access to healthcare and other basic necessities, and we need to provide them with the resources they need to rebuild theirlives. We also need to work on long-term solutions thatsupport refugees as they become more self-reliant.Education is one such long-term solution. By providing refugees with access to education, we are empowering themwith the skills and knowledge they need to build better lives for themselves. Education can provide refugees with a senseof purpose and direction, and it can open doors to a brighter future. We also need to work on changing the narrative around refugees. Too often, refugees are portrayed as a burden on society. This is far from the truth. Refugees have thepotential to be valuable contributors to society, both intheir home country and in the countries they seek refuge in. By changing the narrative around refugees, we can begin tosee them as the assets they truly are.In conclusion, as we celebrate World Refugee Day, let us remember that every action counts. Whether it is volunteering, donating, or simply spreading awareness, we all have thepower to make a difference in the lives of refugees. Let us work together to build a more inclusive and compassionateworld – a world where refugees are welcomed, respected andempowered to build better lives for themselves and for their communities. Thank you.。

The number of forcibly displaced people in the world continues to rise. There are now more than 45 million refugees and internally displaced people – the highest level in nearly 20 years. Last year alone, someone was forced to abandon their home every four seconds.

War remains the dominant cause, with the crisis in Syria a leading instance of major displacement. More than half of all refugees listed in a new report by the UN High Commissioner for Refugees come from just five war-affected countries: Afghanistan, Somalia, Iraq, Syria and Sudan. Major new displacements have also been occurring in Mali and the Democratic Republic of the Congo.

Poverty alleviation has been one of the top prioritiesof the Chinese government for decades. With the successful implementation of various poverty alleviation policies, China has achieved remarkable results in reducing the poverty rate. The Chinese-style poverty alleviation model has been highly recognized internationally, earning China a reputation as a frontline fighter against poverty.Step 1: Identification and TargetingThe Chinese-style poverty alleviation model begins with identification and targeting of poor households. In this step, the government deploys professionals who use various methodsto identify and target households living below the poverty line. Through investigation, different factors like lack of education and job opportunities, lack of basic infrastructure, and diseases are recognized as hindrances to poverty reduction.Step 2: Tailored AssistanceOnce households are identified, the government provides them with tailored assistance based on their specific needs. Through a combination of cash transfers, subsidies, andtraining programs, the government helps poor householdsacquire sustainable abilities to improve their livelihoods. The assistance also focuses on the development of industries relevant to the area to boost job creation.Step 3: Relocation and Housing SupportRelocation and housing support are two critical components of the Chinese-style poverty alleviation model. For households living in remote regions with difficulty accessing basic infrastructure, the government constructs new villages with better infrastructure, electricity and water supply, and housing support, which improve their quality of life. Housing support has also been critical in many cases when people move from unsafe and risky areas as part of poverty relief efforts.Step 4: Micro-Credit LoansAccess to credit has been fundamental to poverty reduction goals. As part of the Chinese-style poverty alleviation model, micro-credit loans have been introduced to provide small business owners with capital that will ultimately help them grow their businesses. These loans have increased productivity, income, and access to markets forlow-income households, helping them to lift themselves out of poverty.Step 5: Holistic ApproachThe Chinese-style poverty alleviation model takes a holistic approach to poverty reduction, addressing multiple aspects of poverty simultaneously. The model emphasizes education, health, infrastructure, employment, and cultural development. It applies a systemic approach that tackles the root cause of poverty, instead of focusing only on its symptoms. It seeks to transform people's ability to earn, to secure their basic needs, and to participate in the country's development.ConclusionThe Chinese-style poverty alleviation model exemplifies the country's commitment to ensuring the well-being of its citizens. It demonstrates a coordinated effort between multiple sectors, including government, private sector, civilsociety, and communities. The impressive results and efficiency of the model have opened up possibilities for future global cooperation in poverty alleviation efforts. In conclusion, poverty reduction requires coordinated efforts from international communities, governments, and private sectors. The Chinese-style poverty alleviation model offers valuable lessons to policymakers worldwide to effectively combat poverty.。

Your Excellency, Mr. Maurizio Enrico Luigi Serra, Permanent Representative of Italy to the United Nations Office in Geneva;Excellencies,Distinguished human rights officials,Ladies and Gentlemen,I thank the European Union and the Italian Government for this commemoration of the WorldDay against the Death Penalty.Since the General Assembly adopted its first resolution on a moratorium seven years ago, more States acknowledge that the death penalty undermines human dignity. It fails todeter crimes more than other punishments. Abolition – or at least a moratorium – contributesto human rights. The taking of life is too irreversible for one person to inflict on another. We must continue arguing strongly that the death penalty is unjust and incompatible withfundamental human rights.I urge leaders where the death penalty still is used to legally commute or pardon deathsentences – and to impose moratoriums on executions. The death penalty has no place in the 21st century.I call on States that have not yet done so to ratify the Second Optional Protocol of theInternational Covenant onCivil and Political Rights aiming at abolition of the death penalty.I hope to see many more ratifications during the Protocol’s 25th anniversary this year. The United Nations will continue working to end this cruel punishment.。

Today, we are gathered here to address a global issue that has plagued humanity for far too long international poverty. As we commemorate the International Day for the Eradication of Poverty, it is imperative that we come together to discuss and find solutions to this pressing issue that affects millions of people around the world.Poverty is a multi-faceted problem that encompasses not only economic deprivation, but also lack of access to basic necessities such as education, healthcare, and clean water. It is a vicious cycle that traps individuals and communities in a state of perpetual hardship, making it difficult for them to break free and improve their lives. The eradication of poverty is not just a moral imperative, but also a crucial step towards achieving sustainable development and ensuring a better future for all.In order to effectively address international poverty, it is essential to understand the root causes and factors that contribute to its persistence. These include unequal distribution of resources, lack of access to education and healthcare, political instability, and environmental degradation. By addressing these underlying issues, we can create a more equitable and just society where everyone has the opportunity to thrive. One of the key strategies in the fight against poverty is to empower individuals and communities to lift themselves out of poverty. This can be achieved through initiatives that promote education, vocational training, and entrepreneurship, as well as policies that support small-scale farmers and businesses. By providing people with the tools and resources they need to improve their livelihoods, we can create a ripple effect that benefits entire communities and contributes to the overall reduction of poverty.Furthermore, it is crucial for governments and international organizations to work together to implement policies and programs that prioritize poverty eradication. This includes investing in social safety nets, healthcare systems, and infrastructure development, as well as promoting fair trade and sustainable economic growth. Byfostering an environment that is conducive to poverty reduction, we can create opportunities for people to improve their lives and break free from the cycle of poverty. In addition to addressing the material aspects of poverty, it is also important to recognize the social and psychological impact it has on individuals and communities. Poverty often leads to feelings of hopelessness, helplessness, and despair, which can have long-lasting effects on a person's well-being. Therefore, it is essential to provide support and resources that address the mental and emotional toll of poverty, such as counseling services, community support groups, and mental health initiatives. As we mark this important day, let us reaffirm our commitment to eradicating poverty and creating a world where everyone has the opportunity to live a dignified and fulfilling life. By working together and taking concrete actions, we can make significant strides towards ending international poverty and building a more equitable and prosperous future for all.In conclusion, the eradication of international poverty is a complex and challenging endeavor, but it is one that we must pursue with unwavering determination and resolve. By addressing the root causes of poverty, empowering individuals and communities, and fostering a supportive and inclusive environment, we can create a world where poverty is no longer a barrier to a better future. Let us stand in solidarity and take bold steps towards a world free from poverty.Thank you.。

英语演讲稿Message by UN Secretary联合国秘书长潘基文在国际移民日上的致辞(中英对照版)Message on International Migrants Day国际移民日致辞18 December 20162016年12月18日This has been another turbulent year for refugees and migrants. We have seen the continued devastating effect of armed conflict on civilian populations, leading to death, destruction and displacement. We have witnessed the unacceptable loss of thousands of lives of people in transit in the Mediterranean and elsewhere. And, to add insult to injury, we have witnessed the rise of populist movements that seek to alienate and expel migrants and refugees, and to blame them for various ills of society.

Yet, within this turbulence we also find rays of hope, with concerned citizens and communities opening their arms and hearts. We have also seen a promising international response, culminating with the New York Declaration adopted in September at the United Nations Summit for Refugees and Migrants. It is now crucial that governments honour and build on their commitments to govern large movements of refugees and migrants in a way that is compassionate, people-centred, gender-responsive and rooted in fundamental human rights.

Distinguished guests, ladies and gentlemen,Today, I stand before you to emphasize the significance of targeted poverty alleviation, as we strive to eliminate poverty and achieve shared prosperity for all.Poverty remains one of the greatest challenges facing our world today. While progress has been made in reducing poverty globally, there are still millions of people living in extreme poverty, suffering daily from lack of access to essential needs such as food, clean water, education, and healthcare. Targeted poverty alleviation is the key to ensuring that no one is left behind in our quest for a more equitable and sustainable future.Targeted poverty alleviation refers to the strategy of identifying and providing assistance to those who are most in need. It takes into account the specific circumstances and challenges faced by individuals and communities, and tailors interventions accordingly. This approach acknowledges that poverty is not a one-size-fits-all problem, and requires tailored solutions to create lasting change.Through targeted poverty alleviation, we can address the root causes of poverty and empower individuals and communities to lift themselves out of poverty. By providing access to education and skills training, we can equip individuals with the tools they need to secure sustainable livelihoods. By investing in healthcare facilities and services, we can improve health outcomes and reduce the financial burden of medical expenses. By promoting inclusive and sustainable economic growth, we can create opportunities for employment and entrepreneurship.Furthermore, targeted poverty alleviation is not just about providing immediate relief, but also about fostering long-term resilience. It involves building social safety nets and implementing policies that protect the most vulnerable, ensuring that they have access to basic necessities even during times of crisis. It also involves addressingstructural inequalities and creating an enabling environment for social mobility, ensuring that individuals and communities have equal opportunities to thrive.China's remarkable success in targeted povertyalleviation is a shining example for the world. Through its precise targeting, China has lifted over 850 million people out of poverty in the past four decades, accounting for more than 70% of global poverty reduction. China's holistic approach, combining poverty alleviation with comprehensive development, has resulted in tangible improvements in living standards, education, and healthcare for millions of people. However, the work is far from finished. As we strive to eliminate poverty globally, we must learn from the experiences of countries like China and adapt their successful strategies to our own unique contexts. We must invest in innovative approaches, such as digital technologies and data analytics, to better identify those most in need and deliver assistance more effectively. We must also foster partnerships between governments, civil society, and the private sector to maximize our impact and leverage resources.Ladies and gentlemen, eliminating poverty and achieving shared prosperity is not just a moral imperative, but also a key driver for sustainable development. When we eliminate poverty, we create a more inclusive, resilient, and prosperous world for all. Let us work together, hand in hand, to ensure that no one is left behind in our journey towards a better future.Thank you.。

Speech 1:Ladies and gentlemen,Today, we gather here to commemorate World Refugee Day, a day to raise awareness about the challenges faced by refugees worldwide. As the Secretary-General of the United Nations, it is my duty to shed light on this pressing issue and advocate for the rights and well-being of millions of displaced individuals.Refugees are not merely statistics; they are human beings with dreams, hopes, and aspirations. They have been forced to flee their homes due to conflict, persecution, or natural disasters, often leaving behind everything they hold dear. It is our moral responsibility to stand in solidarity with them and ensure their protection. The current global refugee crisis is the largest since World War II, with over 80 million people forcibly displaced from their homes. This staggering number demands immediate attention and action from the international community. It is not enough to simply provide shelter and food; we must address the root causes of displacement and work towards sustainable solutions.Firstly, we must strengthen peace and security efforts to prevent conflicts and protect civilians. By investing in diplomacy and mediation, we can prevent the escalation of conflicts and save countless lives. We must also ensure that perpetrators of violence and human rights abuses are held accountable for their actions. Secondly, we must address the underlying factors that drive displacement. Poverty, inequality, and lack of access to basicservices are often contributing factors. By promoting inclusive and sustainable development, we can create conditions that enable people to stay in their communities and rebuild their lives.Furthermore, we must enhance international cooperation and burden-sharing. No single country can bear the entire responsibility of hosting and supporting refugees. By sharing the burden and resources, we can alleviate the strain on host countries and provide better assistance to those in need.Lastly, we must prioritize the education and well-being of refugee children. Education is not a luxury; it is a fundamental right that every child deserves. By investing in quality education for refugee children, we empower them to build a better future for themselves and contribute to the societies they live in.On this World Refugee Day, let us recommit ourselves to the principles of compassion, empathy, and solidarity. Let us remember that refugees are not a burden, but rather an asset to our societies. By embracing diversity and inclusion, we can create a world where no one is forced to flee their home and every individual can live in peace and dignity.Thank you.Speech 2:Distinguished guests,Today, we gather here to commemorate World Refugee Day and shed light on the challenges faced by millions of displaced individuals around the world. As the Secretary-General of the United Nations, it is my privilege to address this pressing issue and call for greater action and solidarity.Refugees are not faceless individuals; they are mothers, fathers, children, and grandparents. They have been uprooted from their homes and communities, often enduring unimaginable hardships along the way. It is our collective responsibility to provide them with the support and protection they need to rebuild their lives. The plight of refugees is a complex issue that requires a multi-faceted approach. Firstly, we must ensure that refugees have access to basic services such as shelter, healthcare, and education. Humanitarian aid and assistance are vital in meeting their immediate needs and alleviating their suffering. We must also work towards addressing the root causes of displacement. This includes addressing conflicts, promoting respect for human rights, and addressing the impact of climate change. By investing in peacebuilding, conflict prevention, and sustainable development, we can create conditions that enable people to stay in their homes and communities.Furthermore, we must strengthen international cooperation and solidarity. No single country can address the global refugee crisis alone. By working together, we can share best practices, resources, and experiences to provide better protection and assistance to refugees. It is also crucial that we challenge the negative narratives and stereotypes surrounding refugees. Refugees are not a burden; they bring resilience, skills, and diversity to our societies. By embracing their talents and contributions, we can create more inclusive and prosperous communities.Lastly, we must prioritize the empowerment and participation of refugees in decision-making processes that affect their lives.Refugees are not passive recipients of assistance; they are active agents of change. By involving them in discussions and policies, we can ensure that their voices are heard and their rights respected. On this World Refugee Day, let us reaffirm our commitment to upholding the rights and dignity of refugees. By investing in education, healthcare, and economic empowerment, we can create conditions that allow people to thrive in their own communities.Furthermore, we must ensure that the rights of refugees are respected and protected. This includes ensuring access to justice, healthcare, and education. We must also combat discrimination, xenophobia, and racism, which often exacerbate the challenges faced by refugees.International cooperation is crucial in addressing the global refugee crisis.

New York, 11 July 2010 - Secretary-General''s message on World Population DayThis year, some 60 countries are collecting data and counting people as part of the 2010 census process. A census is the only statistical operation that covers the whole population and all areas of a country. UNFPA – the United Nations Population Fund – and other partners are supporting this massive effort in many parts of the world.Access to good data is a component of good governance, transparency and accountability. Population data helps leaders and policy-makers to make informed decisions about policies and programmes to reduce poverty and hunger, and advance education, health and gender equality. Solid data is also needed to effectively respond to humanitarian crises.Th e theme of this year's World Population Day is “Everyone counts”. To be counted is to become visible. This is especially important for women and young people. Data that is sorted by gender and age can foster increased responsiveness by national decision-makers to the rights and needs of women and youth and help build a more equitable and prosperous society. It is promising that many countries that were unable to complete a national census in the past have reported success during this current round. The next challenge will be to ensure the data is used to make evidence-based plans and policies that will improve opportunities for current and future generations. On this World Population Day, I call on decision-makers everywhere to make each and every person count. Only by considering the needs of all women and men, girls and boys, can we achieve the Millennium Development Goals and advance the shared values of the United Nations.。

Donations of time or money; volunteer engagement in one’s own community or on the other side of the world; acts of caring and kindness with no thought of recompense; these and other expressions of global solidarity help us in our shared quest to live together in harmony and build a peaceful future for all.

I welcome this first observance of the International Day of Charity, which was proclaimed last year by the United Nations General Assembly and which coincides with the anniversary of the death of Mother Teresa, whose life and good works for some of the human family’s poorest and most vulnerable members inspired emulation across the world.

(International Day for the Eradication of Poverty)亦称国际灭贫日或国际消贫日是联合国组织在1992年12月22日会议上通过47/196决议,由1993年起把每年10月17日定为国际灭贫日,用以唤起世界各国对因制裁、各种歧视与财富集中化引致的全球贫富悬殊族群、国家与社会阶层的注意、检讨与援助。

Secretary-General’s Message on International Day for the Eradication of Poverty
17 October 2012
Poverty is easy to denounce but difficult to
combat. Those suffering from hunger, want and indignity need more than sympathetic words; they need concrete support.

We mark this year’s International Day for the Eradication of Poverty at a time of economic austerity in many countries. As governments struggle to balance budgets, funding for anti-poverty measures is under threat. But this is precisely the time to provide the poor with access to social services, income security, decent work and social protection. Only then can we build stronger and more prosperous societies –not by balancing budgets at the expense of the poor.

The Millennium Development Goals have galvanized
global action that generated great progress. We have cut extreme poverty by half and corrected the gender imbalance in early education, with as many girls now attending primary school as boys. Many more communities have access to clean drinking water. Millions of lives have been saved thanks to investments in health.

These gains represent a major advance toward a more equitable, prosperous and sustainable world. But more than a billion people still live in poverty, denied their rights to food, education and health care. We have to empower them to help us find sustainable solutions. We should spare no effort to ensure that all countries reach the MDGs by 2015.

At the United Nations Conference on Sustainable Development, held in June of this year, leaders from around the world declared that poverty eradication is “the greatest global challenge facing the world today.”

We are now developing the UN development framework for the period after 2015, building on the MDGs while confronting persistent inequalities and new challenges facing people and the planet. Our aim is to produce a bold and ambitious framework that can foster transformational change benefiting people now and for generations to come.

Rampant poverty, which has festered for far too long, is linked to social unrest and threats to peace
and security. On this International Day, let us make an investment in our common future by helping to lift people out of poverty so that they, in turn, can help to transform our world.
