01环境目标、指标及其环境管理方案1环境目标、指标及其环境管理方案1.目的通过环境目标、指标和环境管理方案的制定,使得我们的环境管理有的放矢,有章可循,以早日实现环境方针。

2.适用范围适用于本公司的环境管理3.职责3.1环境管理者代表及工程部负责识别与公司活动、产品或服务过程存在的环境因素,并评审出五项重大环境因素:1)生产废弃物料2)电能3)办公用纸4)噪音5)工业用水3.2工程部依据环境方针,制定环境目标和指标3.3依据公司已评定的五项重大环境因素,生产部门负责生产废弃物管理方案的制定与实施;人事行政部负责办公用纸管理方案的制定实施;技术部负责噪音管理方案的制定与实施;工程部负责工业用水、电能管理方案的制定与实施。

3.4相关部门主管负责组织实施方案和目标细化,并半年内见成效。

3.5品管部负责对环境目标和指标的实施情况进行监督,并报告结果。

4.环境目标减少污染、杜绝浪费、半年内见成效。

6.1.1生产废弃物的管理6.1.1.1生产造成的生产废弃料的处理主要为两类:A.分类堆放B.PP料回收,循环使用,回收率99.5%,纸板边角料、纸皮、包装袋卖给废品回收站,再利用95%。

6.1.1.2电能的管理A.电能消耗主要为工业用电和生活用电;B.降低工业用电的措施。

首先:减少不合格品,由目前1%降低0.5%;其次:合理利用机器,防止空转,由目前720度/吨成品降低为620度/成品C.降低生活用电的措施:首先:尽量使用节能灯管;其次:节约用电,使用场合人离灯熄。

6.1.1.3办公用纸的管理A.节约用纸,除非确实有用的资讯由用纸改为口头传递;B.提高纸张利用率,除重要文件皆双面使用。

6.1.1.4粉碎噪音的管理A.给粉碎料操作工配耳塞;B.对噪音源实行隔离。

6.1.1.5工业用水的管理对技术部和发电房的工业用水,实行循环使用由目前50吨/天降为10吨/天。

6.2制定目标、指标和管理方案的要求:
A、技术上可行性;
B、经济上允许;
C、目标要具体,指标尽可能量化,管理方案应明确完成时间。
6.3环境目标、指标和管理方案的制定
6.3.1管理者代表组织相关部门及人员共同制定公司环境目标、指标。
6.3.2制定出公司的环境目标、指标后,体系办应将目标、指标分解至各职能部门,以利于制定可行的管理方案并进行监督和考核。
6.5.2财务部应对目标、指标与环境管理方案提供必要的财务保证。
6.6目标、指标和管理方案的监测
6.6.1各部门对本部门目标、指标和环境管理方案的实施情况进行定期自检,并将检查情况报至体系办。
6.6.2体系办负责组织对公司目标、指标和管理方案的执行情况进行监控,并于每年年末填写《目标、指标和管理方案监控表》,具体监测方式见《运行监测管理程序》。
6.6.3当发现出现目标、指标与管理方案没有按时完成时,应根据《不符合改进管理程序》的有关规定进行处理。
6.7目标、指标和管理方案的评审和修订
6.7.1环境目标、指标和管理方案一般每年评审一次,在第二次内审前进行。
6.7.2当发生以下情况时,可随时进行修订:
A、管理评审后提出相应的要求时;
B、环境方针、法律、法规及其他要求变更时;
6.4目标、指标与环境管理方案的审核与批准
6.4.1体系办收到各部门的管理方案后,组织有关人员对方案的可行性进行审核,如不同意部门的方案,可发回部门要求重新起草。
6.4.2体系办编制《目标、指标和管理方案一览表》交管理者代表审核后,报总经理批准。
6.5目标、指标和管理方案的实施
6.5.1各部门应严格按照目标、指标与环境管理方案的要求与进度实施,不得无故延误与推托。

For better tracking purpose, basically, every EMP is used for one objective. It includes but not limited to the following items:-a.Objective addressedb.Ownerc.Target(s) based on the objective addressedd.Environmental Performance Indicators (EPIs) to monitor the targets if anye.Specific action(s), By whom, Tentative completion date and Actual completiondate.6.5 In the meantime, the objectives and targets shall be communicated to all employeesthrough proper media, e.g. Departmental Bulletin Board, E-mail, etc.6.6 The ISO14001 working team shall check / track the action (s) outlined in the programmeis/are timely completed . EMS officer shall check and review the progress of EMP everythree months. Should any derivation from the execution of the action (s) happen, theprogramme owner shall make necessary amendments of the programme and informEMS officer and ISO14001 working team immediately for future reference.6.7 Change of objectives and TargetsIt includes but not limits to the following conditions:-a.Product or process changeanizational Changec.Change of areas defined in 6.1d.Management Review findings6.8 EMS Officer will modify or amend the objectives and targets accordingly. The changedobjectives and targets are then approved by steering committee and top management inoperational meeting. If there is any impact in the action as defined in the EMP, the EMPwill also be amended. Meanwhile, the “Environmental Objectives and TargetsSummary” is amended accordingly to reflect the change.6.9 Management Representatives of EMS should be responsible for deployment andcoordination, keep tracking the progress of EMP to the concerned programme ownersand report the progress of those owner(s) in ISO 14001 working team meeting.6.10 CAR should be issued to concerned programme owner when there is anynon-conformance related to EMP.7. 5.3.3其他各部门应认真落实环境管理方案,实现本部门的环境目标、指标。
5.3.4行政部每季度对环境目标、指标和管理方案的实施情况进行一次检查,并将检查结果填入[环境目标、指标和管理方案完成情况检查表]。在十日内将检查中发现的问题传递给相关部门,并向管理者代表汇报。如果出现不合格,按《纠正预防措施管理程序》执行。
(4) 生产经营和组织机构变化较大时。
5.4.3评审结果要求对环境目标、指标、管理方案进行修订时,由行政部在评审后两周内组织相关部门
和单位进行研讨,确定环境目标、指标和管理方案的修订和更新,更新后的目标、指标和管理方案
按本程序“4.3”的规定审批,实施更新。
行政部将更新后的结果在一周内传递给相关部门。
5.1 环境目标、指标、管理方案的制定
环境目标、指标的制定应考虑以下几方面:
(1)符合公司环境方针;
(2)体现环境污染的预防和持续改进环境绩效;
(3)符合相关环境法律法规和其他要求;
(4)重要环境因素;
(5)可选的最佳环境技术,以及财力、运作的可行性;
(6)相关方的观点和要求;
(7)实施的进度(明确相关责任部门、责任者、步骤、措施、完成的时间表等),以及可调整性的要求;
(8)体现方针的逐层分解,量化后纳入各相关部门,目标要明确,指标要具体可测量;既有挑战性,
又能够完成。
5.2 环境目标、指标和管理方案的制定和审核。
5.2.1各部门于每年第一季度组织针对本部门的重要环境因素制定目标、指标和管理方案,并编制、填写
[环境目标、指标管理方案一览表],报送行政部。
5.2.2行政部根据各部门编写的[环境目标、指标管理方案一览表],进行汇总、整理和分析,编制公司的
[环境目标、指标管理方案一览表],经管理者代表审核后,由总经理批准。

3 術語3.1 環境方針environmental policy (引用ISO 14001:1996)組織對其全部環境表現(行爲)的意圖與原則的聲明﹐它爲組織的行爲及環境的目標和指標的建立提供了一個框架。

3.2 環境目標environmental objective (引用ISO 14001:1996)組織依據其環境方針規定自己所要實現的總體環境目的﹐如可行應予量化。

3.3 環境指標environmental target (引用ISO 14001:1996)直接來自環境目標﹐或爲實現環境目標所需規定並滿足的具體的環境表現(行爲)要求﹐他們可適用於組織或其局部﹐如可行應予量化。

4 职责﹕4.1 总经理负责组织批准环境方针,负责批准公司目标、指标和管理方案;4.2 EHS委员会组织公司目标、指标的制定,负责目标、指标、管理方案的审核,并负责监督方针、目标、指标和管理方案的实施;4.3 各部门在公司方针及总体目标下,制定及分解本部门的环境目标、指标;EHS委员会负责汇总编制管理方案,并监督、验证实施进度;4.4各相关部门协助编制并负责方针、目标、指标与管理方案的具体实施。

5 作业流程﹕5.1 环境方针5.1.1 环境方针的确定总经理以保护和改善环境为目的,针对公司的实际情況,适当考虑相关方的要求,制定环境方针并形成文档,传达给全体员工。

环境方针应确保:a) 适合于公司的生产性质和规模以及环境影响;b) 对持续改进和污染預防作出承诺;c) 对遵守有关环境法律、法规和其它要求作出承诺;d) 为建立和评审环境目标和指标提供框架和基礎;e) 与公司的其它方针一致。

环境方针为公司的环境职责和环境表現水准設定了总体目标,以此作为评判一切后续活动的依据。

5.1.2 方针的更改每次对公司环境体系的评审,均需对环境方针进行评审,确保其适宜性。

当方针需要更改时,应经总经理批准,形成文件后重新向全体员工传达。

5.1.3 方针的宣传贯彻5.1.3.1 通过环境管理手冊的分发,以及公司刊物、看板、会议等方式,对公司各级管理者、执行人员(包括专业技术人员)以及操作人员进行方针的宣传贯彻;5.1.3.2 人力资源部负责对全体员工进行环境方针的培訓,以确保其对公司环境方针正确、充分的理解。

6.2. 環境管理方案的制定6.2.1 各單位依環境目標及指標表,就該部門涉及的相關職能訂定目標及指標展開完整之管理方案。

1、目的Purpose
制定环境管理目标、指针、方案,幷有效实施,确保公司环境方针的实现。

To make environment management aim, target, scheme, and carry it out effectively , to ensure realize WEILUN's environment policy.
2、适用范围Scope
适用于公司环境管理目标、指针、方案的制定、实施、验证、更新和改进等活动。

It is use for WEILUN's environment management aim, target and scheme's design ,
implementation, check ,updater an improve etc activity. 3、职责Responsibility
3.1 环境管理者代表Environment management representative:负责组织规划/修订公司的环境管理目标、指针和方案;负责审批环境管理方案;Who is responsibility for organizing plan/ updating WEILUN's environment aim, target and scheme; also in charge of
authorizing the environment management scheme.
3.2 各部门负责本部门的环境管理目标、指针,实施环境管理方案,以实现本部门所策划的环境管理目标、指针;Every department is in charge of their own department's environment aim, target and scheme , so as to realize department's environment management aim and target;
3.3 环工组负责跟踪、监督、验证各部门环境目标,指针与管理方案的实施效果。

4、工作程序Work procedure
4.1环境管理目标、指针、方案制定/修订应遵循如下原则:When design the environment aim ,target and scheme or updating should abide by the below regulations: a)以公司的环境方针为指导,体现和支持环境方针;Guided by WEILUN's environment policy, embody and support environment policy;
b)充分考虑公司评价出的重大环境因素;To consider a lot of the important

d)依据公司的技术水平、财务情况、实施能力、运行与经营要求;should according
to WEILUN's technical level, finance conditions , implementation ability and operation requirements;
e)考虑通过工艺开发或改进产品而给公司带来的商业机会;Working through develope
process or improve product so as to bring the commercial opportunity to WEILUN;
f)具有可行性,经过一定时期努力可以实现。

所有环境目标与指针均有环境方案予以支持。

g)符合污染预防和持续改进的精神。

4.2 环境管理目标、指针、方案制定/修订的时机:The time of designing and updating for Environment management aim, target and scheme:
a)环境方针首次制定;The first time of designing the environment policy; b)环境方针修订/更新;Environment policy's modification and update;
c)每年一次(通常在管理评审后)对环境管理目标、指针、方案系统修订一次; One time per a year to modify the environment management aim, target and scheme system;
d)重要环境因素发生变更时;When the important environment
factor has changes; e)总经理认为需要时。

4.3 环境管理目标、指针、方案的制定与批准Environment management aim, target and

4.3.1 环境管理者代表负责组织各部门制定公司环境管理目标与指
针,经充分讨论、评估后,形成《环境目标与指针一览表》,报总经理审批。

批准后,环工组将《环境目标与指针一览表》复印件发放至各相关
部门/人员。
