” 先秦时期,记载学术、文化的简牍十分珍贵,朝廷藏之秘府,遣职官专守,文化被垄断,因而有“学在官府”之说;又由于小农经济的形成和宗法制度的确立,逐渐出现了父死子继、子承父业的情形。

于是,掌握文化知识的为官者,业有专守,不传他人,只传弟子。

乐府,原来是一个音乐机构,秦代开头设立。

汉也设立了“乐府”机构,同样做采集民歌、配置乐曲和训练乐工的工作。

这些采集来的民歌,汉人称“歌诗”,魏晋人称“乐府”或“汉乐府”。

来自社会底层的汉乐府是“忍无可忍才写的诗歌”。

“汉乐府”的采诗运动,是继《诗经》以后又一次大规模的采集运动。
